The Government plans to evaluate quotations and make award without conducting discussions.
Quoters may be given the opportunity to clarify certain aspects of their quotation or resolve minor or clerical errors. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
10.1 Evaluation Factors
The following factors shall be used to evaluate quotations:
1. Technical Acceptability - Technical information, to include the quoter’s technical approach, project schedule, subcontractors, organization chart and key personnel, experience, and third party certification, will be evaluated to determine if the quoter understands the requirement and has the expertise required to successfully complete the work as described.
Experience is the “type of work” the quoter has performed. For the purpose of evaluating technical experience, “relevant” is defined as a project for drydocking work involving vessels of similar characteristics to those of the FS-65 MARY ANN or larger (e.g., commercial, Navy, Coast Guard and MARAD Ready Reserve Force Vessels), and work similar in scope to the specifications. A quoter without a history of relevant experience for work completed within the past five (5) years will receive an “Unacceptable” rating for the Technical Acceptability factor.
The Government may contact all or some of the references to verify information obtained or follow-up regarding status of responses.
2. Price - Total evaluated price will be the sum of quotations for all contract line items, including optional items.
