Questions Answers 3 Question regarding section 205 Blasting, specifically page E-44, 205.08, use or presplitting to create a final face on all rock cuts 0.5:1 or steeper. It is easier to control the rock face by going steeper at 0.25:1 and appears the spec allows us to go steeper without approval; but would the CO consider doing away with the presplit requirement? Presplitting especially on 30" centers adds a significant amount of time and cost to the project where using controlled blasting or cushion blasting techniques for the final face, will not only achieve cleaner more natural looking results, as well, is more cost effective by allowing a more efficient blast pattern be laid out and fewer holes to be drilled along the final face, lessening the chance of borehole deviation and flyrock concerns.

No, the final excavated face must be presplit.

A value engineering proposal may be considered after contract award. See 52.248-3 Value Engineering -Construction clause.

Note: Definitions, including presplit, cushion and line drilling, are on page E-36, 205.02.
