About this file

This document is an amendment to a Request for Proposal (RFP) for the Skaggs Island VORTAC Stabilization Project in Skaggs Island, CA, issued by the Federal Aviation Administration (FAA).

The amendment provides responses to two vendor questions. The first addresses a discrepancy between the number of piles identified in the scope of work and the drawings, clarifying that 32 piles and foundation anchors are required, with an additional 4 optional piles. The second response provides the specific insurance coverage requirements for the contract, including minimum limits for automobile/truck liability, general liability, workers' compensation, and umbrella/excess liability. No other changes or updates are included in this amendment. The original RFP solicitation remains in effect, with a proposal due date of April 30, 2024.

Question: I'm told by our team that the number of piles identified in the scope of work does not match the number of piles on the drawing. Which is correct, please?

FAA Response: A total of 32 piles and foundation anchors are required to be installed. Four additional piles will be installed at FAA’s discretion and located in the field by the FAA Resident Engineer to accommodate conflict with existing mechanical equipment or underground utilities.

Question: I looked at the insurance clause that was cited,3.4.1-10 INSURANCE - WORK ON A GOVERNMENT INSTALLATION (OCT 2020), but it just said:

"(a) The Contractor must, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the 'Schedule' or elsewhere in the contract."

Could you please provide the insurance coverage requirements?

FAA Response: During the term of the contract, the Contractor and each subcontractor shall at their own expense, purchase and maintain the following minimum insurance requirements in companies properly licensed and satisfactory to the Contracting Officer:

Automobile and Truck Liability

$200,000 - bodily injury per person, not to exceed $500,000 per occurrence.

$100,000 - property damage per occurrence.

Comprehensive General Liability

$500,000 - Combined bodily injury and property damage per occurrence.

Workmen's Compensation

$100,000 or statutory, whichever is greater.

Umbrella or Excess Liability

$1,000,000 combined single limits bodily injury and property damage.
