About this file
This document contains questions and answers regarding a federal solicitation for road construction services along Horse Soldier Road to Fort Meade in South Dakota. The solicitation involves reconstructing approximately 7 miles of roadway, including embankment construction, installation of erosion control measures such as fiber rolls, removal and replacement of road signs and cattle guards. Bidders are advised that the southern section of the road must remain open until May 25th, and that earthwork quantities were calculated using more frequent cross sections than shown in the plans to ensure accuracy. No government furnished water is available on site. Erosion control fiber rolls should be removed at the end of the project once vegetation has taken hold, though seeding cannot occur during July and August so follow up work may be required in the fall.

Questions Answers 1 Can the road be closed for the duration of construction? SCR 157.07 (k) allows full closure March 15 through May 25. The southern project limit to STA 240+00 must be open by May 25th.STA 240+00 was chosen after discussions with the BLM on an adequate distance away from the campground, so that disturbance from construction noise to visitors at the campground would be minimized.
2 A0110 Soil Erosion Check Dam: There are three types depicted in the Erosion Control Details (Sheet E19), they include fiber Roll, RipRap, and Gravel Bag.- Which type applies to this Bid Item?
Fiber rolls per E sheets and B sheets.
3 Is there a dedicated water source? There is no government furnished water source.
4 A0190 Removal of Sign – Do any of the 88 get re-installed? No. Signs to be removed and replaced are quantified on the Signing Summary (B sheets). Signs to be removed and reset are identified in column 63316-1000 on the Permanent Signage Summary table on sheet B5, and are in addition to the removals. BLM did not mention that they want any of the existing signs that are to be removed.
5 A0220 Embankment Construction – After reviewing the cross sections and calculating volumes by average end area, I don’t come up with the 4589 cy of embankment. I’m assuming the bulk of the embankment is between stations 355+00 to 360+00. Can you verify this or offer some insight?
Quantities calculated are determined from more frequent sections/model than shown in the plans to be a more accurate representation of total volume. Earthwork should be in the slope cut back locations (~STA 300+00, ~391+00), realignment location (~STA 360+00) and northern end. Elsewhere should be minimal to none, as the contractor should make adjustments based on 152.05 (n) Template Control Staking.
6 Is the cattle guard that gets removed at 428+83 re-installed? No, cattle guard to be removed and replaced with a new cattle guard. No mention from BLM that they want the existing cattle guard.
7 Are we responsible for removing erosion control (Fiber Roll) at the end of the project or once vegetation takes place?
Since this is a short duration project, I would think at the end of the project is best, but open to other’s experience. FYI seeding cannot take place July – Aug, so they may have to come back and seed and mulch in the fall.
