Questions and Answers during Advertisement for AZ FTFS 104(1), Mingus Mountain Road
July 22, 2020
Questions Answers 1 We would like to visit the site for the Mingus Mountain solicitation next week. Do we need to request this formally or are we able to visit the site as long as its business hours? Please advise

2 What is the anticipated Award? Award should be made within 60 days of the bid opening. However, see FAR Clause 52.211-10 on page C-3.
3 What is the anticipated NTP? See FAR Clause 52.211-10 on page C-3.
4 The project is over 7000’ in elevation and the closest weather stations are at 3500’ and 5000’ in elevation. Has the Government taken into consideration this elevation difference and potential weather difference?
Yes, the government has considered the project elevation and typical weather conditions.
5 Section 403. What is the PG Grade for the binder?
Looking at the subject solicitation, I cannot seem to find the specific Asphalt Binder Performance Grade called out anywhere. It references AASHTO M320 but I don’t see the specify the PG anywhere. Could you let me know which PG asphalt is desired for this job
For 403 mixes we ask that the contractor use a binder grade normally used by the state DOT in the area of the project. In this case a PG 64-22 binder would be appropriate.
6 Section 635.24 states “Measure flaggers, for each hour a person is actually performing the work. Do not measure time required to set up and take down required signage.” Please add a Bid Item for Flaggers.
Flaggers are intended to be subsidiary to Traffic control (lpsm), refer to Plans sheet B6. Handling of traffic control device and signs is prescribed to the TCS.
7 Section 635.24 states “Measure Traffic Control Supervisor by the week (7 consecutive days, beginning and ending at midnight on the same day of the week) for the work described in Subsection 156.09.” Please add a Bid Item for Traffic Control Supervisor.
TCS is intended to be subsidiary to Traffic control (lpsm), refer to Plans sheet B6.
8 Bid Item A0300 60501-0000 Standard Underdrain System 100 LNFT. Plan Quantity Summary state per CO. Is this 100 LNFT at one location or multiple locations? If multiple locations, what is the minimum LNFT per location?
The final quantity (length, location, and depth) will be determined by CO and will be field fitted, but for estimating purposes the contractor may assume 30 feet at any given location. The length of the underdrain will extend past the roadway typical section (A6) and daylight at a low point for positive drainage. The intent with this pay item is to relieve pressure underneath the pavement resulting from accumulated water at low points in the roadway.
9 Who is designated as the Construction Operations Engineer
(COE)?
The COE has not yet been determined.
10 Who is designated as the Project Engineer (PE)? The PE has not yet been determined.
