1. “Can you verify the location of the CWS/CWR connections and HWR/HWS connections, when looking at the front of the unit? You have a note-4 that says provide with left hand coil connection. I’m just seeing if that is facing the unit, my left/unit right, or vice versa.”
Answer: Computer Room Air Handling Unit Schedule Note 4 on Drawing M601 is referring to AHUs 6, 7, and 8.
The CHWS/R connections should be on the left hand side of the unit if you are facing out from the unit, in the same direction as the control panel and air discharge are facing. The HWS/R should remain on the back right of the unit as is standard. See Mechanical Plans on M101, and Mechanical Detail Plans on M102 for a graphical representation.
2. Please tell us who the ARTCC uses for the AHU and HVAC controls. Contact information would be helpful.
Answer: Facility Automation is the contractor that has been used prior. Rich Frey rfrey@jaxcontrols.com
3. Are there any asbestos materials or lead paint in the areas where this Contractor will be working?
Answer: No There is not asbestos or lead paint in the work area.
4. Do the weeks long facility closures at Thanksgiving and Christmas/New Year count against the 150 day Period of Performance?
Answer: No, please refer to Clause SA35 FAA HOLIDAY MORATORIUM
No work shall be scheduled or take place during the week of and the weekend preceding the following holidays:
Thanksgiving, Christmas and New Year's Day. Only emergency work to restore critical services to the facility will be considered and a moratorium waiver must be submitted and approved. The moratorium period will not be counted against the contract construction duration for the project.
5. Will the NTP be issued before delivery of the AHU Replacement Units?
Answer: Refer to Page 18 : We addressed this in the clause itself that the NTP will be dependent upon delivery dates.
3.2.2.3-71 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (OCT 2021) -
ALTERNATE I (OCT 2021)
The Contractor (you) must
(a) begin work under this contract within 10 calendar days after the date you receive the notice to proceed,
(b) perform the work diligently, and
(c) complete the entire work ready for use not later than 150 calendar days. The time allowed for completion must include final cleanup of the premises.
(d) The completion date is based on the assumption that the successful offeror will receive the notice to proceed by April 2024 - depending on lead times of units. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds to FAA within the time specified in the offer.
6. If I understand correctly there is supposed to be use of temporary chilled water piping and piping under the flooring. Please provide pictures of the areas to be utilized by the prospective Contractor. Specifically, please provide pictures/information concerning where to install temporary chilled water pipes.
Answer: There is no need for temporary chilled water piping. All chilled water and hot water piping is in the trench behind the units under the floor.
7. Please confirm that there is nothing located in the HVAC room except for the AHUs and associated piping.
Answer: This is a sensitive electronics equipment space. There is sensitive electronic equipment existing in the space. Contractors are not to disturb or damage or interrupt service to sensitive equipment.
8. In Section 01 11 00 1.1 A. 1.h. states "provide new soldered copper piping..." Please confirm copper piping and size.
Answer: See Drawing M102 for piping sizes.
9. On Specifications page 01 11 00-1, GC is expected to work during day times 07:00 AM to 5:00 PM. Can GC work these hours Monday-Friday excluding Federal holidays?
Answer: The intent is for 4 ten-hour workdays each week. Coordinated additional work hours with COR after contract award.
10. the Drawings are misleading is no where near the bottom line. The room where the AHUs are located is a SERVER ROOM that also houses the AHUs. NO servers or other equipment are reflected in the Drawings? Will this be corrected?
Answer: This is a sensitive electronics equipment space. There is sensitive electronic equipment existing in the space. Contractors are not to disturb or damage or interrupt service to sensitive equipment.
11. Contractors were not able to see and record what the existing AHUs are. what make and model are the existing AHU units? Are all 5 identical?
Answer: Existing units are Liebert FH422C-A. They are all currently the same, however, review the contract documents as the new units will not have all of the same connection locations.
12.: Is entry for regular employees going to be easier on a daily basis? How many employees (if any) will be badged (is badging still a "thing" with the FAA and the Atlanta security office)? How many employee vehicles will be permitted in the Contractor onsite parking area?
Answer: The FAA will badge Project manager, superintendents, and subcontractor Foreman. Awarded contractor will be required to provide a list of employees that will be onsite each week for the guard desk. Parking will be available for contractor employees.
13. no deadline for submission of RFIs/Questions was mentioned - either in the Solicitation documents or at the Site Visit. Generally, you permit questions to be submitted up to a week before the Due Date for Submission of Proposals. In this case that would be COB Thursday, 8/24. Is that true for this project?
Answer: Refer to Section L
L.5 SOLICITATION CLARIFICATION TO PROSPECTIVE OFFEROR
Prospective offeror desiring an explanation or interpretation of this solicitation, specifications, etc., must request it in writing at least five (5) days prior to the date specified for receipt of proposals. Oral explanations or instructions are not authorized, and shall not be binding for contract purposes. The Contracting Officer is the only person authorized to issue clarifications, interpretations, or changes to the specifications.
14. Does the FAA/ZJX have a preferred or required Controls firm? I note that there is not a Controls Section of the Specifications document.
Answer: Refer to Question #2 above
15. I have not seen a requirement or preference for the new AHUs. Is that found in the Drawings and/or Specifications? If so, is it Name Brand Only or will "equals" be considered?
Answer: Requirements for AHUs are in the contract documents. See Specifications section 23 81 23, of particular note is Part 2 describing approved manufacturers. See also drawing M601 Computer Room Air Handling Unit Schedule.
