Solicitation 6991PE20Q000024 Amendment 0002 Question
1. Is DOT MARAD designating the disinfecting of the Suisun Bay Reserve Fleet areas as “Janitorial” work with associated wage rate guidelines (adhering to 1150-Janitorial SCA rates and 1122-Housekeeping Services wage rates) even though the SOW specifies that the disinfecting services are for known positive COVID-19 testing? Or will wage rates be accepted that are more in line with OSHA decontamination guidelines for known or suspected COVID-19 cases requiring the disinfecting of areas impacted by, or exposed to, suspected or confirmed cases of COVID-19?
Answer After further review and consulting with the Requesting Office, the NAICs code 562910 is better suited for this service and pricing submitted in response to this solicitation will be evaluated accordingly.
2. Due to the high-risk exposure and potential transmission of COVID-19 coronavirus (at a known RO rate of contagion four (4) times the rate of the average flu) -- will DOT MARAD consider using NAICS code 562910 for Environmental Remediation (since this is for confirmed COVID-19 cases) rather than service code 5299 – Housekeeping and 561720 for Janitorial NAICS code?
Answer Yes
3. Will DOT mandate, and incorporate into the bid requirements, that disinfecting crews adhere to methodologies taken very seriously by OSHA infectious disease guidelines, performing thorough decontamination services, and must be experienced 40-Hour OSHA HAZWOPER certified personnel, trained in Bloodborne Pathogen management protocol, and with Etiological (bio-hazardous) infectious response training?
Answer The statement of work has been updated to incorporate OSHA guidelines. See the red highlighted sections of the statement of work, section 3.0, which reflects changes.
Question
4. Will DOT mandate a dedicated COVID-19 HASP (Health and Safety Plan) upon award of contract that entails detailed decontamination/cleaning adherence, with disinfecting crews wearing the proper rated level of PPE; with personnel also trained to deal with subsequent generated Hazardous Waste Management (identification, collection, segregation, consolidation, labeling, packaging, transportation and final disposal) to a biohazardous permitted / COVID-19 approved TSDF disposal facility?
Answer The contractor should have a Health & Safety plan for the protection of their workers in place. DOT will not mandate. The statement of work is performance based and the Government needs have been stated.
5. Will DOT allow pricing to be split into three (3) labor category rates for varied levels of service:
Low Risk – Level 1: No known cases - Preventative Cleaning Services (light touch)
– Level D PPE “janitorial” type cleaning services Medium Risk – Level 2: Unknown/Unclear COVID-19 cases using Level C PPE to be safe; HAZWOPER certified.
High Risk – Level 3: Known cases – Emergency Response Rates for decontamination of confirmed or suspected COVID-19 cases allowing for multiple Level C PPE changeouts; COVID-19 disinfecting solution and gear; OSHA 40-Hour HAZWOPER certified.
Answer:
The statement of work has been updated to address degrees of risk. See red highlighted areas in section 2.0, Objective.
6. For reasons of security issues will DOT mandate specific clearances be necessary as part of the bid requirement that a contractor will need to have in order to perform work on US Navy ships?
Answer:
No
7. How many ships in the Suisan Bay Reserve Fleet are currently in need of disinfecting services? How many ships does the DOT plan on being disinfected during the 30-month cleaning period?
Answer As specified in the statement of work, “The scope of work for disinfecting will be addressed in each Blanket Purchase Agreement (BPA) call order”.
Question
8. Are Bidders allowed to add a line in the Pricing spreadsheet for a total minimum sq’ cleaning?
Answer Review full text of solicitation provision 52.204-22 – Alternative Line Item Proposal (Jan 2017).
9. Will DOT provide a proposed schedule, or approximate number of cleanings requested (for Janitorial Level-1) cleaning frequencies in the 30-month contract period?
See answer to question 7
10. Could this contract be expanded to include other Hazardous Materials-related Decontamination, Transportation and Disposal work to increase efficiencies while a Contractor is on site?
Answer No. Thehe contractor shall be responsible for the Transportation & Disposal of any Hazardous Material they generate (i.e. PPE, cleaning cloths/wipes, etc.) during the service of the BPA call.
11. Is DOT MARAD interested in making this an 8(a) sole-source award in order to speed up the contract award for time-sensitive projects with no evaluations, eliminating pre-bid and post-award documentation, and eliminating the need for justification and approval processes, etc.? (This question assumes the bid is under a value of <$100 million per the March 17, 2020 DOD Class Deviation 2020 Nat’l Defense Authorization Act.)
12. If No to question 11, will DOT MARAD extend the due date one week (from 05/22/20, 4:00pm EST) to 05/29/20, 4:00pm EDT
