About this file

This document is an Amendment of Solicitation for a federal elevator maintenance contract (Solicitation No. 697DCK-25-R-00339) issued by the Federal Aviation Administration's Regional Acquisitions office. The contract covers elevator maintenance services for facilities in Nashua, Merrimack, and Manchester, New Hampshire, with a performance period from 10/01/2025 to 09/30/2026. This is a recompete of the previous contract (697DCK-20-C-00245), with key details including a $2,000 threshold for preventative maintenance and inspection service (PMIS) repairs, where work under this amount is covered, and work exceeding $2,000 requires coordination with the Contracting Officer.

The amendment includes a Q&A section addressing vendor questions about service terms, such as confirming that service calls are covered under the service agreement, including 24/4 response times, and clarifying that all calls should not be billed separately unless repairs are outside the contract's scope. The document updates the ZBW ARTCC address to 35 Northeastern Blvd, Nashua, NH 03062, and provides guidance on repair cost limits, emphasizing that vendors must obtain prior approval from the Contracting Officer for any work potentially incurring additional costs.

Q&A

1. Is there any incumbent/recompete or this is a brand-new project?

The previous contract no. is 697DCK-20-C-00245.

2. Are you able to share the results from the last time this was bid?

See above for the previous award number.

3. Section 8.0 Preventative Maintenance and Inspection Service- This sections states that repairs/replacements shall be covered under PMIS if the direct cost is under $2,000. Can you please confirm if this means that any other repairs over $2,000 are billable and anything under is covered?

Repairs over $2,000 would be billable, unless covered elsewhere in the contract.

Vendors would need to coordinate with the CO before performing any work that would incur additional costs.

4. Section 9.0- This section states “if the total direct cost of materials or time required exceeds the limit of PMIS, a service call will be issued to cover the required repairs” – Is the cap for PMIS $2,000 total for labor and materials or just the direct cost as stated in the section prior?

The total is for labor & materials.

5. Section 10.0 States that we can respond to service calls 24/4. Could you please confirm if these calls are covered under the service agreement? Would after hours calls be fully billable or the premium portion only?

These calls are covered under the service agreement and should not be billed separately. If the repairs necessary are outside the scope of the contract or exceed the contracted amount, then additional approval from the CO would be required prior to completing the work.

6. Will additional site visits be scheduled?

Additional site visits are not scheduled at this time. If there are any changes, the update will be
