Questions and Answers (Q&As) Solicitation Number: 6991PE22Q000001

FOR:

Tug Services Blanket Purchase Agreement (BPA)

1. Question: Is this a restricted procurement?

Answer: No, this is an unrestricted procurement.

2. Question: The BPA Terms and Conditions state Call Orders will be rotated. Does this mean if our firm submits a quote, that we will be included as part of the rotation for the Call Orders?

Answer: No, Call Orders will be rotated among BPA holders. Submitting a quote does not automatically mean that your firm will be awarded a BPA or any Call Orders under the BPA. For example, the Government receives 5 quotes in response to the solicitation. The Government will evaluate all 5 quotes based on the evaluation criteria specified in the solicitation and may award a BPA to only 3 out of 5 the quoters. Only the 3 BPA awardees will be considered for Call Orders under the BPA and the Call Orders will be rotated among these 3 BPA holders.

3. Question: Our firm is interested in submitting a quote. For the quote submittal, are we only required to submit the excel spreadsheet (Price Sheet)?

Answer: No, the submittal instructions are outlined in Section 9 of the Combined Synopsis/Solicitation (Page 13). Section 9.1 of the Combined Synopsis/Solicitation includes General Instructions. Section 9.2 includes specific quotation instructions and instructs quoters to submitting the following:

1. Capability Statement

2. Subcontractors/Teaming Arrangements

3. Detailed Tug Specifications

4. Past Performance

5. Price Quotation

Please review Section 9 of the Combined Synopsis/Solicitation thoroughly to ensure that your firm’s submittal is consistent with the solicitation requirements.

3. Question: May our firm submit only 1 Past Performance Questionnaire (PPQ) for the past performance aspect of the quote submission?

Answer: Yes, Section 9.2(4) of the Combined Synopsis/Solicitation indicates quoters may submit up to 3 PPQs. It is at the discretion of the quoter to determine how many PPQs (not exceeding 3) are to be submitted for evaluation.

The Combined Synopsis/Solicitation has been revised to clarify that the past performance references are to submit the completed PPQ directly to the Contracting Officer via email prior to the closing of the RFQ
