About this file

This is a Presolicitation Notice issued by the General Services Administration (GSA) Public Buildings Service for a potential lease renewal in New York City.

GSA seeks to lease office and related space in New York, New York, within a delineated area spanning from the Battery to Midtown Manhattan. The requirement is for 24,733 to 25,970 rentable square feet (ABOA). The Government intends to evaluate renewal of the existing lease at 33 Whitehall Street, New York, NY 10004 (39,721 rentable square feet yielding 24,733 ABOASF) for an additional five-year term effective September 18, 2026, through September 17, 2031. The firm term is 36 months with a full term of 60 months. No parking spaces are required. Key requirements include: the building must be Class A; space cannot be located on the same floors as law enforcement elements of the Department of Homeland Security or other law enforcement offices where police actions are frequently observed; and accessible public transportation access must not exceed 0.25 walkable miles from the building entrance. The Government will use responses to conduct a cost-benefit analysis to determine whether to compete the requirement or pursue sole source justification for the current location, considering relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure, and employee downtime.

Interested entities should submit responses to William Korchak and Gerrit Voogt (JLL Broker Contractors) via email. The Solicitation (RLP) Number is 6NY0747. The Lease Contracting Officer is Alfonso Yau. Entities must be registered in SAM.gov and should familiarize themselves with Section 889 of the FY19 National Defense Authorization Act telecommunications prohibitions.
