Questions and Answers during Advertisement for WY FLAP NAT 505 & BL 6409(1) Casper Mtn Cir Dr & Muddy Mtn Rd

November 1, 2023

Questions Answers 1 Please look at sheets B3-B5 (Summary of Quantity Sheets for

Option X and Y). It appears that there is some type of coding error in printing or drafting. None of the words or numbers appear to be correct.

Please refer to amendment A001.

2 Since there are no design grades shown on the plans, will the slope staking be required? There are portions of this road that are very steep and will probably not have a catch point. Will the road be constructed off the reference stakes that are discussed in the Construction Staking section?

Slope staking will not be required.

The roadway alignment can be adjusted with CO approval to ensure proper catch is achieved.

Yes, the road will be constructed off of the reference stakes, and adjustments to the alignment can be made with CO approval to ensure proper roadway bench and ditch width.

3 The Typical Section in Schedule A for new pavement shows a 2” thickness of asphalt. This seems very thin for the following reasons:

A. The type of traffic that is on this area is public and can include any type of vehicle including trucks and large campers.

There will be high torque from braking and climbing in these areas which will likely cause rutting and creep.

B. The steepness of the areas will make it almost impossible to construct and achieve compaction without shoving and cracking the asphalt.

C. The type of asphalt binder specified for this project is a very soft oil and produces a very tender asphalt mix. This will magnify the issues listed above both from a constructability standpoint and a long term durability standpoint.

D. It is very difficult to achieve the proper yield with a 2” mat on grade with the steep sections of road.

A thicker section would be relatively cheap for the additional tons needed and the added benefits to the owner would include less maintenance and a much longer life. Would the government consider a thicker section of asphalt?

No, 2” of asphalt concrete pavement is the contract requirement, as shown in the typical sections.

4 Would the government consider a longer time frame on this project? Our company is currently working on a much smaller FHWA project in Wyoming in a similar setting that has a two season time frame. The time restraints on this project seem extremely short.

No, the construction schedule is based on Schedule A, Option X, Option Y, and Option Z being constructed at the same time.

5 Could the Material Transfer Vehicle requirement in SCR section

401.05 be removed from Schedule A? It seems unnecessary for the type of paving required and the small quantity. Especially if only Schedule A is awarded.

No, an MTV will be required.
