About this file
This document is an Amendment of Solicitation/Modification of Contract (Amendment 0001) issued on January 29, 2026 by the Federal Aviation Administration's Regional Acquisitions office in Fort Worth, Texas for Solicitation 697DCK-25-R-00344. The amendment addresses vendor-submitted questions received before the February 23, 2026 question close period for a Ground Maintenance Services contract at the FAA Jacksonville (ZJX) Air Route Traffic Control Center. The contract is a 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 561730, with a five-year period of performance from April 1, 2026 to March 31, 2031 (base year plus four option years). A signed copy of the amendment must be returned with the proposal.
The Q&A clarifications establish critical service requirements: lawn maintenance must occur three times per month during winter months (November–February) and four times per month during other months (March–October) to achieve a manicured appearance without scalping. Areas with mulch and rocks require contractor maintenance including de-weeding and debris removal, though the FAA will maintain mulch separately. The contractor may place a storage shed onsite and use available electrical outlets for equipment charging, but electric vehicles cannot be charged. Additional requirements include an SBA Service-Disabled Veteran Owned Small Business certification at submission, compliance with insurance requirements per Clause SA15, and use of Grounds Maintenance Services as the labor category on the Contractor Staffing Access Questionnaire. This is a new contract with no incumbent.

Ground Maintenance Services for the Jacksonville ARTCC
Vendor Submitted Questions and Responses
Q1. In reviewing the SOW, I noticed Areas 1, 2, and 3 state service is to be completed
“3–4 times per month year-round.” Most grounds maintenance contracts I’ve worked with specify a level of service rather than an exact number of visits, so I want to confirm whether the “3–4 times per month” language is intended to be an enforceable performance requirement (i.e., a minimum monthly visit frequency), versus guidance to achieve the required manicured condition. My concern is that a firm could price this assuming fewer visits if the visit frequency is not enforced.
R1. Service is required 3 times per month during winter months (Nov. – Feb.) and 4 times per month during all other months (Mar – Oct).
Q2. Can the contractor equipment be stored on site?
R2. Contractor may place a storage shed onsite.
Q3. Can contractor equipment be charged on site (electrical access/charging locations available)?
R3. Yes, we have outlets available for equipment, but no electrical vehicle can be charged.
Q4. What is the lowest depth cut for the lawn?
R4. Areas need to have a manicured look, and not be scalped.
Q5. Area 1: According to the scope of work, it doesn't say anything about mulch. Is the contractor required to maintain the mulch?
R5. Mulch is not required, we will have our techs maintain the mulch.
Q6. Area 2: There are two rock areas. Will those areas need to be maintained by the contractor?
R6. Yes, areas with mulch and rocks need to be maintained, ( de-weeding, keeping the area cleaned of dead grass etc.)
Q7. What was the total award amount for the last award?
R7. This is a new contract.
Q8. Is Workman’s Comp required for this contract? We have three employees and In Florida, you are not required to have it if you have less than four employees. Also, is a Socio-Economic Certification required? I am a veteran owned business but do not have the certification.
