About this file

This file is a Question and Answer Form template for the Domestic Datalink Services (DDLS) FY2026 Market Survey. It serves as a structured template for collecting inquiries and responses from industry stakeholders regarding the FAA's market survey effort, rather than addressing specific products or services requirements. The form does not contain completed questions and answers, but instead provides a standardized format for vendors and interested parties to submit clarification requests and receive responses during the pre-solicitation phase.

The template is designed to facilitate communication between the Federal Aviation Administration and potential respondents as the agency gathers market intelligence on Controller to Pilot Data Link Communication (CPDLC) services and operational network services. This Q&A mechanism supports the FAA's effort to inform future acquisition strategies for DDLS, which will eventually replace the current Data Communication Integrated Services (DCIS) contract expiring September 30, 2029. As a template document rather than a substantive solicitation component, it does not specify pricing terms, response dates, award information, or technical requirements, but instead provides the administrative mechanism for clarifying survey objectives and acquisition considerations during the market research phase.
