SUISUN BAY RESERVE FLEET (SBRF)
SBRF CAPE FEAR CRANE SERVICES ‐ CRANE SERVICE TO RETRIEVE CAPE FEAR'S ANCHORS FOR
REPOSITIONING AND REMOORING FY24
Core Services
The core services of this work package are to retrieve the port and stbd bower anchors deployed from the Ship CAPE FEAR so that they can be repositioned to tighten up the ship’s moor. The ship’s anchors have dragged during the 2023‐2024 winter storms resulting in excess movement of the ship as it responds to the forces of wind and current. The anchors are stuck fast in the bay bottom. SBRF’s crane barge does not have the lift capacity to pull them free of the bay bottom.
Statement of Work
Provide floating crane services to under‐run and retrieve CAPE FEAR’s the port and stbd bower anchors for repositioning. Crane capacity to be a minimum of 94 tons. The contractor is also responsible for delivering and maneuvering his floating crane throughout the entire evolution.
Once the first anchor (port, 25,000 lbs) is retrieved, the contractor shall pass the anchor to SBRF’s
Anchor Deployment Barge (FB‐670), which will be maneuvered by a commercial tractor tug under a separate, existing contract that SBRF has in place. The tractor tug will maneuver the FB‐670 into the desired position for the anchor drop, and then SBRF crew will let the anchor go.
After handing off the first anchor, the contractor will move into position to under‐run and retrieve the second anchor (stbd, 22,000 lbs). The process shall be repeated, handing off the anchor to the FB‐
670/tractor tug for repositioning and anchor drop.
SBRF will have a second tractor tug on site to help position and hold CAPE FEAR in the stream during the entire evolution.
SBRF will have a crew aboard the CAPE FEAR to operate the anchor windlass to pay out chain when FB‐
670 is being maneuvered by the tractor tug, and to take in approximately half a shot of the port and stbd anchor chains to help set the anchors.
Detailed Procedures
1. Floating crane arrives on site, maneuvers to the bow of CAPE FEAR and grabs hold of the port anchor chain.
2. Floating crane under‐runs the anchor chain down to the anchor.
3. Floating crane hoists anchor on deck.
4. Tractor tug #1 maneuvers FB‐670 alongside floating crane. SBRF crew and floating crane crew secures FB‐670 alongside floating crane.
5. Floating crane lifts anchor and passed to SBRF crew aboard FB‐670.
6. SBRF crew secures anchor to FB‐670 and rigs anchor to quick release mechanism aboard.
7. SBRF crew secures a crown buoy rig to base of anchor for marking the location where the anchor is eventually dropped.
8. Floating crane crew and SBRF crew let go lines from floating crane to FB‐670.
9. Floating crane clears the immediate area and stands by.
10. Tractor tug #1 backs upstream and positions FB‐670 for anchor drop while SBRF crew aboard
CAPE FEAR pays out chain over the anchor windlass to the red shot (last shot of chain), then sets the windlass brake and chain stopper pawl.
11. Tractor tug #2 lays along stbd site of CAPE FEAR and pushes the ship a little inshore to help position the ship to the desired spot before the drop.
12. Tractor tug #1 pulls the anchor chain tight as directed by SBRF PIC and holds fast, while SBRF crew aboard FB‐670 trips the quick release and the anchor and crown buoy jewelry drop.
13. Repeat steps 1 through 12 for the stbd anchor.
14. Once both anchors have been dropped, SBRF crew aboard CAPE FEAR will heave in on both anchor chains to about the middle of the yellow warning shot.
SBRF provided services
1. De‐energizing and retrieval of CAPE FEAR’s underwater shore power cable so it is clear of the work area.
2. Generator boat for powering CAPOE FEAR’s anchor windlass.
3. Crew aboard CAPE FEAR to connect generator power and operate the windlass.
4. Anchor Deployment Barge FB‐670 with crew.
5. Two tractor tugs to maneuver FB‐670 and position CAPE FEAR.
The evolution must take place on a mutually agreeable date and time during daylight hours during slack to flood tide to take advantage of the current forces during the remooring evolution.
To the maximum extent possible and consistent with the Federal Acquisition Regulations Part 23, the
Government requires during the performance of the work under this Statement of Work (SOW) the
Contractor to provide or use products that are: energy efficient (ENERGY STAR® or Federal Energy
Management Program (FEMA)‐designated); water‐efficient; biobased; environmentally preferable (e.g., EPEAT‐registered, or non‐toxic or less toxic alternatives); non‐ozone depleting; or made with recovered materials. Unless otherwise identified in this SOW, each recovered materials or biobased product provided and delivered must meet, but may exceed, the minimum recovered materials or biobased content of an EPA‐ or USDA‐designated product. The sustainable acquisition requirements specified herein apply only to products that are required to be: (1) delivered to the Government during contract performance; (2) acquired by the contractor for use in performing services (including construction) at a

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights-
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act ( 31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers.
The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(g) Invoice. (1) The Contractor shall submit an original invoice and three copies (or electronic invoice, if authorized) to the address designated in the contract to receive invoices. An invoice must include-

(x) Electronic funds transfer (EFT) banking information.
(A) The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.

EFT.

The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C. 7109, which is applicable to the period in which the amount becomes due, as provided in (i)(6)(v) of this clause, and then at the rate applicable for each six-month period as fixed by the Secretary until the amount is paid.

(iv) If a demand for payment was previously issued for the debt, the demand for payment included in the final decision shall identify the same due date as the original demand for payment.

The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law.
