Questions and Answers during Advertisement for NM FLAP 159(1) Catwalk Access Road
July 24, 2023
Question Response 1 Please provide a schedule for the removal of structures and obstructions. The plans appear to be missing notes, and/or schedules showing the locations for the removal of existing concrete pavement and for grouted and non-grouted riprap.
A schedule/table of removals will not be provided. The 20304-1000, REMOVAL OF STRUCTURES AND OBSTRUCTIONS, LPSM pay item is for all removals required to construct the work or for removal of items that are not quantified under individual pay items.
2 Concerning the 6” Drainpipes shown in the Class V Riprap section on sheet D3, what type of material should these pipes be?
Drainpipes should be plastic pipe, conforming to Section 708.
3 Concerning Bid Item A1450 25701-0100 Contractor Furnished Gabion Wall Design, can a specification section be added that details the requirements for this bid item?
See Sections 253, 257 of the FP-14, Sections 152, 253 of the Special Contract Requirements and the low water crossing plan sheets.
4 Will an approved NMDOT SP-III PG 64-22 Asphalt mix be acceptable for this project?
The contractor may use an approved NMDOT asphalt mix to guide the develop of a mix design for the project, but the contractor is required to complete and submit a mix design meeting the requirements of Section 401.
5 Bid Item A2450 Is for 96” Pipe Culvert CMP, and on Sheet C14, the plans appear to call out for 96” RCP. Please confirm which material is required for the 96” Culvert.
Corrugated Metal is the required material. The pay item supplemental description is correct.
6 Sheet C16 at Station 17+92 has a call out in the profile that reads, “Install 2 ea x 48” dia. x 52 lnft ea., RCP”. Please confirm that the pipe to be used is 48” Diameter RCP and not an arch pipe.
These are proposed to be 48” dia. RCP pipes and not arch pipes.
7 Can a unit price bid item be added for Unclassified Borrow? The Grading Summary, for Schedule A, in the Unclassified Borrow column references note 3, which states “the quantities shown herein are approximations. Payment will be made for the actual quantities of work performed.”
An item for Unclassified Borrow will not be added. Unclassified borrow is not measured directly for payment.
8 Concerning Sheet D2, Section A-A Concrete Low Water Crossing, a 10’ deep cast in place cut off wall is shown. The soil condition in this area is made up of river sand and coble. This will likely not allow for vertically excavated walls to a depth of 10’. Due to the cave in risk, the cut off wall will likely need to be formed. This wall does not have a footing and therefore may be at risk of falling/ failing during the backfill process. Is this wall designed to be formed and backfilled, and if not, can a design be provided that would allow for forming and backfilling operations to take place?
The cut off wall will be modified from a cast in place concrete wall to a steel sheet pile wall, per amendment to the bid documents.
9 Can the quantities for bid item A0700 Clearing and Grubbing be verified? The quantity shown appears to be nearly double the amount shown on the Plan and Profile sheets.
The clearing and grubbing quantity shown is correct. See Typical Sections for how item is measured.
10 Can roadway traffic be placed on a pulverized asphalt or base course surface for minor detours, involving shoulder widening or detour lanes, to allow for culvert and other structure installation, or will all detours and roadway cuts require temporary asphalt pavement?
Traffic may be placed on an aggregate/pulverized surface course.
Detours may be constructed within the limits of construction shown in the plans.
11 Concerning Option X, Bid Item X0800 Embankment Construction. The Grading Summary shows approximately 903 Cy’s of Roadway Excavation and 169 Cy’s of Embankment. Is the removal of 716 Cy’s from the site incidental to this item or should a waste or excavation item be added?
The removal of excess material is considered incidental to the embankment construction item. Suitable excess material generated by excavation may be used to construct the work in Schedule A.
12 Can a plan view sheet be provided showing the location and orientation of the standard underdrain systems, and can the outfall locations and any road crossings be provided for both schedule A and Y? In addition, I was unable to find the location for the Standard Underdrain system for Option Y.

For Schedule A Underdrain, sheet C8 shows a callout for the proposed underdrain. Outfall crossing locations may be determined in the field by the Contractor and the CO during construction.
For Option Y, there are no proposed underdrain locations. Locations may be identified and proposed by the CO during construction.
13 Section 625.08 Mulching, (b) Hydraulic Method (pg 614 in the FP-14) has two mulching options listed. 1,500 lbs/acre wood fiber or grass straw cellulose fiber mulch and 3,000 lbs/acre bonded fiber matrix (BFM) hydraulic mulch. Is the 1,500 lbs/acre amount or, is the 3,000 lbs/acre of BFM required, or are both required to be applied?
Only one method is required.
Propose method of mulching with submittal for turf re-establishment.
14 Can a bid item be added for Temporary Concrete Wall Barrier?
The roadway section from Station 252+00 to Station 259+75 is being raised approximately 3’-4’. Constructing this roadway one lane at a time will result in a drop off risk and temporary wall barrier maybe needed for public and contractor safety.
A temporary barrier item will not be added. The proposed grade raise may be constructed full width. Accommodate traffic according to Section 156.
