About this file
This document is a Questions and Answers (Q&A) file for a geotechnical drilling project issued by the Federal Highway Administration (FHWA) on April 11, 2025. The solicitation (6982AF25Q000006) is for geotechnical drilling at Hot Springs Road, with contractors seeking clarification on several project-specific details. Key questions addressed include traffic control requirements (which must be overseen by a certified supervisor), borehole backfilling procedures, acceptable capping materials, drilling rig specifications, and sample collection processes.
The Q&A document provides specific guidance on project execution, noting that borings will be vertical, an FHWA engineer or geologist will be present during drilling to collect and log samples, and FHWA will handle sample shipping, testing, and storage. Additional clarifications cover administrative requirements such as compliance statements for sealed bids over $250,000 and potential equipment variations. The document serves to provide potential bidders with precise operational and procedural information to support accurate proposal preparation for this geotechnical drilling project.

1. Traffic Control: we usually do traffic control for our jobs. We are not certified traffic controller. Can we do the traffic control, or you would want a sub to do the traffic control?
Traffic control should be overseen by a certified traffic control supervisor and be performed according to MUTCD standards.
2. Insufficient cuttings to backfill the hole: can we use sand?
Backfill borings in accordance with applicable regulations.
3. Capping Borehole 2: can we use cold patch or pre mixed concrete?
Cold patch is acceptable
4. FAR 52.212-5, Section d on page 26: do we need a statement that we will comply with sections d? (Related to sealed bid, >$250K, 52.215-2)
A statement will only be required prior to award and only if the award exceeds the simplified acquisition threshold and/or when there is not adequate price competition.
Received April 10, 2025
5. Line 1 “Mobilization/Demobilization -
Track Mounted Drill” of Schedule of Service is indicating that the work can only be performed with a track mounted drill. Are the cores horizontal or vertical? Can the work be performed with a truck mounted drill rig?
Borings will be vertical.
Refer to the Scope of Work for a description of existing site conditions and anticipated access limitations.
6. Is this project requesting drilling and sample reports or just the drilling and the Gov will run the samples?
Refer to the Scope of Work. An FHWA engineer or geologist will be present during drilling to collect samples, and log borings and test pits. FHWA will ship samples to our facilities for testing and storage.
