Questions and Answers during Advertisement for
CA ERFO DEVA 11(1)

Questions Answers
1 We notice from the plans and specifications that excavation & embankment volumes will not be measured for payment in the shoulder areas, is it the Government’s intent to utilize these areas as earthwork balance areas?
Yes, embankment material can be placed in the shoulder reconditioning areas at slopes between 1V:4H to 1V:10H.
2 If the overall earthwork on the project does not balance – how will import or export be paid for?
Import and/or export will not be measured for payment.
3 Will the contractor be responsible for any import required? Yes
4 Will the Government provide a suitable disposal / balance area for any excess excavation materials?
Yes, excess waste material can be placed in the Grapevine Mixing table approximately 0.4 miles south of the intersection of Ubehebe Crater Road and Bonnie Clare Road accessed from the North Highway
5 The limitation / restriction for the water source at 30,000 gal/day will negatively impact production for the project. Is this a hard limitation or can additional water be drawn if adequate storage is provided by the contractor?
Non-potable water source available at Scotty’s Castle is available at the potential rate of 6,000 gallons per half hour with a 24-hour maximum of
288,000 gallons. The average flow rate is estimated between 170 gpm to
210 gpm. It is estimated at 200 gpm for calculating the 6000 gallons per half hour. Water storage tanks can be set up at the Scotty’s Castle staging area.
If there is a fire at the Scotty’s Castle area suspend construction water use until directed to resume by the CO.
An amendment will be posted to incorporate this change into the SCR’s.
6 The contract completion date is set for May 30, 2019 – What is the anticipated date we should assume for contract NTP?
Award of the contract may take up to 60 days, and NTP will not be issued until acceptable performance and payment bonds are provided.
7 The concrete barriers to be used in the construction are specified to be in 10’ lengths. Will the Gov’t consider alternative lengths
(12’ or 20’) to more closely match with commercially available materials?
Yes, install concrete barrier lengths necessary to meet the edge of pavement curve radii. Do not measure additional materials required for extra pavement due to alternative barrier lengths.
8 Will the SSHO for this project be allowed to have other responsibilities?
There are no requirements for an SSHO on this project.
9 What payment item should be used for the monitoring (Tribal &
Archeological) required by Section 107.02 of the Special Contract
Requirements?
There are no specific pay items for these items. The contractor will have to include them into other pay items.
10 Will the Government consider an extension of the bid date by at least one week to provide bidders with some additional time?
The bid was extended by one week to August 23, 2018. See Amendment
A001.
11 Regarding Detail for Option X (Sheet A8) - Will this Base and
Pavement section be incidental to the Waterline construction, or will these quantities be measured for payment under the respective pay items?
The pavement and aggregate base for patching the existing pavement will not be measured for payment.
12 Will the commercial vehicle restriction on Daylight Pass be lifted?
No variance for commercial vehicles on daylight pass.
13 Will a train of semi’s be allowed through the Park through the
Nevada side as long as it doesn’t enter California highways?
Pending further investigation. For bidding purposes, assume that the train of semi’s will not be allowed.

14 Cross sections include additional excavation over and above in the quantities. We are concerned that it’s not balanced.
It’s subsidiary to the work of the excavation of the concrete barrier and revet mattress. See sheet A10 of the plans.
15 What is the max shear stress for the articulating concrete block? The maximum shear stress for the ACBs varies by manufacturer.
Acceptance of articulated concrete block is evaluated under Section 253.09 and 725.09A
16 Under the bridge, concrete blocks, will the manufacturer come up with type of blocked or tapered or will it be specified?
The shape and size of the block varies by manufacturer. Acceptance of articulated concrete block is evaluated under Section 253.09 and 725.09A
17 Will it be a 6” or 9” block? The shape and size of the block varies by manufacturer. Acceptance of articulated concrete block is evaluated under Section 253.09 and 725.09A
18 There is not a lot of detail on the waterline except to trench, how should we terminate both ends of it? Will a contractor be doing that?
Yes, the contractor will be capping and burying the ends. Testing, chlorination and purification will be done by a contractor on a different project. However, pressure testing will still be required under this project.
19 Can existing roadway asphalt be recycled and used for 30101-
0000 Aggregate Base?

20 Was the pre-bid site visit mandatory? Page A-v of the solicitation states the pre-bid site visit was not mandatory.
21 Can we salvage and re-use the existing barrier rail for the new barrier rail work?
If the condition of the of the salvaged barrier is intact and in functional condition with no cracking or chipping. See question 32.
22 Can you clarify more on the salvage and transplanting of
Willows/Cottonwoods as none were reviewed at the pre-bid site visit? Can you create a bid item for this with quantities of each?
The bid items for the willow and cottonwood plantings are in the bid documents as 62635-1000 Cuttings, cottonwood pole and 62635-2000

23 Can you ask for a variance to allow Nevada legal loads (doubles, 38-44 ton capacity) to travel onto the job loaded from the Nevada side and off of the job unloaded through the Park as discussed at the site visit?

The contractor is responsible for import material some material is available at the Grapevine mixing table.
26 You mentioned the road will remain closed until this contract is complete except for worker/emergency access, will there be a need for flaggers/pilot car as you did not create bid items for this if needed?
The contractor is responsible for safety during construction. A pilot car is not required.
27 You mentioned using onsite rocks for various items, can you please quantify each item that you feel we can get onsite versus what we will need to import from offsite?
Section 105.02(b) describes estimated onsite material.
28 The water source provided in the specifications will not nearly be enough to construct this job per the timelines specified. You mention 200-500 GPM, but only 30,000 gal per day max. This

We will need other sources or the time for completion extended for approximately six months. Can we possibly bring and fill a 10,000 gal tank for the Parks use then use all we need that this source will provide among other sources needed?

29 Will you allow pulverizing of the existing asphalt/base then reuse it as the aggregate base under the roadway only?

30 Do you have any spots to waste the clear & grub, concrete and etc. debris or does it need to be hauled offsite to a disposal site?
The unsuitable material needs to be hauled offsite to a disposal site.
31 We were late to get started on this job due to the FBO site saying this was not an advertisement for bids until I emailed you guys and it was changed, the problem is we are now two weeks behind. Our take-off department has started the cross section take-off which has to be done and I expect that by 8/20/18. This leaves us basically three days to put this job together after take-off. We would like to give you guys the best price possible, but sufficient time is needed to do so. After the meeting and site visit there are a lot of items that needs to be addressed by FHWA so we can continue putting this bid together. I would ask that this job be delayed until 9/6/18 to give everyone ample time to prepare?

32 Since the removal of existing barrier rail and revet mattress is incidental to the embankment construction we need to know exactly where the existing barrier rail/revet mattress is to quantify.
The existing typical section on Page A6 from 1+00 to 399+70 shows none, but we know it’s there from the site visit, I cannot find on the plans anything except the existing areas we are tying onto, can you please generate something with removal quantities of these two items and any other items incidental that are not identifiable?
Existing concrete barrier and revet locations are shown in the 2012 asbuilts.
This table is for information only. The existing barrier installed may have been washed away in the storm event. The stationing in this table is from the 2012 asbuilt plans and does not match the current plans.
33 After reviewing the typical section for partial lane reconstruction on Page A6, it shows to sawcut and replace a 3’ partial lane, we do not have pavers that will pave 3’ wide, the smallest paver we have (baby paver) is 4’-6” +/-. Can you please look at extending this partial reconstruction and all quantities affected to allow at least a baby paver to mechanically place and two lift these areas.
No additional quantities will not be measured for payment.
34 On Page E-12, Arch & Tribal Monitors, can you please clarify this item as to “ground disturbing activities”? Are you expecting these two monitors to be onsite full time or could you define when they would not be needed? Could you possibly create two bid items for this with hours or days so you only pay for what is used?
It is hard for us to assume this item not knowing exactly what you or the monitors will be expecting.
Ground disturbing activities includes clearing and grubbing, roadway excavation, excavation for concrete barrier and revet mattress, curb, excavation for walls, waterline, shoulder reconditioning and any work requiring excavation of existing ground. See SCR Section 107.02 and
108.01.
35 As discussed at the pre-bid, can you supply a standard drawing that you would allow for the barrier rail to be extruded in lieu of portable? Here is a link to NDOT standard drawings, please see

Sheet A10 has been revised to show a cast in place concrete barrier detail.
The cast in place concrete barrier is the same pay item as 61801-0000

36 There are notes on plan sheets (C17 for one) to remove pile of asphalt and debris, is this quantity part of the roadway
The debris piles quantity is not included in the roadway excavation quantities it is included in bid item 20304-1000 Removal of Structures and excavation? If not, can you please quantify as we have no way to quantify? You did mention that asphalt was, but I wasn’t sure on the piles.
Obstructions, LPSM. This work consists of pavement sawcutting, removing, and disposing of fences, signs, pavements, curbs and other debris and obstructions.
This item includes removing existing debris including the asphalt debris piles and existing roadway debris scattered within the construction limits from the flood damage.
37 How is the install temp construction fence for sensitive areas paid for, Page E-16(f) in the specs has no payment method? There are a lot of sensitive areas that do not show/get fencing on the plan sheets, we come up with 1,375 LF total.

38 Where is bid item 63503-1000 being installed? Pay item is 63503-1000 Temporary Traffic Control, Plastic Fence. Fencing the sensitive areas near the project limits are shown in the plans and on
Sheet B11 Temporary Construction Fence Summary. There is additional quantity as directed by the CO for fencing additional areas not designated on the plans.
39 Bid Item 20304-1000, where on the plans is this bid item located as the summary sheets do not indicate either? 203.01 of the specs lists several items, sawcutting is measurable on the plans, the balance is not, can you please quantify the other items? It also says pavements, you mentioned that all pavement removal was paid under roadway excavation incidental to embankment item, please clarify. We can quantify the roadway pavement from the existing typical, but not the remove asphalt/debris piles.

In the pre-bid you said September NTP. Please clarify this as if you don’t NTP by September you will need to extend the completion date at least 30 days or pay for a lot of overtime to finish.
Award of the contract may take up to 60 days, with the NTP issued soon thereafter. There are many external factors that may delay the bid opening or award of the contract. Bids are valid for 60 days.
The goal is to have the contract awarded in early September with the NTP issued after acceptable performance and payment bonds are provided.
However, no set date will be provided because of unforeseen issues with awarding the project.

1 Is there a minimum size or schedule for the size of boulder used for the embedment (keyway)?
For the Rockery on sheet G5, 252-B, the minimum size is based on a minimum base rock weight = 2,500 lb.
2 Does the size of the embedment from front to back vary in accordance to the height of the wall or is the embedment always 4 feet deep and 4' wide regardless of the height of the wall?
The embedment is consistent at a minimum of 4 feet embedment depth and
5 feet wide regardless of wall height. This is for scour potential and wall stability.
3 After reviewing Amendment 3, if we elect to extrude the barrier rail I did not see what specification you will be following IE:
minor concrete. Can you please clarify?

A(AE) conforming to Section 552.
4 Is there room around Scotty water source to dig and line a temp water pond for water storage, this will help get all the water needed overnight and would be set up so fire teams could access at any time? We would backfill/compact at jobs end.
