About this file

This Statement of Work (SOW) involves the Dallas Area Rapid Transit (DART) seeking a contractor to provide renewable natural gas (RNG) for fueling its bus fleet. The document outlines DART's commitment to sustainable transportation by blending renewable natural gas with fossil-fuel derived natural gas at three compressed natural gas (CNG) fueling stations. The contract covers fuel volumes estimated at 1,076,300 MMBTU in 2026, decreasing slightly to 1,029,179 MMBTU in subsequent years (2027-2030). The contract term appears to run from 2026 to 2030, with the effective date of the document set for 8/28/2025.

The financial structure involves the contractor providing RNG environmental attributes at no cost and compensating DART through a share of revenues generated from renewable fuel credits (RINs). The contractor is required to generate D3 RINs through the EPA's Moderated Transaction System, transfer these credits to DART's EPA account within 30 days of delivery, and provide monthly RIN transfer confirmations and account statements. DART will reciprocate by providing monthly usage reports and affidavits confirming fuel dispensed. The three fueling facilities are located in East Dallas, Northwest Dallas, and South Oak Cliff, with peak fueling occurring from 7:00 p.m. to 4:30 a.m. daily.

1.0 General Information

This Statement of Work (SOW) describes the acceptance of renewable natural gas (RNG), or biogas, to blend with fossil-fuel derived natural gas at the Compressed Natural Gas (CNG) fueling stations which support DART’s bus fleet.

A. Introduction DART has a strong commitment to progressive clean fuel programs and seeks a partner to enhance its environmental initiatives and share the benefits. The Contractor will provide renewable natural gas for fueling DART’s transit buses.

B. Background

1. DART is committed to a sustainable future through the development and implementation of its Sustainability Policy. Through this commitment, renewable natural gas was introduced as a bus fuel in 2019. As DART moves forward with its bus replacement program, it will continue to purchase CNG buses.

2. The CNG fueling stations are operational twenty-four (24) hours per day, seven days per week, including holidays. Peak fueling at the three facilities are as follows:

a. Northwest, East Dallas and South Oak Cliff peak fueling period is from 7:00 p.m. to 4:30 a.m. daily.

C. Objectives

1. Secure a reliable supply of RNG (CNG-equivalent) to meet DART’s annual volume requirements.

2. Obtain and transfer to DART all D3 RINs generated by that RNG.

3. Ensure full Renewal Fuel Standard (RFS) compliance, accurate measurement and reporting, and transparent pricing.

4. Support DART’s sustainability goals and potential revenue from RIN monetization.

D. Scope

The Contractor shall provide to DART RNG environmental attributes at no cost and compensate DART through a share (or fixed rate) of revenues generated from the sale of resulting renewable fuel credits (RINs). The revenue mechanism is a “Dispensing Fee” to DART equal the agreed percent (%) of RIN Revenue, payable for each month of the Delivery Period.

2.0 Work Requirement

A. Technical Requirements

1. Fuel Specification

i. The Contractor shall provide to DART environment supply gaseous methane from biomass sources to DART. Pipeline required for vehicle fuel.

ii. The Contractor shall supply pipeline quality natural gas through existing pipelines utilized by ATMOS Network.

p. 5 of 6

iii. Contractor shall deliver the RNG that meets the receiving utilities gas quality and RNG interconnect standards in effect at the interconnection point.

iv. Contractor shall respond to any related non-conformance notices within 48 hours.

2. RIN Generation & Transfer

i. Contractor shall ensure adherence to environmental protection agency (EPA) and their Renewable Fuel Standard (RFS) program policy. Contractor shall be responsible to provide RNG credits through EPA.

ii. Contractor shall hold EPA registration for the D3 pathway and generate D3 RINs in EPA’s EMTS.

iii. The Contractor shall secure the RNG sourcing pathway approval and RIN generation.

iv. D3 RINs shall be “separated” and transferred into DART’s EPA account within 30 days of delivery.

v. Contractor shall provide monthly RIN-transfer confirmations and account statements.

3.0 Deliverables

A. Contractor Deliverables

1. Contractor will provide renewable natural gas fuel to DART at the approximate amounts shown in Table 1 below.

1. Monthly usage reports, downloaded from the fuel provider’s website (Atmos or the GLO).

2. Affidavits, affirming the amount of fuel dispensed per the monthly report.

These will be forwarded electronically to the Contractor. Hard copies will be made available upon request.
