About this file

This document is an amendment to the Request for Offers (RFO) for the Denver (ZDV) ARTCC Xeriscaping Landscape-Remodel project. The amendment changes the proposal due date from April 23, 2024 to April 29, 2024, corrects a typographical error in the pricing clause, and removes non-applicable Buy American Act clauses. It also provides responses to 30 questions from potential offerors on topics such as debris disposal, progress payments, bid options, the site visit, irrigation system details, and landscaping requirements. The original RFO was for a firm, fixed-price contract estimated between $400K to $500K, with Davis-Bacon Act wage rates applying. The procurement is being conducted by the Department of Transportation Federal Aviation Administration Northwest Mountain Region.

Changes to the Request for Offers (RFO) Document

The FAA hereby amends the Request for Offers (RFO) document [e-file name, "RFO - 697DCK-24-R- 00185 Denver (ZDV) ARTCC Xeriscaping Landscape-Remodel"] for the above referenced solicitation as follows.

1. Ref. to all RFO-document locations which specify the “Proposal Due Date” as April 23, 2024, this date is changed to April 29, 2024.

2. Ref. Part I, Section B. Edit clause SA24 text to correct typo: At Clause SA24 Prices/Costs for Construction, change the clause where it reads, "Los Angeles Air Route Traffic Control Center (LA ARTCC)", to read, "Denver Air Route Traffic Control Center (Denver ARTCC)".

3. Ref. Part II, Section I. Delete non-applicable Buy American Act (BAA) clauses: The appropriated funding source for this project IS subject to Buy American PREFERENCE requirements, ref. Section I for clause “3.6.4-5 FAA Buy American Preference - Steel and Manufactured Goods (JAN 2023)”. But, the funding IS NOT subject to BAA requirements, therefore delete the following two clauses from Section I.

Attachment 2 to Amendment 0001 RFO 697DCK-24-R-00185 dated 2/20/2024

Denver (ZDV) ARTCC Xeriscaping Landscape-Remodel 4/09/2024

FAA's Responses to Questions from Potential Offerors

1. Do you require dump tickets for debris that's removed from the site?

FAA response: Please see the RFO document for full waste management requirements at the site, clause No. 3.6.3-22 Construction Waste Management, in Part II, Section I (clauses page no.

25).

2. Since we're a small business, will you allow progress payments as we move along in the project?

FAA response: The agency will pay progress invoices once every thirty days, ref. the RFO document for details at clause No. 3.3.1-31 Progress Payments, in Part II, Section I (clauses page

no. 13).

3. Since the exercise equipment is an optional part of the bid, do we just add a separate price to our bid?

FAA response: Ref. the RFO document at clause No. SA24 Prices/Costs for Construction, in Part I, Section B (clauses page nos. 1 and 2), annotate your pricing for “Exercise Equipment & Installation” at Table SA24.2 – Bid Options Items (i.e., the second pricing table, at the top of clauses page no. 2), at CLIN No. 010.

4. If the government does not award bid options at time of base bid award, please confirm they will not be awarded at a later date.

FAA response: For any Bid Options Items priced at Table SA24.2 (ref. FAA’s response to question No. 3, just above) which the agency does not include in the base contract award, if the FAA decides to add them to the contract at a later date, then they will be incorporated with a change-order modification, and the contractor will have an opportunity to update their pricing.

5. Can the site visit list please be provided?

FAA response: The contractor attendance list for the optional site visit is not available for distribution outside the government.

6. Can you please provide the linear footage of the Asphalt sidewalks?

FAA response: For 5 foot wide asphalt trails, total is roughly 2,980 linear feet.

7. Please provide a scope for tree removal. During the site visit we noticed that there were trees on site that were not listed on the map. For the trees not listed, are those to be removed? How many total trees are expected to be removed? If we're expected to remove trees, can we just cut down the stump 6 inches underground or do you require the entire stump to be removed?

FAA response: All existing trees either shown or not shown on plan to be protected and remain in place. Topsoil around trees still need to be removed and replaced with new xeriscaping surfacing.

8. With the exception of the POC on the RE Trailer, what aspects of the irrigation system remain intact?

FAA response: Refer to sheet C003. Sprinkler heads with hash pattern are designated for removal. Lines with dashed patterns are designated for abandonment in place. All irrigation lines with no designation are existing lines to remain in place to support future drip irrigation as necessary. Recommended modifications to irrigation system by Contractor are allowable to support drip irrigation for drought tolerant plants.

9. How is the irrigation system being re-purposed to run drip instead of the existing rotors in place? Can we assume that all existing sprinkler control valves are to be converted to a drip irrigation valve with pressure reducing filter (this would be common for a drip zone)? Can the filter be added to the existing valve or should the entire valve be replaced?

FAA response: There is no restriction in which method the Contractor chooses to repurpose the sprinkler system to drip. Pressure reducing filters are acceptable. Please note, if no plants are installed from the bid option, then no drip irrigation is necessary.

10. Please clarify the legend on the irrigation plan. There is a then black line on the plan, but there is no legend item to match. Please confirm the thin black lines on the plan are existing lateral sprinkler line.

FAA response: Thin irrigation lines with NO hatch patterns are existing lines. The thick new underground domestic water piping is only used for the vegetable garden area stemming from the RE trailer.

11. Additionally, some of these thin solid lines go into the parking lot. Please confirm these are existing lines to be demolished and abandoned. If new, they would require boring beneath the asphalt parking lot.

FAA response: Those lines extending to the parking lot are existing and do not need to be demolished for this project. It can be left in place.

12. Are the ball check valves shown on the existing lateral abandoned lines to be left in place? If they are to be capped, are the locations shown on the plan accurate and is they located in a valve box so they can easily be found?

FAA response: Yes, ball check valves are to be left in place. Irrigation plan is based on archived facility drawings and may not reflect exact locations of utilities. All locations are approximations, Contractor will need to verify locations on site.

13. The bid asks for an asphalt walkway, but we're concerned that since asphalt gets very hot in the summertime, it will kill the vegetation around the walkway, especially in the garden area. Asphalt usually gets about 30 to 40 degrees hotter in the sunlight in the summer. So, a 90-degree sunny day turns into 120-130 degrees around plants and vegetables. These will kill the vegetation at those temperatures. Also, since we're responsible for the vegetation health during the first 12-months, the vegetation is set up to fail. Considering this, please advise:

a. Will the FAA allow us to install deposed granite in the vegetable garden instead of asphalt?

FAA response: The existing perimeter walkway plan will remain asphalt but the immediate areas around the vegetable garden can be replaced with granite. For all other vegetation, the contractor can place plants far enough from the edge of the asphalt where heat will not be an issue, there is plenty of space on the interior. The xeriscape plan is a suggested layout with room for modifications based on site conditions. The trees should not be an issue since granite is already the chosen material for installation.

b. Can we plant flowers farther away from the pathway to hopefully allow cooler temperature to plant life?

FAA response: Yes.

c. Will the FAA waive the requirement for contractors to replace vegetation due to heat conditions around asphalt, since it's a heat conductor?

FAA response: Since this project allows for farther planting and granite substitution, this should no longer be an issue.

14. Can an existing landscape drawing be provided?

FAA response: There are no existing or archived landscape drawings available.

15. Can a demo drawing be provided?

FAA response: Currently, the irrigation demolition and abandonment of components in place are shown on C003. For earthwork, the entire west landscape in the designated work area includes full topsoil removal to prepare the landscape for new surfacing.

16. The landscape legend details 3” gravel and ¾” gravel, but the symbol is nearly identical and therefore cannot be differentiated on the plans. Can a new symbol please be provided or areas be more detailed?

FAA response: Please see the revised drawing—No. ZDV-1403757-C002, dated 4/09/2024— enclosed with this response (i.e., Attachment 3 to RFO Amendment 0001), which replaces the original drawing.

17. Is the government looking for a crushed stone or a rounded river rock gravel? There is no detail for either the 3” gravel or ¾” gravel to show depth of rock.

FAA response: 3” rounded river rock at 4” minimum depth. ¾” crushed gravel at 2” minimum depth. Subgrade should be fully covered in all landscaping locations and Contractor may increase depths as necessary to cover any exposed subgrades.

18. Please confirm existing light poles and bases are to remain.

FAA response: Light poles and bases to remain.

19. Please confirm existing electrical box and concrete pad near 17th Street on the north section of the plans is to remain.

FAA response: Electrical box and concrete pad to remain.

20. Please confirm signage in concrete sitting in the existing work area is to remain.

FAA response: All signage to remain.

21. Please confirm all benches and tables will be removed by the government prior to mobilization.

FAA response: FAA can remove benches and tables prior to mobilization.

22. Please confirm if existing bus stop station at south end of the project is to remain.

FAA response: This is the facility’s smoking shelter; this is to remain.

23. South of the existing trailer there is a xeriscaping near the bus stop. Please confirm this is to be removed.

FAA response: This is the facility’s smoking shelter; this is to remain.

24. Can the contractor lay-down area be located in the parking lot directly next to the project space?

FAA response: The staging area can be discussed during preconstruction meeting.

25. Can a section of the parking lot adjacent to the work area be blocked off during construction to prevent vehicle damage?

FAA response: This can be discussed during preconstruction meeting prior to mobilization.

26. Does the storm drain on the north side remain, or does it get relocated in this project?

FAA response: Storm drainage structures are not to be altered for this project. All inlets must also be protected from sediment runoff.

27. What are the limits of construction on the south side, far eastern edge? The plan cuts off before the bed terminates, presumably at the fence.

FAA response: The limits of construction on the south side includes all grass areas that leads up to where perimeter fencing makes an approximate 90 degree turn.

28. Is the existing grade what is intended for final grade, or is there any type of contouring/berming required in the final product?

FAA response: Existing grades is intended for final grade. If during construction, it is determined that existing grades will induce flooding or ponding to the facility, changes to the grades can be proposed by the Contractor.

29. Would consideration be taken to remove the requirement for the entire area to be excavated and stripped? Would the government accept using a tractor disk, Rototiller or combination of both to till in the existing grass? We would rake out and remove the remaining chunks of grass.

FAA response: The means and methods of removing/stripping topsoil is up to the Contractor as long as they can confidently prevent regrowth of grass to the greatest extent possible. With the use of heavy equipment, the Contractor must protect all existing facility structures such as curbs, pavements, and markings and restore any areas disturbed by construction to their original conditions. Prior coordination will be needed before any machinery can enter the facility.

30. Please confirm if a weed barrier is required. If so, please provide a spec.

FAA response: Weed barrier is required. Commercially available 6 ounce (or heavier) nonwoven geotextile fabric to be used in all places where new landscaping and asphalt trails are installed.

31. Section 3.5 topsoil stripping - A says contractor to determine depth to remove topsoil. B says to remove topsoil to a depth of 6 inches in a manner to prevent intermingling and underlay, subsoil or other materials. Please confirm if we are to remove 6” of topsoil or if it is at the contractor’s discretion.

FAA response: For cost estimation purposes, use 6” stripping depth to account for full grass and grass root removal. For actual construction, it is up to the discretion of Contractor to determine depth of topsoil removal as site conditions may vary depending on thickness and maturity of grass root growth. Grass regrowth must be prevented to the greatest extent possible when determining removal depth.
