About this file
This document is an Addendum #1 for Request for Proposal (RFP) #2227YS-E issued by the Katy Independent School District (Katy ISD) Purchasing Department for Fine Arts Clinicians, Technicians, and Accompanists. The RFP is a multi-award solicitation for professional services to support the district's Fine Arts programs, with no guaranteed business or budget. Vendors who were previously awarded under related RFP numbers (2227YS through 2227YS-D) do not need to resubmit, and the RFP is specifically for providing in-person services to students, including production design support.
The addendum clarifies several key points about the procurement, including that there is no preference for Texas-based vendors, no mandatory subcontracting goals, and no staff development component. Vendors are advised that they should not contact the Fine Arts Department or individual campuses during the solicitation process, and if awarded, they must market their services professionally without being overwhelming. The district emphasizes that selection of vendors, including when and whom to use, is solely at the discretion of the Fine Arts Department and individual campuses. Background screening will be handled by individual campuses if they are interested in working with a specific vendor.

RFP# 2227YS-E Fine Arts- Clinician, Technicians and Accompanists
Addendum #1: Q&A
Question: 1. Is this a new contract or a renewal? If a renewal, please provide the incumbent's details.
Answer: This is a supplement to the original RFP. If you were previously awarded under 2227YS, 2227YS-A, 2227YS-B, 2227YS-C, or 2227YS-D, you do not need to submit again.
2.As per the Scope & Specifications, it is mentioned that staff development is not included in the RFP Can you explain this?
Answer: This RFP is not for staff development. It is intended for qualified Clinicians, Technicians, and Accompanists to provide Fine Arts services to students, as well as production design support for all KISD Fine Arts programs. We encourage you to carefully review the scope and specifications to understand the needs of Katy ISD and its Fine Arts Department.
3.As part of the Scope of Work, please specify that the vendor needs to provide Technicians/Clinicians.
Answer: Please review the scope and specifications for a complete and detailed description of the requirements outlined in this RFP.
4.Can we provide a sample insurance document as part of the response?
Answer: The downloadable file includes the scope and specifications for 2227YS-E, which outlines all insurance requirements.
5.We reviewed the RFP and observed that the evaluation criteria are different, and Submission on the Bonfire portal is different. Which one do we need to consider?
Answer: The evaluation scale on Bonfire is the same as the one provided in the scope.
6.Is there any preference for the Texas-based vendors?
Answer: There is no preference for Texas-based vendors; however, please note that this is an in-person role requiring Clinicians, Technicians, and Accompanists to be on-site to perform the work.
7.Are there any mandatory subcontracting goals for this RFP? If yes, could you please specify the % and which certified companies are applicable?
Answer: This is not mandatory.
8.What is the expected timeframe for vendors to submit candidate resumes after receiving a new job opening?
Answer: This is a multi-award RFP, and there is no guarantee of business. Selection of vendors, including when and whom to use, is solely at the discretion of the Fine Arts Department and individual campuses.
9.How many days will be allotted to complete the background check process after a candidate has been selected?
Answer: If a vendor is awarded and a campus is interested in doing business with that vendor, the campus will inform the vendor about the background screening process and the requirements from the campus’ standpoint. Background screening is not part of the solicitation process.
10.Are vendors permitted to contact individual departments for marketing the awarded contract? If so, are there specific guidelines that must be followed?
Answer: Vendors should not contact the Fine Arts Department or individual campuses during the solicitation or evaluation process. If awarded under this multi-award RFP, it is the vendor’s responsibility to market their services to the district professionally— without being overwhelming or making excessive phone calls.
11.What is the anticipated budget for this contract?
Answer: There is no guaranteed budget, and not all awarded vendors are guaranteed to receive business.
12.What was the previous spending for this contract?
Answer: This RFP covers a wide range of needs and categories for Katy ISD Fine Arts.
Not all vendors will provide the same services, and spending under this contract will vary based on multiple factors.
All other terms, conditions and requirements of the original RFP remain the same at this time.
