GEOTECHNICAL DRILLING SCOPE OF WORK
Project Name: CA ERFO FS SNBER 2023-3(1) Santa Ana Road
Project Location and Description: The Federal Highway Administration, Central Federal
Lands Highway Division, in partnership with the U.S Forest Service, will be constructing two new bridges on Santa Ana Road to restore access to the public following severe damage caused by Tropical Storm Hilary in August 2023. Additionally, retaining walls will be constructed to accommodate roadway widening on the nearby Front Line Road. The project area is located within the San Bernardino National Forest, approximately 40 miles east of San Bernardino, California.
A map of the project vicinity and boring location overview are presented in Figures 1 & 2 below, and the approximate proposed boring locations can be seen in Figures 3, 4, and 5. Note that satellite imagery is pre-Tropical Storm Hilary. General site photos are presented later in this document.

Scope of Work:
This scope of work consists of geotechnical borings associated with the design and construction of the Santa Ana Road Project. The investigation is anticipated to include eleven (11) geotechnical borings. Three (3) borings for Bridge 1 labeled BH24-01 through BH24-03. Three
(3) borings for Bridge 2 labeled BH24-04 through BH24-06. Three (3) borings for multiple retaining wall and reinforced soil slope (RSS) segments labeled BH24-07 through BH24-09.
Two (2) borings for pavement design labeled P-01 and P-02. Bridge 1 and 2 borings will be drilled both in the existing roadway and off the roadway near the stream channel. Retaining wall, RSS, and pavement borings will be drilled in the roadway. Drill rig type and accessibility is discussed later in this document.
Due to the anticipated presence of boulders, cobbles, and bedrock, down-the-hole hammer
(DTH) (ODEX or similar) or Sonic drilling methods combined with HQ3 core drilling is anticipated to reach target depths. DTH or Sonic will be used to advance through overburden materials and tooling switched to HQ3 core drilling if bedrock is encountered. If bedrock is encountered, a minimum of 10 feet of coring will be required. Borings will be advanced to the anticipated total depth regardless of whether bedrock is encountered or not.
Table 1 below provides a summary of the field exploration program. The summary includes the exploration designation, borehole purpose, borehole location, and assumed excavation depth.
Target exploration depths are estimated, and lengths of drilling methods may vary based on material encountered. A Google Earth KMZ file of the boring locations can be provided upon request.
The project is early in design and retaining wall/RSS boring locations may be adjusted or eliminated as the design is refined leading up to time of drilling. Retaining wall/RSS borings described herein are the maximum anticipated quantity. Locations and number of bridge borings are not anticipated to change.

Anticipated Soil Conditions:
Bridge 1 and Bridge 2 borings are anticipated to be advanced through alluvium consisting of boulders, cobbles, gravel, and coarse sand. Retaining wall borings are anticipated to majorly be advanced through similar alluvium material, but sandstone and gneiss are mapped nearby the roadway and may be encountered at depth. Pavement borings are anticipated to be advanced through gravel surfacing and sandy to gravelly fill material. Based on nearby well logs, bedrock is not anticipated to be encountered at Bridge 1 but may be encountered at Bridge 2 or retaining wall locations.
Drill Rig Accessibility:
It is anticipated that a track rig (or other all-terrain rig) will be required to access boring locations at Bridge 1 due to loss of roadway. Bridge 2 and retaining wall borings are anticipated to be accessible with either a standard truck mounted rig or track rig. However, viable parking areas and turnaround points for a trailer hauling a track rig may be as far as a mile away from Bridge 2 and retaining wall boring locations, requiring a relatively long distance to mobilize the track rig.
Type of drill rig is to be determined by the drilling contractor. In addition to the description above, site photos are presented below to help determine drill rig accessibility.

Figure 7:- Temporary Vehicular Crossing at Bridge 1 Area
Figure 8:- Bridge 2 Area
Figure 9: BH24-06 Access at Bridge 2
Figure 10:- Typical Conditions of Front Line Road (MSE & RSS Borings)
Traffic Control:
Traffic control will not be needed for this project. However, the driller should bring signs and cones to define the work area. Santa Ana Road is closed to the public due to storm damage at the
Bridge 1 and Bridge 2 sites. A small number of vehicles may be expected for residents accessing private cabins and camps to undertake repairs. Retaining wall borings are located on Front Line
Road, which is currently open, but is anticipated to be closed by the Forest Service during drilling operations due to the narrow roadway width and inability to pass traffic. Coordination between FHWA, USFS, and the drilling contractor will be required for borings on Front Line
Road once a schedule has been determined.
Drill Water:
Water to be used for drilling operations, if necessary, may be drafted from the Santa Ana River with implementation of Forest Service standard best management practices (see attached document titled, ‘Water Drafting.doc’). If water from the Santa Ana River is elected to not to be used, the drilling contractor is responsible for procuring water off site.
Cleanliness of Site and Environmental Impact: It is allowable to backfill all holes with drilling cuttings. All contractors working on public lands will follow the applicable agency’s rules and guidelines pertaining to environment and cleanliness. See attached document titled, ‘FS
Drilling BMPs.docx.
Utility Locates:
The drilling contractor is responsible for requesting public and private utility clearances. FHWA has provided coordinates for the approximate borehole locations and can provide additional location details if request, including a Google Earth KMZ file.
Drilling and Sampling:
DTH or Sonic drilling and rock coring are anticipated to be used for the subsurface exploration.
Within the overburden, planned sample frequency will be every five (5) feet in the MSE/RSS borings and the bridge borings, with potential to vary at depth, using an SPT sampler provided by the contractor. No SPT samples will be taken in the pavement borings. It is requested that the drilling contractor also provide California modified samplers with brass ring liners, in addition to an SPT sampler, for sample collection at MSE/RSS borings. Up to six (6) modified California samples are anticipated to be collected. If an obstruction, such as a boulder, is located in the five-foot interval and the sampler refuses to advance, drilling will commence, and a sample will be taken as soon as the hole passes the obstruction. Hammer calibration must be within 1 year of the date drilling is performed, and a hammer calibration report is requested to be provided to FHWA prior to drilling. Grab samples will be collected if significant changes in the subsurface are noted between drive samples. Photos will be taken of all drive samples. The soil samples will be sealed and labeled in 1-gallon sample bags.
If bedrock is encountered, the boring will be advanced using HQ3 wireline tooling with the ability to advance through bedrock such as gneiss and sandstone. Continuous core samples will be collected and stored in core boxes. Photos will be taken of all core samples while wet.
The drilling contractor will provide ten (10) core boxes, six (6) California samplers, and ten (10)
5-gallon buckets with lids for sample collection and transportation.
FHWA will provide personnel on-site to determine the boring locations and depths, log the borings and collect samples. Work is anticipated to take place in November or December as agreed upon by the FHWA and the drilling contractor. Drilling may take place as late as
January, if necessary, but a preference is placed on earlier drilling.
Please provide dates of availability and costs pertaining for the following:
1. Mobilization/Demobilization (lump sum).
2. DTH or Sonic drilling rate (per foot). Estimate 490 linear feet.
3. Rock coring rate (per foot). Estimate 70 linear feet.

Forest Service Standard BMPs Provided by Noel Ludwig, Watershed Program Manager, San Bernardino Na onal Forest
FS Handbook states that non-toxic, non-hazardous drilling fluids shall be used when prac cable.
From the FS LMP:
14. When needed, diversions of stream flows should be conducted using sandbags or other methods requiring minimal instream disturbance. Silt fencing or other sediment trapping materials should be installed at the downstream end of construc on ac vity to minimize the transport of sediment off-site. Se ling ponds, where sediment is collected, should be cleaned out with the sediment deposited on upland areas to prevent the sediment from entering the stream with the onset of the rainy season. Care should be exercised while removing silt fences, to the extent feasible, to prevent debris or sediment from entering the stream.
15. Hazardous materials should be stored at safe distances from RCAs in a designated loca on designed to contain any spills. All refueling of vehicles should be conducted at designated sites outlined in the project spill plan to prevent any spillage from entering the stream. Cleanup of all project related spills of hazardous materials should follow the Forest Hazardous Materials
Response Plan. Spills of hazardous materials should be cleaned up immediately and contaminated soils removed to approved disposal areas.
Addi onal measures:
Wells must follow state requirements and receive any necessary permits prior to drilling.
Waste drilling mud and fluid containing any toxic or hazardous materials cannot be discharged into surface waters, but must be retained in a se ling basin un l it can be disposed of off-site. Contaminants may include, but are not limited to, hydraulic fluids, contaminants in the soil and/or groundwater, polymers, and other drilling fluid addi ves.
Any non-hazardous well drilling fluid or produc on water shall be discharged into upland areas for filtering by vegeta on and soil, or pumped into a storage tank or directed through a geotex le filtra on system (or equivalent system) before discharging to the surrounding ground surface. All sediment-laden water shall be kept out of storm drains and surface waters.
If sediment-laden water does escape from the immediate drilling loca on, block flow to any nearby waterways or catch basins using fabric, inlet protec ons, sand bags, erosion fences, or other similar methods. Immediately no fy the Forest and State and local jurisdic ons if sediment-laden water impacts surface waters.
If cu ngs or other soils disturbed in the drilling process are to be temporarily stockpiled on site, they must be covered and surrounded by a berm or filter device.
Stabilize exposed soils at the end of the job, using mulch or other erosion control measures.

Subject: Emergency Exemptions for Water Drafting Streamflow Criteria
To: Forest Supervisors
Our Regional Best Management Practices (BMPs), in conjunction with the more recently developed National BMPs, provide direction to protect water quality on National Forest System (NFS) lands. These BMPs are required for all activities with potential to affect water quality on NFS lands.
Our Regional BMP 2.5, Water Source Development and Utilization, and National BMP Water Uses-3, require that adequate instream flows be protected during water drafting operations to allow adequate flows for fish and other aquatic biota. BMP 2.5 includes the following provisions:
For fish-bearing streams—
1. The water drafting rate should not exceed 350 gallons per minute for streamflow greater than or equal to 4.0 cubic feet per second (cfs);
2. Below 4.0 cfs, drafting rates should not exceed 20% of surface flows;
3. Water drafting should cease when bypass surface flows drop below 1.5 cfs.
For non-fish-bearing streams—
1. The water drafting rate should not exceed 350 gallons per minute for streamflow greater than or equal to 2.0 cfs;
2. Drafting rates should not exceed 50% of surface flows;
3. Water drafting should cease when bypass surfaced flows drop below 10 gallons per minute.
During the critical drought conditions now being experienced in our Region, these restrictions will provide important protection of aquatic habitat. However, we are also likely to be facing an active and challenging fire season, and will need to use available water for firefighting emergencies. In some cases, water drafting in streams with low flows may be critical for the protection of human lives. I am therefore authorizing emergency exceptions to the water-drafting flow criteria in BMP 2.5 as follows:
1. Firefighters are authorized to draft from any available water source for the purposes of protecting human lives and for emergency initial and extended attack operations when water sources meeting the flow criteria of BMP 2.5 are not available;
Forest Supervisor 2
2. Forest supervisors are encouraged to inventory and identify potential water-drafting locations where flow criteria can be met under expected hydrologic conditions during the 2014 fire season;
3. All routine non-emergency water drafting will abide by the flow criteria of BMP 2.5.
Implementation of BMP 2.5 requires that all National Forests in the Region have the capability to measure streamflow to evaluate the suitability of potential drafting sites. For assistance with measurement techniques and equipment, contact Regional Hydrologist Barry Hill (barryhill@fs.fed.us) at (707) 562-8968.
