About this file
This document contains questions and answers from a pre-bid meeting for a federal invitation for bid to complete road work on access roads for Minuteman missile silos in Colorado. The project involves widening approximately 15 miles of roadway in two sections, with work to be completed by November 2023. Bidders may use existing material from section one widening for additional shoulder work but not for embankment in section two. Dust control will be paid as a lump sum. The contractor will own any excess material. Grading of drainage ditches is only included where needed for road widening. The base bid quantity of 107,895 tons of material is reasonable based on past similar projects. A daily production rate of 5,000 tons is expected. Topsoil can be windrowed or placed in stockpiles on site. Onsite water is not available and must be purchased.

Questions and Answers During Advertisement for CO OMAD 300(67) Minuteman Missile Access Roads

Questions Answers
We need to know if all the section 1 existing material excavated out can be used as additional shouldering or carried forward into section 2 widenings? To haul it off would be very expensive; it's not a good product, and people wouldn't want it. Having wider shoulders in section 1 roads might be a better, cheaper option.
Only Typical Section 2 widening roadways have been cleared environmentally for widening. Follow SCR 212.03(a).
Does the excavated material in section 1 balance into the section 2 embankment, or will the contractor need to haul this material off? We would want to have cross-section information to see if it is an option to balance in the embankments
Material is not expected to balance between Typical Section 1 and 2.
Follow SCR 212.03(a).
The Dust control is a lumpsum. This would be an expensive pay item, as we would need to have dust control as a daily event. Would the government consider an M-Gal unit price this way, they pay for what is done?
This item will be kept as a lumpsum item
4 Does the contractor own the export material? Or does the export road material belong to the Government or county?
See SCR 212.03(a), the Contractor owns any material not claimed by the County.
How does the contractor get paid if the back slope of the ditches ends up requiring import to maintain positive flow parallel to the road? We would have to spend a lot of time building up the back slope and regrading in the ditch for many feet on some of the roads, which might cause ROW problems.
The project does not include ditch grading as the intent is to widen the roadway base through Linear Grading as specified in Type 2 Widening shown on Sheet A5. In most areas, the surrounding topo is flat and used for farming so water would drain away from the roadway into the fields. Any costs associated to grading poor drainage areas created by Linear Grading is included in the cost of Linear Grading and will not be paid for separately.
Will this be a fixed subcontract? Unit prices will give you a lower number, but it will be higher if we end up with a lump sum contract. I see the Base lower than my takeoff; I'm coming up with 107,895tons. Do you want me to treat this as a lump sum contract or unit price?
The estimated quantity that we have in the contract is reasonable based on past OMAD projects. This will be unit price contract.
With not working the weekends, the tons per day would need to be around 2200-3000 tons to complete the base contract within the completion date. This is the max that could be accomplished; this would be about 50- 60 trucks per day for around 55 days. The two pits quoting the project wouldn't be able to do more than that. The problem is the alternatives; the two alternatives have less time to complete than the base bid quantities. Meaning we would not be able to complete them on time. Should we put in an additional 30 days of liquidated damages? Or can the Government change the completion date for the two alternatives? Alt X might be able to be completed on time, but there is no way alt Y can.
We are not able to extend contractor completion date due to weather concerns. Based on the past OMAD projects, production rate of 5,000 ton/day is what the contractors were able to place and we believe is reasonable.
Item # A20466-0000 Conserve and stockpile topsoil, are we to assume that we are going to windrow topsoil out past the catch point of the slope or haul it to stockpiles and re-haul back to place after embankment is complete?
Means and methods is up to the Contractor but there is no requirement in the contract to haul topsoil to a stockpile site and re-haul it back to the embankment.
We have a couple of subs that would like to put eyes on the job site. I know we cannot just drive up to the silo’s themselves, but we were wondering if we could do a drive by of several of the locations tomorrow via the county roads?
All the routes to the site are county routes so you should not have any issues looking at the site.
10 What is the availability of water in the areas? Can we pump out of ponds, ditiches, and streams?
Contractors for previous OMAD projects covering the same area were able to purchase water. The contractor cannot cannot get water from pond, ditch or streams due to water rights and other laws.
Please refer to SCR Section 105.01.
The table I prepared below is from dates and quantities in the contract. The distance to haul aggregates to the sites is very long. The availability of trucks to haul the aggregates is very limited. The sources for the volume of aggregates is limited too. It will likely be necessary to use several suppliers to get the volume needed. The Quarry West of Cheyenne is 149 miles away. A trailer-dump can carry 22 tons. Can the completion date for all schedules be changed to November 2023?
Award for any option(s) is expected within 30 days of base schedule award and it is expected that the contractor will have more than 16 working days to complete options X and Y.
Where should the costs for the project manager and the superintendent? Should these costs be distributed among clin items of our choosing, or do you want to see these costs in one line item?
This is the contractor’s decision.
The bidders information form ask for the resume of the on-site project manager. There is no other reference to the project manager in the specifications that I can see. Is the project manager to be priced as a full time on-site project manager?
A resume for a project manager is not required for this project.
Where should costs relating to overhead in the general conditions go, i.e. trucks, phones, job trailers, etc.? Should these costs be distributed among clin items of our choosing, or do you want to see these costs in one line item?
This is the contractor’s decision
15 Where should travel costs go? This is the contractor’s decision.
16 Where should insurance and bond costs go? This is the contractor’s decision.
17 Is the Erosion Control Supervisor supposed to be a full time on-site position? There is no requirement for a full time Erosion control supervisor.
Will granite base be accepted? The specifications are calling for a plasticity index of 10 (+/-3) and granite will not meet these specifications.
Material needs to meet the plasticity index (PI) specs.
Can arrangements be made so that a bid can be hand delivered to the Lakewood Office? The building has been in lockdown the last few years and it has been difficult to find anyone willing to accept a hand delivered bid.
You can always hand deliver a bid, there is always a security guard at the front and there is always someone from acquisitions in the building to accept the bid. We have continuously accepted hand delivered bids throughout the pandemic.
