About this file
This is a Scope of Work document for KIPP Texas Public Schools' Child Nutrition Program, detailing the procurement of school milk coolers for multiple Houston-area campuses. The project requires the purchase, delivery, installation, and startup of 73 commercial-grade milk coolers across 31 KIPP schools to replace or supplement existing equipment in time for the 2026-2027 school year. Required completion of all installations is August 1, 2026. The coolers must be delivered to campuses without loading docks, necessitating lift-gate delivery and inside placement as part of the vendor's scope. Specific capacity requirements by campus range from single 8-crate units to multiple units of varying sizes (8-crate, 12-crate, and 16-crate configurations), with quantities and locations detailed in the campus needs table. The awarded vendor shall provide all labor, supervision, equipment, transportation, materials, and incidentals necessary for receiving, delivery, uncrating, assembly, placement, leveling, startup verification, cleanup, and packaging removal.
Equipment must be new, commercial-grade, and designed for school cafeteria milk service, with all units maintaining product temperature between 36-40 degrees Fahrenheit and operating on standard 115V single-phase power. Reference models include Beverage-Air SM34HC-W (8-crate), SM49HC-W (12-crate), and SM58HC-W (16-crate), though equivalent products from other manufacturers are acceptable. Proposed equipment must include heavy-duty casters with locking mechanisms, self-latching lids with safety bumpers, floor drains, and sanitation/safety agency listings. A 7-year manufacturer warranty covering parts, labor, and compressor is required, with vendors responsible for identifying service support availability in the Houston area. Proposals will be evaluated on best value with total cost as the highest-weighted factor, alongside reputation, quality, compliance with capacity requirements, ability to meet the August 1, 2026 deadline, equipment durability, and energy efficiency. Final acceptance occurs only after delivery, installation, and confirmation that all coolers are operational, with the vendor responsible for correcting any deficiencies at no additional cost.

Scope of Work: Milk Cooler Purchase, Delivery, and Installation
Project: KIPP Texas Public Schools – Houston Region Child Nutrition Program
Project Purpose: Procurement of school milk coolers for the 2026–2027 school year
Required Completion Date: August 1, 2026
Project Overview
KIPP Texas Public Schools is soliciting proposals for the purchase, delivery, installation, and startup of school milk coolers for multiple Houston-area campuses serving the Child Nutrition Program. The purpose of this project is to replace or add milk coolers in time for the opening of the 2026–2027 school year, with all units fully installed and operational no later than August 1, 2026.
This procurement is not brand specific. Vendors may propose any manufacturer and model that meets or exceeds the functional, dimensional, operational, and warranty requirements in this scope.
Scope of Services
The awarded vendor shall provide all labor, supervision, equipment, transportation, materials, and incidentals necessary to furnish and install the required milk coolers at the listed campuses. The work shall include receiving, delivery, uncrating, assembly as needed, set-in-place service, leveling, startup verification, cleanup, and removal of packaging materials from each site.
Each proposed unit must be new, commercial-grade, and intended for school cafeteria milk service.
Refurbished, used, or residential-grade equipment will not be accepted.
Campus Needs
The campus list provided for Houston identifies required cooler capacities ranging from 8-crate to 16-crate units, with some campuses requiring multiple units of different sizes. All listed locations are noted as not having a loading dock, so vendors must include lift-gate delivery and inside placement as part of their proposal.
The district may issue the detailed campus schedule and site contact information upon award or during project kickoff. Final quantities may be adjusted before purchase order issuance if operational needs change.

Equipment Requirements
Proposed equipment must satisfy the required capacity by campus and must be equivalent in function to commercial school milk coolers represented in the reference quote, including 8-crate, 12-crate, and
16-crate configurations. Reference examples in the quote include Beverage-Air SM34HC-W (or equivalent) for 8-crate capacity, SM49HC-W (or equivalent) for 12-crate capacity, and SM58HC-W (or equivalent) for 16-crate capacity, but equal products from other manufacturers are acceptable.
Each cooler shall meet the following minimum requirements:
● Maintain product temperature between 36 degrees Fahrenheit and 40 degrees Fahrenheit during school meal service.
● Operate on 115V, single phase power with cord and plug connection comparable to NEMA 5-15P.
● Include heavy-duty casters, with locking casters on at least two wheels.
● Include floor racks or internal support suitable for milk crate loading.
● Include floor drain and components needed for normal cleaning access.
● Include self-latching lids or doors with safety bumpers and cylinder locks.
● Be listed by nationally recognized sanitation and safety agencies, such as UL sanitation and cULus or equivalent.
● Use environmentally responsible refrigerant, such as R290 or equivalent compliant refrigerant.
Vendors may propose either cold-wall or forced-air models, provided the unit meets capacity and operating requirements. Preference may be given to energy-efficient models where pricing remains competitive.
Installation Requirements
Installation shall include delivery to each campus, uncrating, moving the unit into the designated serving area, final placement, and confirming the equipment is operational at turnover. The vendor shall coordinate delivery appointments with KIPP Texas staff and account for the fact that the listed sites do not have loading docks.
The vendor shall remove all pallets, wrapping, cardboard, and packing debris from the site upon completion. Equipment shall be delivered undamaged and ready for use.
Vendor Qualifications and Submittals
Each proposal should include manufacturer cut sheets, model numbers, dimensions, electrical requirements, crate capacity, warranty information, and lead time for each proposed unit. Vendors should clearly indicate any alternates offered in place of quoted reference models and identify whether the proposed unit is cold-wall or forced-air.
The proposal should also include itemized pricing for each unit and each delivery/installation charge, or a bundled total by campus if preferred. Because schedule is critical, the vendor shall state in writing that all equipment can be delivered and installed by August 1, 2026.
Warranty and Service
Proposed units shall include a manufacturer warranty equal to or better than the reference equipment warranty shown in the quote materials, which identifies a 7-year warranty covering parts, labor, and compressor for the referenced Beverage-Air models. Vendors should identify the service process for warranty claims and confirm access to service support in the Houston area.
Evaluation Factors
Proposals will be evaluated on best value, with total cost as the highest-weighted factor. Additional factors may include reputation of proposer and quality of goods and services, proposer’s past relationships, proposer’s financial capability, compliance with the required capacities, ability to meet the installation deadline, equipment durability, warranty coverage, and energy efficiency. Reference
Section 5 Evaluation Criteria of the RFP.
Acceptance
Final acceptance will occur after delivery, installation, and confirmation that each cooler is in good working condition at the assigned campus. Any damaged, nonconforming, or incomplete installation shall be corrected by the vendor at no additional cost to KIPP Texas.
