About this file
This is Amendment 0001 to solicitation 697DCK-26-R-00150 issued by the Federal Aviation Administration (FAA), AAQ-500 Regional Acquisitions in Fort Worth, Texas, effective February 19, 2026. The amendment extends the offer due date to March 12, 2026 at 5:00 PM Central Time and corrects the Period of Performance from six months to eight months to reflect an April through November annual service cycle. The Base Year runs April 1, 2026 through November 30, 2026, with four option years following the same April-November schedule through November 30, 2030. The solicitation seeks Grounds Maintenance Services at the Chicago Air Route Traffic Control Center (ARTCC) in Aurora, Illinois, with the contractor responsible for all labor, materials, supplies, and equipment in accordance with the FAA Statement of Work and Department of Labor Wage Determinations. Offerors must provide monthly and total pricing for the Base Year plus all four Option Years to be considered responsive. The incumbent contractor is Banks Lawncare under contract 697DCK-20-C-00139, which had a total contract value of $62,800.00 and a period of performance from July 1, 2020 through September 30, 2025.
The amendment includes a Questions and Answers document addressing ten inquiries from potential offerors regarding service requirements, clarifications on mulch installation depth (3 inches per SOW Section 2.10), pruning schedules (April and June only per Section 2.9), fertilizer inclusion (not included in initial contract pricing but available upon future request), and mulch application areas (identified on an aerial map of the facility). The amendment also updates Section J with revised attachments including the Statement of Work dated November 14, 2024; Wage Determination 2015-5741 (Rev 27) dated December 3, 2025; Customer Satisfaction Survey dated February 5, 2026; Contractor Staffing Questionnaire dated February 5, 2026; and the Questions and Answers document dated March 9, 2026. Contractor acknowledgement of receipt of this amendment is required prior to offer submission.

QUESTIONS & ANSWERS
SOLICITATION # 697DCK-26-R-00150
GROUNDS MAINTENANCE SERVICES
CHICAGO TRACON - AURORA, IL (ZAU)
1. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
FAA Response: The incumbent for these services is Banks Lawncare, contract number 697DCK-20-C-00139.
2. Question: Section 1.2 - Period of Performance : April 1st through September 30th.
This is not the normal landscape season for Chicagoland area and would exclude Fall Cleanup as well as potential October and/or November Mowings. Would the government consider extending the quantities of service to include October and perhaps November so services associated with the fall months can be completed?
FAA Response: Solicitation update to correct all Period of Performance listings from 6 months to 8 months to reflect an April – November annual service period.
3. Question: Section 2.9 - Plant and Shrub Pruning - Trimming to be performed of all hedges, shrubs and decorative plantings in April and June. This section does not mention any additional trimmings in later months or fall. Are there expectations to provide additional pruning services outside the April and June services?
FAA Response: No, there are no expectations to trim outside the April and June services.
4. Question: Section 2.10 - Cultivation and Mulching - This section for mulch lists a required minimum depth of 3" of mulch which contradicts the mulch depth noted in section 2.6. Can you provide the correct amount of mulch that is required?
FAA Response: Please adhere to guidance in SOW section 2.10 – Cultivation and Mulching.
Contractor to install 3” of mulch.
5. Question: Section 2.11 - Fertilization - This section states Fertilizers must be used only if necessary by the COR. Should this be included in our quote? If so, what is the frequency desired so we can calculate costs accurately and draft a work schedule that will meet the government’s expectations?
FAA Response: The FAA does not want to include fertilizer in the contact at this time. An estimate will be requested, should the need for services become a concern in the future.
6. Question: Section 2.12 - Raking - This sections states that this requirement is to be completed in October. This would be outside the scope of Section 1.2 Period of Performance. Will this be moved to an earlier month within the POP, or will this requirement be removed?
FAA Response: Please see response to question number 2.
7. Question: Section 2.13 - States pruning of all trees, shrubs and bushes to be performed in April
697DCK-26-R-00150
Amendment 0001 and October. This contradicts section 2.9 plant and shrub pruning specifying April and June. What is the expectation? Additionally October is outside the period of performance.
FAA Response: Please follow section 2.9, planting and shrub pruning to be completed in April and June.
8. Question: Can you provide the name of the incumbent, the current contract number, the period of performance for the current contract, and total value of the current contract?
FAA Response: The incumbent for these services is Banks Lawn Care, contract number 697DCK-20-C-00139. Period of Performance: 7/1/2020 – 9/30/2025. Total contract value: $62,800.00.
9. Question: Mulch installation: The contract says that a 2 inch layer of fresh mulch should be installed. We are unable to see the areas that need mulch from aerial pictures. Are you able to provide clarification on what areas need mulch?
FAA Response: Please see below map, illustrating areas to be mulched at the Aurora facility.
10. Question: Incumbent Contractor: Could you confirm if there is a current incumbent for this contract? If so, could you provide the Purchase Order number and the total contract value?
FAA Response: Please see response to question number 8.
