About this file
This document contains questions and answers from a solicitation for a federal-aid highway project located on Donner Pass Road in California.
The project will rehabilitate approximately 6.54 miles of existing pavement and widen shoulders to include bike lanes, with selected pullouts also being paved. Additional improvements include drainage, signing, striping and guardrail. The typical section will feature a 22-foot traveled way and 4-foot paved shoulders serving as Class II bike lanes east and west of Donner Pass. Significant work quantities include 7,500 cubic yards of roadway excavation, 195 cubic yards of rock excavation, 12,000 cubic yards of aggregate base, and 20,000 tons of asphalt pavement. Anticipated cost is between $10-14 million. Construction is planned from Spring 2020 to Fall 2021, with on-site work restricted until after May due to weather. The solicitation number is 6982AF19B000002.

Questions Answers
1 Requesting clarification for bid item A2120 63402-2300
PAVEMENT MARKINGS, TYPE L, SOLID:
What is the required formulation for Type L Markings for the above referenced project (4:1) or (98:2)? Caltrans always requires
4:1 within this region as this is the most common equipment available for this region.
Use a 4:1 formulation.
2 For the blue this would have to be a 98:2 material as blue is not manufactured as a 4:1. Will Type D epoxy Paint or Preformed
Thermoplastic be acceptable for the 400 LF of Blue 4” Lines?
Yes, either would be acceptable. However, Paint is preferred to remain consistent with other longitudinal markings.
3 What is the required mill thickness for the Type L Pavement markings 60Mils, 90Mils, ETC
Install the pavement markings at 90Mils
4 Are the Type L Line being recessed and if So what is the required depth of the recess?
Recess depth should be a minimum of .11 inches.

5 Does the MMA on this project get recessed? Yes

6 Bid Item 62510-2000 Seeding, Hydraulic Method is for 8.3 Acres.
Can you provide the acres for both the upland and wetland seed mixes?
Bid Item 62515-2000 Mulching, Hydraulic Method if for 8.3
Acres.
Upland Seed = 8.25 Ac, Wetland seed = 0.05 ac.
7 Section 625: Material rates for hydraulic method fertilizer, seed and mulching are not included in the specifications. Can you please provide?
Fertilizer is not required for this project.
Material rates for hydraulic method seeding is shown in 625.07 of FP-14
Material rates for hydraulic method mulching is shown in 625.08 of FP-14
8 Section 713: Roadside Improvement Material - Materials for fertilizer, mulch and tackifier are not included in the specifications. Can you please provide?
Fertilizer is not required for this project.
Materials for mulch are included in 713.05 of FP-14
Materials for tackifier are included in 713.11 of FP-14
9 Will the use of an excavator with breaker attachment be allowed for the sliver rock cuts?
If so, with the excavated material be paid for as Item A0620, Rock
Excavation?
The use of a hoe-ram or breaker is specifically excluded by the specifications for sliver cuts. The work is controlled rock excavation as described in the specifications in detail.

10 Regarding bid item A0800, 25501-1000, will Federal Highway allow an alternative, previously-used, welded wire-faced MSE system, with 24” lifts and inextensible steel soil reinforcements instead of geogrid?
No, bid item A0800, 25501-1000 as specified. After award of the project
CFLHD may consider a value engineering approach for alternative systems.
11 I am inquiring about the Donner Pass Rd. project
#6982AF19B000002 with Class 1 Type F fabric on page G30 of the drawings on the backfill side of the wire face wall . There is no such type and I would like to clarify what fabric is being used in this section ?
It should be Class 1, Type E. An upcoming amendment will correct this on the plan set.

12 The specs and plans for the Donner Pass project state there is wet and dry land area. Could you point me in the direction as to where to find the specs for the size of each area? I just see 8.3 acres total.
Upand Seed = 8.25 Ac, Wetland seed = 0.05 ac.
13 For the various pullout areas that include note 5 “Delineate edge of pull out limits with excavated boulders from the current pull out site, or the other proposed pull out areas”, will placement of boulders be paid for with labor and equipment hours or will just the removal and excavation be paid for (per note 7)?
a. If placement is incidental, what is the typical spacing required between boulders?
Boulder placement is incidental to boulder removal and boulder excavation
(i.e. equipment hours). The objectives of delineating the edge of the pullouts is to reuse onsite material and prevent vehicles from encroaching past designated pullouts, thus boulder placement should be determined during construction based on available material. Six foot spacing would be ideal but it depends on available material.
15 SCR 304.03 General, first paragraph, second sentence states
“Before pulverizing, rip the existing pavement and subgrade to identify areas of hard rock and flush out boulders or roots”. Is it the Government’s intent that the Contractor mechanically rip the entire length of the roadway (STA 304+50 to 442+50) to receive full depth reclamation in order to identify potentially shallow bedrock and/or hard boulders that may be within the subgrade section?
Ripping is specified for these areas. The intent of the ripping is to allow the Contractor to do investigative work to identify areas of hard rock that could damage the pulverizing equipment if hard rock was encountered unexpectantly and flush out boulders, or if the pulverizer cannot get beneath the asphalt pavement due to encountering rock. The key areas of concern are where bedrock is exposed in the roadside cuts and ditches along the uphill side of the road. Rockfill is present below the existing pavement. Generally, there is a potential to encounter localized boulders composed of hard rock during pulverization. The Contractor is directed to the boring logs and discussion presented in the Pavement Design and
Geotechnical Report for information regarding cobble- to boulder-sized encountered within the subgrade.
16 Detail A, Plan Sheet A7 states “FDR material or millings will not be accepted as shouldering material”. In addition, SCR 203.04
Removing Material, second paragraph, last sentence states
“Asphalt millings and FDR material shall not be used as shouldering material”.
Asphalt millings and FDR material shall not be used to shoulder up along the roadway (see detail A on sheet A7), however FDR material can be used
(if excess material is available) for the pullouts shown in the D sheets.
17 Details on the pull out sheets (D2 through D7) indicate to “Place
6” of FDR material or aggregate base.” Please clarify if FDR material is acceptable for use in the pull out areas.
FDR material can be used (if excess material is available) for the pullouts shown in the D sheets.
18 How will SCR 204.06 (d) Sinhole Patching be paid for? Sinkhole patching shall be paid for with Soil Erosion Control Rock Mulch and Geotextile Filter Class 2 Type E. See sheet F2 and remarks in the
Summary of Quantities for additional information.

Questions Answers
19 General Note 4 on sheets A8 and A9 says to “Place asphalt concrete pavement in two equal lifts.” Is this requirement still valid for the top 3-inch asphalt pavement section (e.g. two 1.5-inch lifts required)?
Yes, two equal lifts are required.
20 Does this apply to pullouts/approaches as well as mainline? Yes

21 Why does the bid opening date keep getting pushed back? The 401 permit was anticipated to be received at the end of September and incorporated into the existing solicitation. However, the finalized permit has not been received from the California State Water Board due to the urgent need of the recent California wildfires taking precedence.
