FS-65 MARY ANN

Drydocking, Grit Blasting, Coating, and Other Repairs

GENERAL INFORMATION and REQUIREMENTS

A. The FS-65 MARY ANN is a craft of the US Navy Yard Salvage Derrick (YSD) type. It is a self-propelled crane barge, displacing approximately 220 tons, length 103 ft., beam 30 ft., draft 4 ft., emergency draft approximately 5.5 ft., and an overall depth of 7 ft.

B. The contractor shall provide all labor, tools, special tools, material, and equipment necessary to make all removals and restorations; remove and replace interference’s; rig and unrig; make all disassembly and subsequent reassembly to accomplish the work specified herein. All work shall be in compliance with the latest Regulatory Body requirements. The term, “Regulatory Bodies” includes the American Bureau of Shipping (ABS), United States Coast Guard (USCG), United States Public Health Service, the Department of Labor (DOL) Occupational Safety and Health Administration (OSHA), and the Institute of Electrical and Electronic Engineers.

C. If, in the performance of any work required in these Specifications, it becomes necessary to remove or disturb any structural part of the vessel, the contractor shall, upon completion of that work, reinstall or renew if necessary any affected structural part and restore to original conditions of durability, appearance, and seaworthiness. All temporary removals in the way of the work shall be replaced in good order.

D. Any and all removed equipment or parts remain the property of the government and are to be left aboard the vessel, or dispose for scrap credit, as directed by the Contracting Officer’s Representative (COR). The contractor shall re-deliver the vessel in the same clean and orderly condition as when received.

E. The term “or equal” following a Brand Name means that components, equipment or material shall be equivalent in terms of performance, services required, compatibility with interrelated systems and arrangements and supportability over the service life of the components or equipment material. Or Equal shall meet salient characteristics given. Contractor shall take full contractual and technical responsibility for ensuring installation of components or equipment or both and take responsibility for the compatibility with interrelated systems. Reference is given to FAR 52.211-6 Brand Names or Equal incorporated within the terms and conditions. Substitutions are a pre-award evaluation. No substitutions are allowed after award, unless approved by the Contracting Officer.

F. The terms “Replace” or “Renew” mean to remove the existing unit, equipment, or systems, including all interferences and to install a new unit, equipment or system which is either identical to or equal to that which was removed; the installation shall include at a minimum all hook-up, supports, and adapters which are required to effect a fully operational installation complete in all respects.

FS-65 Mary Ann DDX Page 2

G. Any repairs or other work resulting from recommendations or other discoveries after the vessel is docked are to be brought to the attention of the COR and CO immediately by use of a contractor generated inspection report. Any such additional work may be subject to a contract delivery order under Supplement Work or a contract modification. Additional work shall be accomplished ONLY WHEN AUTHORIZED IN WRITING WITHIN THE LIMITED DELGATION OF THE

COR OR BY THE CONTRACTING OFFICER.

H. Because this craft is not considered deep-seaworthy, all repair/upgrade work must be performed on this vessel in the San Francisco Bay area, such area to include the up-river areas of Sacramento and Stockton. The craft will be delivered to the contractor’s/sub-contractor’s work site prior to the commencement of work and picked up at the same facility upon completion of work by the Maritime Administration’s Reserve Fleet personnel.

I. The contractor shall gas-free or inert all spaces affected by the work described in this Specification and is responsible for determining all spaces requiring gas freeing. All safety precautions contained in the United States Department of Labor Safety and Health Regulations for Ship Repairing, Title 29 CFR Parts 1501.10, 1501.11, 1501.12, 1501.14, and 1501.15 must be strictly observed. A copy of the gas-free certificate shall be presented to the COR before beginning work on the repairs. Initial Certificates and re-certifications shall be issued by an OSHA Certified Chemist. Gas-Free Certificates shall be updated daily by a Competent Person.

J. All welding shall meet ABS and USCG requirements and conform to American Welding Society (AWS) standards. All welds shall be cleaned prior to painting. All surfaces which have been cut drilled, welded, or otherwise modified shall be cleaned, free of grease, slag and foreign matter;

and painted in accordance with the coating sections of these Specifications. Prior to any production welding contractor shall conduct a joint inspection with the COR for fit-up.

K. The FS-65 MARY ANN was built to US Navy standards, but has been operated as a public vessel by the US Maritime Administration since 1984 as an inland crane and work barge not for hire.

The crane is inspected to FED-OSHA standards. The vessel is not Coast Guard inspected and is not classed by the American Bureau of Shipping. It is the intent of these specifications that working stresses, safety factors, structural arrangements, details and workmanship to be to the same standards as if the vessel was USCG inspected or ABS classed.

L. Contractor shall accomplish all coating processes in accordance with the paint manufacturer’s recommendations (including dry film thicknesses) and under the supervision of the coating manufacturer’s representative. Coating system on the vessel is currently International (AkzoNobel) Paint. Areas of the vessel not intended to be coated shall be protected from overspray.

M. Contractor shall follow Original Equipment Manufacturer (OEM) installation instructions for any new equipment and hardware installed during the execution of this work package.

1.1.2 Drydock/haul vessel for inspection, surface preparation, coating and repairs as specified herein. Undock/launch vessel after completion of work specified herein.

1.1.3 Fleet the vessel for access to hull areas obstructed by docking blocks to assure 100% coating coverage on hull bottom.

1.1.4 Provide a docking plan indicating block positions used, location of anodes, keel coolers, and any repairs or modifications made to the hull.

1.2 Hull, Deck and Deckhouse Cleaning and Inspection

1.2.1 Secure all openings into the vessel to prevent the ingress of wash water, including watertight doors, weathertight doors, windows, hatches, vents and port lights.

1.2.2 Remove all anodes on hull, rudders, nozzles and keel coolers. PRIOR TO REMOVING KEEL COOLER ANODES - Test the keel coolers for electrical isolation from the hull with a Simpson 260 series or equal analog VOM, to give the COR an indication of the performance of the keel coolers anode systems. All anodes are aluminum bolt-on type.

1.2.3 Water wash the vessel’s exterior hull, fendering, rudders, main deck, engine house top and bulkheads, Kort nozzles, propellers, propeller shafts and keel coolers, using high-pressure fresh water at a minimum of 3000 PSI to remove dirt, growth and salts. Scrape underwater hull where growth is tightly adhering.

FS-65 Mary Ann DDX Page 4

1.2.4 Examine hull, deck and appurtenances for apparent damage and coating failure.

Submit a written report within two working days detailing conditions found and their location to the COR.

1.2.5 Handling, storage and disposal of hazardous waste, if any, generated as a result of the cleaning operation shall be the responsibility of the contractor, as being the generator.
