About this file

This is a Request for Information (RFI) document providing responses to contractor questions regarding the QYS ARSR Exterior Waterproofing solicitation 697DCK-26-R-00079. The RFI addresses 21 specific questions submitted by potential bidders and clarifies scope and technical requirements for the project.

The project involves exterior waterproofing and renovation of an ARSR building in Rogers, Texas, with an estimated cost between $250,000 and $500,000 and approximately 30 calendar days for performance. Key scope items include: replacement of approximately 750 square feet of damaged exterior and interior metal wall panels and siding (estimated 20 panels measuring 30" x 168"), replacement of approximately 100 square feet of tile in the equipment room and bathroom, installation of energy-efficient windows with security bars, replacement of external doors with weather stripping, application of waterproof sealant over exterior seams and joints, lead and asbestos testing and abatement as required, and interior restoration including commercial cabinets, countertop, and stainless-steel sink. The RFI clarifies that spray foam application is not required, epoxy flooring is limited to the equipment room only, OSHA training is not mandated for this project, and REAL ID is required for site access. The pre-bid site visit was scheduled for January 14, 2026, with bids due January 28, 2026. This small business set-aside is a Firm Fixed Price contract with the FAA's Eastern Acquisitions office in College Park, Georgia.

REQUEST FOR INFORMATION

Due: January 21, 2026

697DCK-26-R-00079 - QYS ARSR Exterior Waterproofing Pre-Bid Site Visit: January 14, 2026 Bids Due: January 28, 2025 Bid Extension: N/A

1. I see the site photos of metal panels, but not sure what all needs to be replaced, and there are also no photos of the roof panels that I see. If they are wanting the entire metal wall panels and roof panels replaced, would like to know what they want to go back with, etc.

FAA: All damaged exterior and interior metal wall panels/siding must be replaced. Estimated replacement quantity of 20 (30” x 168”) panels for bidding purposes.

2. Are drawings available? If not, could square feet be provided?

FAA: See Attachment 1 of PCS building for reference. No additional drawings are available. No elevations of the equipment building are available. Approximately 750sf of metal siding to be replaced full panels where possible.

3. Is it possible to arrange another site visit?

FAA: Yes, but cannot guarantee access before bids are due.

4. Am I required to complete any OSHA exams as part of my role, we are painters? If so, which specific exams are needed and any associated deadlines?

FAA: OSHA Outreach training (10/30-hour) isn't federally mandated for all government contracts. Federal OSHA considers the Outreach Program voluntary, intended as a basic safety orientation, not a replacement for specific hazard training required by OSHA standards. This project does not require OSHA training.

5. Please confirm whether my employees are required to provide proof of residence. If this is required, I would appreciate guidance on what forms of documentation are acceptable.

FAA: REAL ID required for site access.

6. How many panels require replacement?

FAA: Estimate replacement quantity of 20 (30” x 168”) panels for bidding purposes. Any additional quantities above that amount should be at a per-unit cost.

[Ref: Statement of Work; Section 1.1(D-1)(2), Siding Replacement - page 5].

7. Does spray foam need to be applied to all interior walls?

FAA: No. [Ref: Statement of Work; Section 1.1(D-1)(5) and (6) – page 5].

Note: Statement of Work; Section 1.1(D-1)(5) and (6) may not be applicable unless foam between exterior and interior metal panels needs to be filled in.

8. Do windows need to be tinted?

FAA: No. However, windows must meet energy efficiency standard for locality.

[Ref: Statement of Work; Section 1.1(D-2), External Door and Window Replacement - page 5].

9. Requirements for vents, ducts, and other openings that penetrate the ARSR-JSS building.

FAA: See RFI Attachment 2; Section F-3, Restricted Areas and Significant Areas and Assets - page 83.

10. What kind of security bars?

FAA: See RFI Attachment 2; Section F-5, Burglary Resistance of Windows - page 85.

11. How much tile needs replaced?

FAA: Approximately 100sf for the equipment room and bathroom combined.
[Ref: Statement of Work; Section 1.1(D-3), Interior Restoration - page 6].

12. Are epoxy floors required in the PCS building?

FAA: No, only the EG Room.
[Ref: Statement of Work; Section 1.1(D-3), Interior Restoration - page 6].

13. What type of cabinets/countertop?

FAA: Provide upper and lower cabinets to fit existing space with commercial countertop and stainless-steel sink.
[Ref: Statement of Work; Section 1.1(D-3), Interior Restoration - page 6].

14. Lead and Asbestos Testing

FAA: Will attempt to obtain prior test reports from SECM, if available, but testing around doors and frames will be required before replacement begins and proper abatement will be required as PACM. Previous site reports have not tested for lead or asbestos was just presumed to be ACM when not part of renovations.

[Ref: Statement of Work; Section 1.1(D-4 Lead Abatement and D-5 Asbestos Abatement) - pages 6-7].

15. What are the specifications and types of system for #8 on siding?

FAA: Available specifications or type of siding include metal R type siding of similar size and style to match existing profile. Panels measured approximately 30”w x 168”l, approximately 750sf total to replace.

16. Will there be clarification on exactly what siding sheets are expected to be replaced to avoid misinterpretation?

FAA: The contractor will coordinate with onsite COR to ensure damaged panels are replaced.

17. Is the siding to be replaced internal as well as external?

FAA: Yes, same metal interior and exterior.

18. Is there anticipation that the interior mechanical and electronic equipment will have to be removed and re-installed for siding repairs?

FAA: Obstructions will need to be temporarily dissembled as warranted.

19. Will the water heater be like for like as well and installed back under the vanity?

FAA: Like for like but installed on an elevated shelf in corner above mop sink.

20. Will the kitchen cabinets, sink, stove, refrigerator, etc. also be like for like and be of metal construction?
