QUESTION ANSWER

1 What is the Duration of the project after the contract is awarded?

From the beta.SAM.gov opportunity notice in the Attachments/Links section, please see Amendment A001, page 2, the text in red, and the Invitation for Bid, Special Contract Requirements, Page E-14, Section 108.01, 3rd paragraph. The calculated duration is as accurate as possible but still approximate. How long it would take is likely unique to each contractor. Weather delays or unpredictable incidents may occur during any stage of the project causing the schedule to be altered.

We are a California base contractor. What wages are we to follow, do we use California rates or do we follow the Davis Bacon Act?

The Davis Bacon Act wage rates for the location of the project.

The Davis Bacon act applies to workers on the job site in the project location.

*Reference the Davis Bacon Act, as Amended attached to the opportunity notice or at:

https://www.dol.gov/agencies/whd/laws-and-regulations/laws/dbra.

"The minimum wages shall be based on the wages the Secretary of Labor determines to be prevailing for the corresponding classes of laborers and mechanics employed on projects of a character similar to the contract work in the civil subdivision of the State in which the work is to be performed, or in the District of Columbia if the work is to be performed there."

3 We will pay our wages per the Davis Bacon Act correct? Yes. The Davis-Bacon Act wage rates for this project are in the Invitation for Bid, Section D.

Item No. A0120 Sub-excavation in Bid Schedule has 100 C.Y of total quantity, can you please clarify whether this quantity is for the total road length of approx. 2.6miles. In referring to Sheet 204-A, sub-excavation in the plans requires 2ft of excavation, so quantities do not match up, please clarify the total depth and length for sub-excavation.

If subexcavation is necessary then that will be determined by the Contracting Officer (CO) in the field, as noted on Note 1, Detail 204-A. It is not required throughout, and may not be required.

We would like to value engineer the sub-excavation part and proposes excavating 1 ft. and doing soil stabilization rather than 2ft of Sub-Ex. Would FHWA be amenable to this proposed change?

We can evaluate, if subexcavation is necessary.

6 Stockpiling of the excavated material; is stockpiling on site acceptable or does it need to be hauled off and brought back? Stockpiling on site is acceptable.

7 Can we use the existing AB instead of bringing in new AB? If this is associated with Subexcavation, See Note 2 on Special 204-A

8 Plan Sheet D2 refers to “Special 619-A”. We cannot find this in the project plans. Please provide.

The references to Special 619-A are removed per solicitation Amendment A002. Please see Amendment A002 at https://beta.SAM.gov, opportunity solicitation notice 6982AF20B000038, the Attachments/Links section, Amendment A002 - Pave Levee.pdf.

The project plans show “Northern Railway Rail” immediately to the south of construction. Please provide copies of any permits or agreements with the Railroad

The Rail line is abandoned and inoperable. No coordination/permits are necessary regarding the rail.

Is Railroad Protective Insurance required?

If so, please provide the following information:

- Railroad Name and address

- Insurance Limits required by Railroad, will the Railroad be named as additionally insured?

- Any Railroad Employees Assigned? If so, for what?

- Type of Railroad Line- Mainline, Branch, Spur, Yard.

- Daily Number of trains- Passenger & Freight

- Number of Trains during work hours- Passenger & Freight

- Are “Slow Orders in Effect”?

The Rail line is abandoned and inoperable. No coordination/permitting necessary regarding the rail.

Section 403, Asphaltic Concrete - What is the required PG grade for the binder? The local suppliers typically use PG70- 10.

See the Pavement Report, Section 6.3

Section 403, Asphaltic Concrete - 403.08 Requires a Material Transfer Vehicle (MTV). We feel that this unnecessary cost for the minimal amount of AC being placed. Will the Government delete this requirement?

Proceed with Section 403.08 as written.

13 Pavement Report - Is this considered part of the Contract? Refer to FP Section 104.04.

Pavement Report - Section 6.3 Paving Materials states, “….As such, the roadway should be constructed in accordance with Section 407 of the ADOT Standard Specifications for Road and Bridge Construction for Asphaltic Concrete (ADOT, 2008).”

ADOT Section 407 specification deals with Asphaltic Concrete Friction Course (ACFC, aka OGFC).

Is this what the Government wants?

If not, we suggest ADOT Section 409 or MAG Section 321

Replace the Section 407 reference with Section 409. Use the binders provided in the Pavement Report, Section 6.3.

File details come from the government source that posted it. Updated .
