About this file
This document contains questions and answers from an advertisement for the NM FLAP TAO B007(1) John Dunn Bridges federal contract opportunity. The scope of work involves rehabilitating the John Dunn Bridge #5243 by replacing loose or bent railing, conducting deck surfacing rehabilitation, replacing timber members, and recoating the steel truss. It also involves removing the existing Bridge #3807 and building a new 50-foot precast bridge with new abutments using a micropile foundation. Both bridges are located on Road B007, with Bridge #5243 crossing the Rio Grande River and Bridge #3807 crossing the Rio Hundo approximately 0.1 miles east. Access to portions of Road B007 will be available to the contractor during construction while coordinating with Taos County. The questions and answers provide clarification that recoating will only be done on accessible steel surfaces without structural modifications, and that reactive colorant is only required for new galvanized railings and not the steel truss.

Questions and Answers during Advertisement for NM FLAP TAO B007(1) John Dunn Bridges
April 22, 2022
Questions Answers 1 Scope of Work Note 1 under Recoat Truss Structure on plans sheet 524 says “This work consists of surface preparation and recoating of all steel members associated to the existing John Dunn truss structure per Section 563 of the Specifications.”
Some of the steel member surfaces are un-exposed and will not be able to be recoated without dis-assembling the bridge. By way of example, the wood deck and its wood members rest tightly on steel flanges, the top truss chord is a built-up member with latices making the inside surfaces inaccessible, the rocker bearings have portions of its surfaces inaccessible.
Is the intent of the scope of work to only recoat the accessible portions of the steel?
The intent is to clean and coat the accessible portions of the steel truss only.
Accessible surfaces will be considered as any bridge component which is accessible without disassembly or structure modifications in order to clean surfaces and apply coatings. Accessible surfaces will include interior spaces of lattice members and gusset plates accessible with the required cleaning methods and paint application methods.
2 Special Provisions Section 563 discusses the use of a reactive colorant on finished surfaces. It is our understanding that this product is generally used on galvanized metal such as the rail on the new Rio Hundo Bridge and the metal beam guard rail. It is our understanding that this product is not used on the recoating of the John Dunn Bridge.
Is our understanding correct?
The application for reactive colorant is to galvanized surfaces only for the new beam guard rail and bridge railing. This will not apply to any portion of the steel truss bridge.
3 West of the John Dunn Bridge on County Road B-007, at the bottom of the switch back climbing out of the Rio Grande canyon, the road is currently closed with barricades and earthen berm. The top of the switch back on B-007 is also currently closed with similar means.
Road B-007 (from the west rim down to the west side of the Rio Grande) will be available for contractor use only during construction. The contractor will need to coordinate access of the road with Taos County for the duration of construction. Contractor inspection of the road during bidding will be either by foot if investigating the road during a site visit, or via satellite or other imagery/mapping information.
Will this road B-007 be closed during the duration of the construction? If so, can the Contractor gain temporary access via the closed portion of B-0007?
4 What is the weight limit of the John Dunn Bridge? The weight limit for Bridge No. 5243 is provided in the General Notes on Sheet S42
