About this file
This document is an Attachment to a Request for Information (RFI) for a federal contract opportunity. The RFI is for the "QRL ARSR Small Area Parking Lot Pavement" project, solicitation number 697DCK-24-R-00292, issued by the Federal Aviation Administration (FAA) Eastern Acquisitions-AAQ-570.
The project includes excavation, removal, and disposal of approximately 650 cubic yards of existing material, installation of aggregate base course and asphalt concrete plant mix for the pavement section, removal of the existing vehicle entry/exit gates, replacement of a motorized sliding gate, wireless controlled linear motorized gate operator, card reader system, and concrete gate operator pad. Additional site work includes replacing existing fluorescent lighting with new LED lighting. The government estimates the project cost to be between $250,000 and $500,000 with a period of performance of approximately 35 calendar days. The requirement is set-aside for small business concerns under NAICS code 237310 - Highway, Street, and Bridge Construction. Proposals are due by May 15, 2024 at 3:00 PM EDT.

Please confirm excavation of 650 CY is necessary for this proposal.
Assuming this is referring to the pavement section construction, per the project SOW for site improvements approximately five (5) cubic yards of excavation is anticipated. The measurement is approximated because it is based of a perfect cad world electronic drawing that may not fully resemble real word construction conditions.
Please provide specs for new card reader system to be installed.
The SOW does not limit the selection criteria for the card reader system. Card Reader systems that are readily available in the area of construction are desired. The SSC prefers a system that will work with the FAA badge, however, using a separate card for using the card reader system is the understood approach.
Please provide specs for new gate opener inside of the ARSR Facility.
The SOW also does not limit selection for the gate opener system inside the facility. Any readily available opener that is mountable to the interior walls and allows the user to open the gate for operations such as delivery from inside of the ARSR are acceptable.
Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
No. They can all be the same person.
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Technically Yes. However, the Period of Performance will start when the contractor receives a Notice to Proceed not at contract award.
Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Borings report shows sand and sandy clay beneath the ground surface. Assume excavation will be clear of rocks and obstructions.
