About this file

This document contains questions and answers from a pre-solicitation conference for a federal contract to perform storm repairs along Palomarin Road in Point Reyes National Seashore, California. The work includes embankment slope repairs and stabilization adjacent to a culvert crossing at Arroyo Hondo Creek that was damaged during heavy rains and flooding in December 2022 and January 2023. Contractors can independently visit the site, and the existing embankment material is assumed to be composed of silty to clayey sand with gravel. A single lane closure with stop signs is acceptable during non-working hours. Removed debris must be disposed of offsite. Payment for subsidiary work not covered under direct pay items will be covered indirectly under other items.

Questions and Answers during Advertisement for CA ERFO NP PORE 2023-1(1) Storm Repairs, Palomarin Road

February 9, 2024

Questions Answers 1 I was wondering if there was a site visit schedule for this solicitation?

No site visit is scheduled. Please refer to FAR Provision 52.236-27 Site Visit in the B sheets of the IFB.

February 12, 2024

2 Is the site accessible and is the contractor able to independently visit the site?

Yes, the site is currently accessible and the contractor can independently visit the site.

February 15, 2024

3 Is there a soils report available for the project site?

There is no soils report available

4 Sheet G1 / Drawing No. 252-A shows the proposed 'Special Rock Embankment' with tabulated dimensions provided for varying ground material conditions (i.e.: Rock, Weathered Rock / Sandy Soil, or Cohesive Soil). What is the classification of the existing ground material?

The existing embankment material is assumed to be composed of silty to clayey sand with gravel.

5 Please confirm that the contractor is not required to construct a bypass system, even if there is flow in the Arroyo Hondo Creek.

Refer to Amendment A001

6 Please confirm that silt fence at the downstream end of the limit of debris removal on the outlet is the only prescribed BMP by the plans.

See Special Contract Requirements Subsection 157.04.

7 Sheet C1 indicates that the rock embankment should be installed on the inlet side of the culvert but Sheet G1 indicates that the embankment is constructed on the outlet side of the culvert based on the slope of the existing culvert shown. Please clarify.

Additionally, if the embankment is located on the inlet side, the location of the embankment drain is confusing because water would have to flow uphill in the non-perforated pipe section.

The rock embankment is to be installed on the inlet side of the culvert.

Refer to Amendment A001.

8 Please confirm if 1-way traffic (with stop signs) would be acceptable during non-working periods. The amount of excavation underneath the existing roadway in order to key-in the embankment will severely limit the remaining width of roadway which would be costly to maintain 2-way traffic during non-working periods and add a significant cost to the project.

A single lane closure with stop signs is acceptable during non-working periods.

9 Per FP-14 Section 203 and 204, please confirm disposal of material excavated to allow for the rock embankment construction must be disposed of offsite. Additionally, please confirm the level of effort to excavate the existing material and the transportation/disposal of that material should be included in the rock embankment line item cost.

As per FP-14 Subsection 252.06, when measuring special rock embankment and rock buttress by the cubic yard, measure in place. As per FP-14 Subsection 109.05(b) Indirect payment, work for which direct payment is not provided is a subsidiary obligation of the Contractor.

Payment for such work is indirectly included under other pay items listed in the bid schedule.

10 Please confirm per Sheet G1 note 2 that if measurement of separation geotextile and Placed Riprap, Method A, Class 1 is not done for payment, what bid item should the cost of this work be included in?

See FP-14 Subsection 109.05(b) regarding indirect payment.

11 After the paved County maintained portion of Mesa Road large potholes exist. Will the potholes in gravel portion of Mesa Road that is not County Maintained be repaired prior to the Notice to Proceed is issued on this contract ?

No repairs are planned for the non-County maintained portion of Mesa Road.

12 Can the green waste to be cleared at the culvert outlet be cut to hand size manageable pieces and then lopped and scattered throughout the site?

No, remove debris from the project site in accordance with Subsection 203.05(a).

13 Bid Items A0300 Dump Truck, A0320 Hydraulic Excavator, and A0340 General Labor are hourly and at the direction of the Contracting Officer.

If working the three direct cost items above at the direction of the Contracting Officer on the jobsite how does the contractor get reimbursed for the cost of supervision for the Foreman & Project Superintendent ?

According to FP-14 Subsection 109.05(b) Indirect payment, work for which direct payment is not provided is a subsidiary obligation of the Contractor. Payment for such work is indirectly included under other pay items listed in the bid schedule.
