Questions Answers
1 Who are the current contract holders? CFLHD has five current A&E IDIQ holders –
1) HDR Engineering, Inc.
2) CH2M Hill, Inc. (Jacobs Engineering Group, Inc.)
3) DJ&A, P.C.
4) Atkins North America, Inc.
5) Wood Environment & Infrastructure Solutions, Inc.
2 Do you know the typical Primes that may pursue this so we can explore teaming opportunities?
No
3 Do you know if there will be a HUBZone goal on this?
Subcontracting plans will be required from large businesses during the second phase of the solicitation. The HUBZone goal for subcontracting plans are 3%.
4 Who is the incumbent or is this a new contract?

5 Is this an A-E or A-E-C (Architectural, Engineering, and
Construction) contract?
A-E
6 Will there be an IDIQ by geography (by state)?
No. The IDIQ will cover multiple states.
7 If not IDIQ by state (#3 above) is there a requirement for PE licensing for all of the listed states?
See the requirements under the Type of Contract section in the RFQ, page
1.
8 What is the extent of the “environmentally sensitive” areas (NEPA process, other)?
See the General Scope of Work section, page 2 of the RFQ.
9 Will the SF330 Part IIs be counted in the 80 page limit? Yes
10 Would the CFLHD consider allowing one 11 x 17 page for the
Organizational Chart?
No
11 Are covers, section dividers and TOC pages included in the 80 page limit?
No, this will be clarified in Amendment A001
12 Previous submittals have excluded divider pages, tabs, and front and back covers from the total page count. Is that requirement still appropriate for this submittal.

13 Do SF330 Part IIs count toward the 80-page limit? Since the contract covers multiple states and a Part II is requested from each office that will provide staff/work - there could be upward of 25 pages of Part IIs alone.
Yes. One Part II form showing the overall staff county companywide along with a list of each participating branch office is acceptable.
14 Are 11X17 pages allowed for the Organization chart? No

1 In regards to the SF330 Part I, are we required to list all offices of the Prime that will be providing Key Personnel or is it acceptable to only list the Responsible office or Corporate office?
List all offices that will be providing key personnel.
2 Is it acceptable to only list the Corporate Office location for the
Subcontractors on the SF330 Part I? Due to the amount of office locations of our team within the AOR, we would be submitting multiple pages for Part I.
