About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number 6991PE25Q000008, a U.S. Department of Transportation Maritime Administration (MARAD) contract for drydocking and repair of two vessels: PG-615 and PF-612 at the Suisun Bay Reserve Fleet. The Q&A addresses specific technical details about the repair scope, including hull fendering inspection, surface preparation, steel work, coating requirements, and deck modifications. Key clarifications include reinstalling fendering with new galvanized hardware, removing unused stanchion sockets, sandblasting and coating procedures for underwater and above-water hull surfaces, and confirming the number of deck house hatches. The period of performance is 30 days after shipyard arrival, with all work to be completed in the San Francisco Bay area, including Sacramento and Stockton up-river regions.

Q&A for 6991PE25Q000008

Is the intention to have the Boom and Dynamo onsite at the same time?

The procurement is for the PG 615 Dynamo, and the PF 612 Harrier. They can be done together or one at a time.

0001.3 HULL FENDERING INSPECTION

The spec says to remove the fender system, but does not talk about re-installation. I assume you want it reinstalled? If it needs replacement, will it be change order work?

The fendering shall be reinstalled (1.3 C) “Renew hardware with hot dipped galvanized hardware.” The pads are fine. The concern is the hardware, the steel behind the pads and the coating behind the pads.

0001.4 HULL SURFACE PREPARATION

What is the approximate square footage of the deckhouse, wheelhouse, roofs, including the vent and fuel pipe containment boxes? See Attached SQFT sheet

This has anode removal, but not installation. Do you want the costs of removal only on this CLIN and the install only on CLIN 1.9? OR should we include pricing on only CLIN 1.9?

Price the removal in Clin 1.4. Price the install in Clin 1.9.

0001.7 STEEL WORK

A. Stanchions How many non-used stanchion sockets with pads and/or doublers are to be removed?

3 on the STBD side, 4 on the port – tripping hazards. Photo attached Repair Bow vertical ladder handrail - can photos be provided?

See photo Remove both Port and Stbd cable spools - can photos be provided?

See Photo Will there be mounting holes left on the deck from the cable spools, Should we include pricing for adding doublers?

No. Shall be cut flush. No tripping hazards. Then coated/painted.

What is the approx. size and weight of each spool?

Each spool shall be emptied prior to arrival at the shipyard. The spool stands 3’ (approx.) and weighs about 180 – 220 pounds.

0001.8 HULL, TOPSIDE and WELL DECK COATINGS

A. UNDERWATER HULL (Keel to Deep Load Line) Do any coatings other than Blue Seal base coat need to be applied? Typically after sandblasting we apply Blue Seal base and top coat, 2 COATS 300V epoxy and 2 coats of anti-fouling.

The typical system shall be applied.

B. ABOVE-WATER HULL

Do any coatings other than Blue Seal base coat need to be applied (other than draft marks)? Typically after sandblasting we apply Blue Seal base and top coat, 2 COATS 300V epoxy and 2 COATS 990HS topcoat.

The typical system shall be applied.

C. MAIN DECK and DECKHOUSE Typically after sandblasting we apply full coats, not spot coats as specified.

The typical system shall be applied.

D. DECKHOUSE and WHEELHOUSE Typically after sandblasting we apply full coats, not spot coats as specified.

The typical system shall be applied.

E. WELL DECK COATING

Typically, after sandblasting we apply full coats, not spot coats as specified.

The typical system shall be applied.

0001.12 Deck House Hatches and Doors

In the past there have been 3 sliding deck house hatches, but the spec only calls for 2 hatches. Please verify # of hatches.

Correct. Please price for 3 sliding deck house hatches.

0001.13 AFT WELL DECK CLEANING AND COATING

Prepare rusted surfaces to SSPC SP-6 - can photos be provided?

Please see photos Prepare rusted surfaces to SSPC SP-6 - is the intention to sandblast the well deck? If so, the cost to spot blast is likely not much less than sandblasting the entire deck.

Sand blast the entire deck

0001.14 LAZARETTE CLEANING AND COATING

Mechanically clean areas where coating has failed to SSPC-SP3 - can photos be provided?

See attached Photo

Questions for PF-612:

0001.19 UNDERWATER HULL SURFACE PREPARATION

C. states to abrade the freeboard coating 100%, but then it states it again under CLIN 1.20 Should we ignore that line there and include the cost on 1.20 only?

Yes

0001.20 FREEBOARD SURFACE PREPARATION

SSPC-SP 11 is not a cost-effective preparation standard. Will SSPC-SP 3 be an acceptable alternative?

Yes

0001.21 UNDERWATER HULL COATING

Do any coatings other than Blue Seal base coat need to be applied? Typically, we apply Blue Seal base and topcoat, 300V epoxy and 2 coats of anti-fouling. The preparation requirements for Blue Seal application is that the base metal be sandblasted to SSPC-SP6. The preparation outlined in this specification is to sand the hull. Should we plan on sandblasting the underwater body or should we apply a different coating system?

We would like to sandblast and apply the Blue Seal, however the PG 615 is a higher priority with more repair requirements. We would like to ensure we can repair all clin’s on the PG-615. If we must go with the same regular coatings on the PF 612, then we will do that.

Would it be possible to get a price on both coatings?
