About this file
This is a Questions and Answers document for the 800 Area Clean Up Inquiry (Solicitation 6-B187-Q-00373-00) issued by Argonne National Laboratory.
The document addresses three key contractor requirements for demolition and cleanup work involving hazardous materials. For asbestos abatement, Argonne requires contractors to employ licensed asbestos abatement personnel on-site during demolition of two guard shacks containing asbestos tiles and mastic, with implementation of industrial hygiene controls and coordination with Waste Management for waste disposal. For lead paint operations, contractors must prepare a written lead hazard control program submitted for Argonne review; employees performing lead work require OSHA training, respiratory protection when engineering controls are insufficient, medical examinations, and fit-testing for respirators. Lead testing results (X-Ray Fluorescence, July 30, 2026) confirmed lead contamination on both propane tanks and a large tank at the site. Additionally, contractors must employ an Environmental Safety and Health (ESH) representative with minimum OSHA 30-hour training on-site at all times during work performance, with authority to direct safety actions. The contractor must also provide a Project Supervisor/Field Superintendent with authority to direct subcontractors and designate Competent Persons as required by OSHA standards.

Questions and Clarification
Question 1-
1. We assume that the demolition of the 2 guard shacks with asbestos tiles/mastic will require the contractor to hire a licensed asbestos supervisor and have them on site during the demolition. Please confirm.
Response-
Yes, Argonne requires licensed asbestos abatement personnel for this work, and the procedure effectively requires contractor supervision, IH controls, and coordination with Waste Management for asbestos waste loading and disposal the contractor must provide licensed, qualified supervisory personnel and implement on-site controls for the duration of the disturbance.
See attached inspection report.
Question 2-
2. We assume that any cutting or torching operations on objects that contain lead paint will require the contractor to have a lead program in their corporate safety plan and any persons in the work area will need to be wearing respirators and have all the required training and medical clearance. please confirm.
Response-
Yes, specifications state contractors must prepare a written lead hazard control program and submit it to
Argonne for review. Employees performing lead work must be trained and respiratory protection required when engineering controls do not keep exposures below the OSHA PEL. The contractor must certify that affected employees have received medical examinations and been fit-tested for the respirator they will wear.

Question 3-
3. We assume that the contractor will need to employ and Environmental Safety and Health representative with a minimum of OSHA30 training and tis person needs to be on site any time work is being performed. please confirm.
Response-
Yes, Contractor’s ESH Representative needs to be on site at all times when work in being performed. This person must be vested with authority to direct safety actions. The ESH representative must have OSHA 30-hour training.
Additional personnel required to be on site include; Project Supervisor / Field Superintendent: on-site operations supervisor with authority to direct subcontractors, and Competent Persons: identify and provide competent persons where OSHA requires.
