About this file
This is a Questions and Answers document for Sources Sought Number 6991PE-26-SS-0001 issued by the Department of Transportation for a Tug Services Blanket Purchase Agreement (BPA).
The document addresses a single inquiry regarding the scope of work and pricing for an LMI (Load Moment Indicator) system project. The questioner sought clarification on whether contractors should include only labor, installation, and miscellaneous materials in their proposals, with the LMI system to be supplied separately under an existing Appleton Marine quote, or whether the complete cost of the Appleton Marine LMI system should be included. The Government's answer clarifies that it is seeking a turnkey solution requiring the contractor to provide removal and disposal of the existing LMI system, procurement and installation of the new LMI system, and operational testing and OSHA certification of the crane. Consequently, the contractor's preliminary price quotation must include the cost of procuring the new LMI system in addition to labor and installation services.

Questions and Answers (Q&As) Sources Sought Number: 6991PE-26-SS-0001
FOR:
Tug Services Blanket Purchase Agreement (BPA)
1. Question: I contacted Appleton Marine to obtain a quote for the required LMI system. They informed me that they have already provided a quote directly to the purchaser.
Could you please clarify whether the contractor’s proposal should include only the labor, installation, and any additional materials necessary to complete the project, with the LMI system being supplied under the existing Appleton Marine quote? Or should the contractor also include the cost of the complete Appleton Marine LMI system in the proposal?
Answer: The Government is seeking a turnkey solution for a vendor to provide the following services:
• Removal and disposal of the existing LMI system
• Procurement and installation of the new LMI system
• Operational testing and OSHA certification of the crane
Therefore, the contractor’s preliminary price quotation should also include the cost of procurement of the new LMI system.
