Statement of Work US Department of Transportation
Maritime Administration (MARAD) COVID-19 Disinfection
Suisun Bay Reserve Fleet (SBRF)
1.0 General
The Suisun Bay Reserve Fleet (SBRF) is an anchorage of the National Defense Reserve Fleet (NDRF) located in Suisun Bay, a tidal estuary northeast of San Francisco Bay. Of the original eight fleet sites, it is one of three that is still in operation and the only site serving the U.S. west coast.
The U.S. Maritime Commission (MARAD’s predecessor) established an anchorage at Suisun Bay in 1946; the site had previously been a public anchorage used by the U.S. Navy after World War II. When it opened, SBRF hosted 125 ships; by 1952, that number had increased to 340. The fleet is much smaller now, but still hosts the largest number of vessels of the three anchorages that comprise the NDRF.
2.0 Objective
The objective of this statement of work is to provide service and material, to include personal protective equipment, to disinfect affected areas of the SBRF’s Administrative Barge (aka “APL”), Guard Shack, and up to seven service craft, following an SBRF employee, visitor or contractor visit with a confirmed case of COVID-19 - high risk. Additionally, service may be required when an SBRF employee, visitor or contractor, who has been in contact with an infected person, but is not exhibiting symptoms and/or returns to work after being in areas with widespread COVID-19 transmission – medium risk.
It is unlikely that the entire APL barge and all service craft will require disinfecting. Due to severely reduced staffing since SBRF has been under “shelter at home” orders effective March 31, 2020, it is likely that SBRF management will know what areas have been exposed by an COVID-19 infected person. The scope of work and degree of risk for disinfecting will be addressed in each Blanket Purchase Agreement (BPA) call order.
3.0 Specific Tasks
For each BPA request for quote (RFQ), the SBRF will:
• Identify the affected areas
• Close off the affected areas visited by the ill person(s).
• Open outside doors and windows and use ventilating fans to increase air circulation in the areas.
• Wait 24 hours or as long as practical before the Contractor arrives to begin cleaning and disinfection.
The Contractor shall:
• Clean and disinfect, as necessary, all areas that the ill person visited, such as offices, bathrooms, break room, change rooms and all other common areas, shared electronic equipment, such as tablets, touch screens, keyboards, and remote controls used by the ill person(s), focusing especially on frequently touched surfaces.
• Cleaning and disinfecting shall be in accordance with the CDC guidelines entitled “Cleaning and Disinfecting Your Facility - Everyday Steps, Steps When Someone is Sick, and Considerations for Employers,” March 27, 2020, or latest revision.
• Use approved disinfecting products as listed in EPA List N, available at https://www.epa.gov/pesticide-registration/list-n-disinfectants-use-against-sars-cov-2 .
• Follow the OSHA guidelines involving protecting workers from infectious diseases at the following links: https://www.osha.gov/SLTC/covid-19/ and https://www.osha.gov/Publications/OSHA3990.pdf
• The Contractor shall follow the manufacturer’s instructions for all cleaning and disinfection products used for concentration, application method and contact time, etc.
The APL barge is 18,000sqft, including gangway from pier to 01 deck and bridge from pier to main deck. A BPA call order RFQ may require disinfecting as follows:
• Disinfecting 75% of the total square footage,
• Disinfecting 50% of the total square footage,
• Disinfecting 25% of the total square footage,
• Disinfecting the Guard Shack
• Disinfecting service craft PF-610 Osprey,
• Disinfecting service craft PF-611 Kestrel,
• Disinfecting service craft PF-612 Harrier,
• Disinfecting service craft PF-613 Merlin,
• Disinfecting service craft PG-615 Dynamo,
• Disinfecting service craft PG-616 Boom,

4.0 BPA Call and Order process
The Government intends to issue a Blanket Purchase Agreement (BPA) to approximately 1 to 3 vendors.
The Government reserves the right to award to a single vendor or more than 3 vendors, if deemed appropriate.
A BPA is a “charge account” arrangement, between a buyer and a seller for recurring purchases of services. BPAs are not contracts and do not obligate government funds in any way. A contract occurs upon the placement of a BPA call order from the Maritime Administration Office of Acquisition and the vendor’s acceptance of the BPA call. Each BPA call order will be issued on a competitive basis, considering price and service availability.
The BPA RFQs will be urgent in nature and a response, to include pricing and availability for service, will be required 24 hours after receipt of RFQ. If a BPA holder does not intend to submit a response on a RFQ, the BPA holder shall place a “No Bid” and shall include a brief explanation as to the reason for the “No Bid.” This process will commence with the submission of a RFQ submitted via e-mail to the contractor by the Contracting Officer. Service shall commence within 3 days after issuance of BPA call order.
This BPA will be valid for a one year base period, inclusive of a 12-month option period. The total maximum period of performance under the resulting BPA, including one 12-month option period, if exercised, shall not exceed 30 months or 2 ½ years, inclusive of FAR 52.217-8, Option to Extend Services (Nov 1999), as incorporated in the clauses section of this solicitation. The option period will be exercised at the sole discretion of the Government.
