About this file
This is a Questions and Answers (Q&A) document from a Request for Information (RFI) issued by the United States Postal Service Office of Inspector General (USPS OIG) regarding a Communications Specialist contract opportunity.
The USPS OIG seeks to contract with one part-time Communications Specialist to support the Research and Insights Solution Center, a 12-15 person department. The contract will consist of a one-year base period plus four option periods, with performance commencing as soon as possible. The contractor must maintain an average availability of 2 to 3 days per week on-site in Arlington (Rosslyn, Virginia), with the specific number of days varying based on project needs; remote performance is not acceptable, as recurring weekly on-site presence is a firm requirement. The estimated annual budget is $90,000, with fully burdened hourly rates required by labor category. The primary scope involves editing, publication, and post-publication communications for 10 to 12 white papers over 12 months, with support for presentations, podcasts, infographics, newsletters, and interactive web features, as well as ad hoc events and internal process refinement. The Communications Specialist must have experience with interactive storytelling platforms (Shorthand preferred but comparable tools acceptable), and the government will provide all necessary licenses for Shorthand, Adobe Creative Cloud, and other required software, as well as government-furnished computers and system access. The contractor must be a U.S. citizen eligible for a Postal Sensitive or Moderate Background Investigation and will handle publicly-available data and proprietary Postal Service data. The specialist will be supervised by a Research Project Lead or Manager, with key deliverables requiring senior OIG leadership approval. All public-facing products must comply with Section 508 accessibility guidelines, though 508 compliance will not be performed by the Communications Specialist. No travel outside the Washington, D.C. area is required.
