About this file

This document is a set of Questions and Answers related to the federal contract opportunity for the CA ERFO FS SNBER 2023-3(1) Santa Ana Road, Geotechnical Drilling project. The scope of work consists of geotechnical borings associated with the design and construction of the Santa Ana Road project, to be awarded by the Federal Highway Administration.

Key details include:

  • This is a service requirement subject to the Service Contract Act Wage Determinations, not a construction project, so an engineer's estimate will not be provided.
  • Shallow groundwater is expected at 5-15 feet depth in the borings near the Santa Ana River. No restrooms are onsite, so portable restrooms may be required.
  • Weekend work is allowed if necessary, and equipment/materials may be stored onsite. This is for geotechnical drilling, not a new well, so there are no diameter or casing requirements.
  • No permits, liquidated damages, bid bonds, or performance/payment bonds are required, as this is a service contract.
  • The anticipated start date is between November 2024 and January 2025, with work to be completed by the end of January 2025. Award will be made to the lowest priced technically acceptable offeror.
