About this file

This specification document issued by Maine DOT Fleet Services describes the procurement requirements for four power reversing underframe road scrapers designed for 6x4 plow trucks. The specification details a hydraulically operated scraper with a 10-foot blade width, constructed from heavy-duty corten steel with a 20-inch height and 1-inch thickness. The scraper shall feature a standard AASTHO-punched mold board with replaceable carbide blades, hydraulic lowering and raising capability with a 500 PSI relief valve, and reversing operation for left and right swing angles up to 45 degrees. The unit must be tiltable for road travel with a minimum 9-inch ground clearance and operable from the truck cab either electrically or manually in compatibility with existing Fleet Services equipment. Each unit includes two parts, repair, and operator's manuals, with dual coats of lead-free rust-proof primer and paint applied. Installation is to be bid separately, and bidders must submit specification sheets with their proposals, noting any exceptions to the stated requirements on separate documentation.

Pricing shall be provided in two quotes: the first for the underframe scraper alone and the second for the complete installation package including valves, hoses, parts, and labor. All pricing must include shipping and delivery to Maine DOT Fleet Services in Augusta, Maine. The specification requires a two-part epoxy primer (3-5 mils dry thickness) and paint finish in Imron 3.5 HG Cat Highway Yellow (code #42-3133) at 5-7 mils dry thickness. Bidders must inspect trucks for equipment compatibility and obtain approval from both the vehicle manufacturer and Maine DOT for any required modifications. The unit shall feature quick-detachable capability with quick disconnects and dirt protectors on all hydraulic lines for seasonal use. Manufacturer's standard warranty applies with terms to be stated in the bid proposal, commencing on the in-service date. Maine DOT reserves the right to pre-inspect equipment before delivery and may request training within eight weeks of delivery.
