Questions & Answers for Solicitation #697DCK-23-R-00036 (MSP ATCT/TRACON-GUARD HOUSE & MIC-STP-FCM ATCT's Janitorial Services, MN)

Q1. Do you know roughly how many employees work in each facility?

ANSWER: The FAA does not have a set number of employees in the building each day. Numbers will fluctuate day to day for varying reasons: telework agreements, reassignments, union agreements, meetings etc. The site visit allowed each company to walk thru the office spaces to see the layout to assist all contractors in preparing a proposal. The SOW will provide you with the square footage of the facilities as well as the areas that would be cleaned: daily, weekly and monthly. ALL work is required in the SOW regardless of the number of employees in the facility on a daily basis.

Q2.Can you provide floor plans for each facility?

ANSWER: Yes floor plans can be provided for the awarded contractor.

Q3. Who is currently doing the window cleaning?

ANSWER: Answer will be provided when available

Q4. Does the window cleaning company have to union?

ANSWER: Answer will be provided when available

Q5. Who is the current company doing all the cleaning?

ANSWER: Allied National Services

After acceptance of the quality control plan, the contractor must receive the Contracting Officer's (CO) acceptance in writing of any proposed change to their QC system.

Interference with Government Business: The contractor must schedule and arrange work so as to cause the least interference with the normal occurrence of government business and mission. Contractor's employees will be required to interrupt their work to allow passage of personnel, equipment, or carts. When cleaning of a public traffic area (i.e., lobbies or corridors) results in a temporary hazard of wet/slippery floors, housekeeping personnel must use parallel wet mopping or cleaning procedures.

Quality Assurance: The government must evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

A janitorial supervisory inspection shall be conducted by a supervisory contractor to insure that the scope of work is completed to the CORs/Fac.POCs satisfaction. This inspection shall be coordinated with the COR/Fac.POC and will occur once per month. The inspection must be scheduled in advance with the Fac.POC.

If for any reason, the contractor is unable to complete any requirement at the designated interval or date, due to circumstances beyond the contractors control, the contractor shall be required to notify the COR/Fac.POC in writing (email is acceptable) within twenty four hours.
