This document is a Request for Information (RFI) for the QAS ARSR Embankment Repair project, Solicitation Number 697DCK-24-R-00355, issued by the Federal Aviation Administration (FAA), Eastern Acquisitions-AAQ-570, College Park, GA.

The project includes constructing a retaining wall system, retaining wall drainage, grading, and reinforcing areas around transformers at the Angel Peak, NV site. The FAA contemplates awarding a Firm Fixed Price Contract set-aside for small business concerns, with an estimated cost between $50,000 and $100,000 and a projected period of performance of approximately 60 calendar days. The NAICS code is 238140 - Masonry Contractors. The RFI provides details on the wall height, transformer area, and drainage, and states the contractor will hire a geotechnical engineering firm for the design. Proposals are due by July 31, 2024, with a possible extension to August 22, 2024. An optional site visit is scheduled for July 16, 2024.

REQUEST FOR INFORMATION

697DCK-24-R-00355 - QAS ARSR Embankment Repair Amended RFI Date: August 13, 2024, via SAM.gov

Original Bid Due: July 31, 2024 Extension: August 22, 2024

1. The retained height for the new wall was measured to be closer to 6’ tall, not 4’. This does not include the additional depth below grade for footing development. This will likely increase the overall project cost and should be noted in the design intent docs.

FAA: The 4’ above ground wall height mentioned in the Contract Documents represent minimum dimensions as called out in the documents. Therefore a 6’ tall wall above ground is in accordance with the minimum dimensions called out in the contract documents. Projected project cost includes the additional depth for footing development as well.

2. In order to avoid shoring/underpinning the existing transformer area, is the intent for the new retaining wall to be placed approx. 2-3’ out from the existing chain link fence, and then to infill the back side with engineered fill? It will be difficult to compact new infill at the overhanging fence.

FAA: The intent of the Statement of Work (SOW) is for the construction of a retaining wall to combat the erosion surrounding the transformer and ARSR facility on the northeast part of the building. Wall and backfill shall be placed in a manor that allows access to the transformer area gate. All other details are open to contractor and design team for constructability considerations and etc.

3. Onsite drainage generally goes either into the adjacent concrete building or off the north slope towards some existing under-roadway drains down the hill. Please provide a scope for drainage plan, whether it’s a new French drain system, pipe, or other.

FAA: The SOW opens the drainage design and plan to the contractor. Please proposal a drainage design that works for this project per SOW 1.1-E.

4. Can preliminary engineering plans be forwarded to the FAA for review and recommendation? Or receive approvals through the geotechnical firm that supplied the report included within the Statement of Work?

FAA: As outlined in the Statement of Work, the Contractor will hire any geotechnical engineering firm of choice for design purposes.
