About this file
This document is a Market Survey Synopsis from the Federal Aviation Administration (FAA) summarizing industry feedback received in response to a pre-solicitation market survey regarding future Domestic Datalink Services (DDLS). The FAA is exploring the development of Controller to Pilot Data Link Communication (CPDLC) services for airports and en route airspace to succeed the current Data Communication Integrated Services (DCIS) contract, which expires September 30, 2029. CPDLC services currently operate across all 20 Continental United States (CONUS) Centers with Departure Clearance services at 65 airports, utilizing the En Route Automation Modernization (ERAM) system and VHF Data Link Mode 2 (VDL-2) protocol. The FAA is considering establishing one or multiple 10-year contracts for future services and invited industry stakeholders to provide insights on acquisition design, operations, technical topics, and transition strategies.
The synopsis indicates that the FAA received diverse industry responses addressing three primary areas: vendor service models (regarding the existing integrator model approach), performance incentives methods to incentivize service performance, and technical and functional requirements. The FAA emphasizes that no final determinations have been made on the specific service model approach and that feedback on performance incentives and technical options will be carefully reviewed. The program is prioritizing a technology-agnostic approach and references the "Technical Overview of the Current Data Comm Program" presentation from a recent Industry Day for additional context. The market survey response deadline was extended to 4:00 PM EST on September 19, 2026, as noted in Amendment 1 to the original solicitation (693KA8-26-R-DDLS2).

Market Survey Synopsis: Data Communications Network Services (DDLS)
The Federal Aviation Administration (FAA) data communications program office extends its appreciation to industry participants for their comprehensive and thoughtful responses to the market survey questions. The diverse perspectives and insights provided offer valuable considerations for the program. The DDLS team has thoroughly reviewed all submissions and is utilizing this feedback to refine the acquisition strategy and its associated technical and functional requirements.
Key insights from the industry feedback include:
· Vendor Provided Service Model: Responses regarding the existing integrator model varied significantly. The FAA is carefully weighing these diverse viewpoints and has not made a final determination regarding the specific model approach for this acquisition.
· Performance Incentives: The program received numerous constructive recommendations on methods to incentivize service performance. These concepts are a critical consideration and will carefully be reviewed for relevance and value to the evaluation and contract administration.
· Technical and Functional Requirements: Industry provided extensive feedback regarding performance, monitoring, and functional requirements. The breadth of technical options presented for providing data link services highlights the importance of a creating and implementing a technology-agnostic approach.
To provide additional context regarding these topics, the FAA encourages respondents and interested parties to review the "Technical Overview of the Current Data Comm Program" presentation from the recent Industry Day.
