SIR Response Formatting

• RFP L-1.a mentions "Section A, Solicitation, Offer, and Award" and instructs us to complete the offer portion along with pricing. However, Section A of the RFP is Solicitation/Contract Form. Is RFP L-1.a simply referring to the SF-1449 and Continuation Sheet? Please sign page 1 and return along with pricing on pages 2-3 (continuation sheets).

• RFP L-1.a to L-1.j: Does the FAA want all the Required Documents submitted in one volume? Or, should price be separate from everything else? It’s your preference.

• RFP L-1.f mentions "personnel with resumes." Can the government please elaborate on whose resume should be included (especially considering EO 14055 will apply for current staff)? Each company is structured differently, so it would be difficult to specify titles/positions/roles. The requirement is to provide the resumes of those personnel “your firm has available, and plans to commit, to service this contract.”

• RFP L-1.f and L-1.g both request financial information. Can the government please elaborate on the difference between the two? There’s no specific format required for either response. The information can overlap depending on the structure of your organization. However, section L-1.f requires a “summary of resources… your firm has available, and plans to commit, to service this contract.” And section L-1.g requires “financial statements… sufficient to enable the Government to evaluate your firm’s financial condition and responsibility.”

• Attachment J.4 Form - Contractor Staffing Access Questionnaire: The form states to complete and return, but it does not designate when this information is needed and this attachment is not mentioned in the RFP or SOW. Please clarify. Submission of this document is not a requirement for consideration or evaluation. However, it is required of the successful offeror at the time of award.

• Is this an SDVOSB set-aside? Yes.

Wages & CBA

• Beyond the state and federal minimum wage, is there a prevailing wage, living wage ordinance, local mandated wage, or contract-specific wage? No.

• Can you issue the CBA documents so we can have accurate current hourly rates, H&W benefit obligations, etc.? All available CBA information has been posted.

• Is the current Collective Bargaining Agreement going to be provided to allow for accurate pricing of wages and benefits? All available CBA information has been posted.

• The CBA attached with the RFP is just one page from a Wage Determination that states “In accordance with Section 2(a) and 4(c) of the Service Contract Act, as amended, employees employed by the contractor(s) in performing services covered by the Collective Bargaining Agreement(s) are to be paid wage rates and fringe benefits set forth in the current collective bargaining agreement and modified extension agreement(s).” In order for offerors to allocate for correct wages and fringe benefits in our pricing, as well as have all submissions portraying equal conditions, could the FAA please provide a complete copy of the current CBA? All available CBA information has been posted.

Licensing

• Would the Government consider moving the license requirement to contract to start instead of the proposal submission date? No.

• Will the Government allow the use of a subcontractor’s State of Georgia license if a signed letter of commitment from both parties is included in the proposal? Only the prime contractor’s qualifications will be evaluated.

Staffing

• What length of time will the government provide for transition? The contract period of performance is scheduled to begin on 10/1/2023.

Training

• Will there be any required training for guards prior to covering shifts at the various locations?

Like orientation/site specific training? Site orientation will be provided to Contractor.

o If so, are these hours billable to DOT-FAA's Southern Regional Office in addition to the set hours mentioned in the solicitation? No.

• Is space to conduct classroom training and hands-on training provided on site? Yes, there are conference rooms available on site.

Technical

• Are there any significant changes to coverage between the previous contract and this opportunity? (a change in hours and/or post positions?) No.

• How are the Officers on weekends, evenings and nights supposed to be relieved for breaks/lunches when there are only 2 officers posted on site since they can't leave their posts? Relief for breaks/lunches is required by the vendor in accordance with SOW 16.1.

Determination of how relief is to be provided is to be made by the Contractor.

• SOW C.12.1: What kind of weapon are incumbent guards currently carrying (9 mm or .40 caliber) and, if available, what brand of weapon? This information will not be disclosed.

• SOW C.13.1 states, "For facilities in a state with no state certification requirements, the contractor must provide a training plan for CSOs." Since Georgia has a state requirement for security guards to have a license with required training, does this mean that a training plan for the subjects listed in C.13.1.a through C.c is not required for this contract? No, training plan is required that includes C.13.1 and does not conflict with Georgia’s state requirements.

• If the training subjects in C.13.1.a through C.c are required to be provided by the contractor, does the FAA require a specific length of time for the training? No, contractor is to define length of training to ensure proficiency and knowledge of the CSOs.

• SOW C.13.2: We understand that CSOs must take both state required refresher training and the 20 hours of refresher training as required by this contract. Does the 20 hours (with 8 hours being firearms training and qualifications) need to cover all the subjects listed in C.13.1.a through cc? Yes.

• SOW C.13.3: Is there an initial Government-provided training for the x-ray machine and other screening equipment? Or, is this what is being referred to in SOW C.13.1.t (Security Management Systems)? No, contractor to provide training for the x-ray machine and other screening equipment.

• SOW C.13.3: How often is the x-ray operator testing provided? Is it completed on the job?

Testing is weekly as part of practice on the x-ray machines. Subsequent testing is as necessary and is completed on the job.

• SOW C.16.1 states that pre- and post-shift briefings (i.e., guard mount) is part of what the government calls "Post Associated Time (PAT)" which is included in the 40-hour work week. We assume this means that any task normally conducted during a pre-shift guard mount will need to be conducted during the guard's on-post duty time. Please clarify. Per the SOW C.16.1, “The facility COR will determine shift start/stop times in conjunction with the FM and this SOW.”

• SOW C.17.1 states a Program Management Plan is required and SOW C.17.2 states a Transition Plan is required. However, neither section says when these are due. Can the government please provide a timeframe for when these are due after award? Both sections state 15 days prior to contract start date.

• What are your Key Performance Indicators? The SOW specifies the requirements of the contract.
