1. DXR Existing Conditions

The following overview of the existing conditions at the DXR ATCT and Base Building provides a summary only and is not intended to be a comprehensive listing of features which must be considered in execution of this project.

A. Configuration – DXR is a critical National Air Space (NAS) operational control facility which includes an airport traffic control tower (ATCT) and administrative functions for the Federal Aviation Administration. The facility consists of the following:

a. ATCT (Hunt/Avco Standard Design) (constructed in 1973)

b. Base Building (constructed in 1985)

The primary work for this project extends throughout all buildings including the ATCT and the Base Building (see Attachment 2A for Diagrams).

B. Construction

a. Construction Type – The ATCT is defined as Type IIB construction and the Base Building is identified as Type IIIA construction as defined by the International Building Code (IBC) [according to Jacobs Condition Assessment Report dated 02-2005].

b. Fire and Smoke Walls, Barriers, Partitions – The ATCT and Base Building facility contains numerous barriers which are maintained to comply with minimum requirements, for the protection of employees, mission and the facility. These barriers include, but not limited to:

i. Fire Wall – Separating the ATCT and the Base Building

ii. Shaft Enclosures – ATCT electrical shaft

iii. Critical Area Enclosures – National Air Space equipment and control areas in the ATCT

iv. Exit Enclosure – ATCT exit stair enclosure

v. Floor Assemblies – ATCT floors (non-fire rated / smoke resistant)

vi. Incidental Hazard Enclosures (storage, etc.)

C. Accessibility Requirements – The ATCT has been maintained to meet the requirements of the ABA Architectural Barriers Act (ABA), 2004. Per ABA, 2004 ed., F206.2.3 Exception (5) an accessible route is not required to serve the Cab and the floor immediately below the Cab in the ATCT.

D. Fire Alarm System – The existing fire alarm system has been designed and installed to meet the requirements of NFPA, as well as unique FAA requirements and guidance documents. Modifications to the system for this project will conform to the same guidelines.

a. Fire Alarm Control Unit (FACU) – The existing fire alarm system is an addressable Simplex 4010 system installed in 2000.

i. One (1) fire alarm annunciator is provided in the Cab.

b. Notification Appliances – Occupant notification appliances consist of horns, strobes, and combination horn/strobe notification appliances.

i. Audible notification appliances are not located within the Cab.

ii. Visual signals within the Cab consists of a flashing incandescent light with a red lens.

c. Initiating Devices – Initiating devices include manual pull stations and smoke detectors.

i. In accordance with FAA Design Guidance documents, smoke detection is provided throughout the buildings.

d. Emergency Control Function Interfaces – Critical emergency control functions are accomplished through the fire alarm system as follows:

i. Stair Pressurization Control per NFPA 92 (no Supervision currently;

to be added under this upgrade)

ii. Door Hold-open Device Release per NFPA 101

e. Fire Alarm Circuits – All fire alarm signaling line and two (2) of the notification appliance circuits are routed and wired as Class A in accordance with NFPA 72. Two (2) of the notification appliance circuits are routed and wired in a Class B fashion [these are assumed to be installed for the Base Building circuits].

f. Central Station Alarm Monitoring Service – Alarm, trouble and supervisory signals are monitored through a digital alarm communicator transmitter (DACT) which transmits signals to a central station service via dual (loop start) telephone lines (a DACT with a cellular device will be added as part of this upgrade). No runner service is provided.

g. Electrical Power Supply - The fire alarm system is supplied with primary 120-volt power with integral battery power.

E. Fire Suppression – Fire suppression and extinguishing is accomplished as follows:

a. Manual Hand-Held Extinguishers

2. Statement of Work

The contractor shall be responsible to conduct all verification necessary to confirm design details, site conditions and submittals / installations represent code compliant configurations. Furthermore, the contractor must adhere to all FAA requirements to assure the health and safety of the Agency employees and the critical National Air Space operations, including all prevention mandates and requirements related to the pandemic.

2.1. Fire Alarm System Scope of Work

Equipment, materials, installation, workmanship, inspection and testing provided to accomplish this fire alarm scope of work shall be in strict accordance with the required and advisory provisions of NFPA 72, NFPA 90A and NFPA 70, except as modified in these design documents. Also see Attachment – Specifications.

The fire alarm system Scope of Work results in a new fully functioning fire alarm system accomplished by providing and installing a new fire alarm control unit (FACU), new fire alarm system wiring, and new fire alarm system field devices. The fire alarm system means of transmission being one telephone and the secondary replacement will be a phased installation with the main approach reusing existing conduit, as much as possible. A new digital alarm communicator transmitter (DACT) with the primary means being a cellular module.

The new FACU, DACT and all electronic components shall be pre-programmed and bench tested prior to installation. The purpose of pre-programming is to make the cutover of the existing equipment and circuits to the new FACU as efficiently as possible. The purpose of the bench test is to ensure that the installed equipment is proven functional and not faulty prior to the cutover process. The new FACU will have new bypass switches programmed and identified on the front panel display.

Included in this fire alarm scope of work are replacing, retaining, removing and adding new system components and features fire alarm service, which must be listed by Underwriters Laboratories Inc. (UL) or where UL listing is not available, FM approval, as follows:

C. Removing Existing Fire Alarm Devices, Equipment, and System Infrastructure

a. Remove Notification Appliances: 1 horn/strobe installed inside the stairwell on the second floor of the ATCT; 1 horn/strobe installed inside the stairwell on the third floor of the ATCT.

b. Remove Annunciator: 1 Silent Knight DACT annunciator installed on the sound absorption panel in the Cab.

c. Remove Magnetic door hold-open devices: 1 located at the Link door leading to the ATCT; and 1 located on the ATCT C-3 Level at the door to the Cab stair.

D. Adding New Fire Alarm Devices, Equipment, and System Infrastructure:

a. Add digital cellular DACT transmission: 1 with other transmission via phone line, complete with conduit and conductors; identify the telephone line that is connected to the fire alarm system, label it as connected to the fire alarm system with the current date, and remove any existing label on telephone lines that are not connected (or being removed from) to the fire alarm system. Refer to specification 28 31 00 Fire Alarm and Detection System.

b. Add Monitor Modules: 2 new modules for monitoring future UPS Trouble and Activiation conditions in the Equipment Room on the first floor of the ATCT; 1 new module for fan running (with fan sail switch), 1 new module for stair pressurization fan power (with power monitoring relay), and 1 new module for damper position (with damper position device) at the top of the stair on the third floor of the ATCT.

c. Add Control Modules: 1 new control module for the door hold-open device release throughout the facility; 1 new control module to cut power to the fresh air louver under the stairs on the first floor and the third floor of the ATCT; 1 new control module to interface to the E/G on the first floor of the ATCT (Refer to specification 28 31 00 Fire Alarm and Detection System);

1 new control module for stair pressurization system fan on/off control at the top of the stair on the third floor of the ATCT; with conduit, conductor, and terminal strip as necessary.

d. Add Transient Voltage Surge Suppressors: Approximaely 2, one each for FACU AC Power and DACT primary telephone line.

e. Add Notification Appliances: 1 new strobe in the base building Equipment Room; 1 new strobe in the base building Men’s Room; 1 new strobe in the base building Women’s Room; 1 new strobe in Break Room on the second floor of the ATCT; 1 new strobe in Toilet on the third floor of the ATCT; 1 new strobe in Junction Room on the third floor of the ATCT; with conduit, conductor, and terminal strip as necessary.

f. Add Fault Isolator Modules: New fault isolator modules to be installed so that the addressable devices in the base building are separated; one will be installed at the first floor, the second floor, the third floor, and the Cab, thus limiting the quantity of lost devices on the SLC – Anticipated installation of at least 6 isolator modules; with conduit, conductor, and terminal strip as necessary.

g. Magnetic Door Hold-Open Devices: ones that do not operate properly, as identified herein

E. Relocating Fire Alarm Devices:

a. Relocate the red lens in the Cab so that it is not installed under the consoles; coordinate final location with the FAA, includ conduit, conductor, and terminal strip as necessary.

F. Changing Existing Fire Alarm Devices:

a. Changing Notification Appliances: 1 horn/strobe in the Administrative Area in the base building to a strobe; 1 horn/strobe in the stair on the first floor of the ATCT to a strobe; with conduit, conductor, and terminal strip as necessary.

Contractor Deliverable(s): The fire alarm system Scope of Work will result in a new fully functioning fire alarm system installed to serve the subject buildings at the site, as described, with the following additional deliverables and efforts:

A. Shop drawings, contractor record drawings and other submittals required by this design, within the time frames noted

B. Set of as built drawings showing all new and existing wiring, conduit and device locations and quantities:

a. As-builts are to be created by the contractor using FAA provided building layouts.

b. Contractor shall provide 3 sets of full-size as-builts to the facility and 2 USB drives containing the final PDFs of the as-builts and editable digital AutoCAD drawings.

C. NFPA 72 Final Acceptance Testing and documentation D. Support, coordination and accommodation of FAA Construction Progress

Inspections and Operational Risk Management activities E. Warranty all new equipment and systems as required by this design for a period of one year, beginning from the date of final acceptance by the FAA F. Warranty period inspection, testing and maintenance (ITM) services and emergency service for one year after the date of final acceptance by the FAA G. Complete information and record drawings describing and depicting the entire system as installed including all information necessary for maintaining, troubleshooting and/or expanding the system at a future date

2.2. Fire Protection & Life Safety (FLS) Scope of Work

A. Restore All Finishes and Barriers Impacted to Original Condition

a. Patch, paint, repair, refinish or replace all walls, floors ceilings and surfaces impacted by the work or work activities to original condition.

i. Damaged ceiling tiles and supports must be replaced.

ii. Paint and finish color and texture must be approved by the FAA.

b. Firestop all new penetrations and existing penetrations identified herein with UL Certified through-penetration firestop assemblies suited for the

Design Data Handbook DDH - 9 specific installation conditions and to meet the required rating of the barriers penetrated.

c. Replace sound absorbing panel on the wall in the Cab where the two annunciators existing, but only one is being replaced. Coordinate with the FAA on the manufacturer, color, and product.

Contractor Deliverable(s): The FLS Scope of Work will result in fire resistance rated barriers and other finish repairs.

A. Shop drawings, contractor record drawings and other submittals required by this design, within the time frames noted

B. Support, coordination and accommodation of FAA Construction Progress Inspections and Operational Risk Management activities

C. Warranty all new equipment and systems as required by this design

3. Schedule & Phasing Plan

A. The project schedule presented herein has been developed considering the following (See Attachment 3A for a detailed Schedule and Phasing Plan):

C. The project Schedule contained herein establishes a conservative, linear approach to execution of the project, thus depicting single work areas without including primary concurrent work efforts in multiple areas or levels.

D. The contractor may propose a different written work plan and schedule with concurrent activities in multiple areas with written Operational Risk Management (ORM) initiatives, which are approved by and fully coordinated with the Resident Engineer.

E. While contractor activities in any part of the facility which are improperly executed, accomplished, or coordinated can impact critical NAS operations, the project Phasing Plan requires the contractor to:

a. Establish and implement risk management measures

b. Initiate construction in less sensitive areas

c. Progress to more operationally sensitive areas once procedures and risk management measure have been proven through performance

d. Provide the contractor schedule and phasing plan to:

i. Limit work activities in or impacting Control Areas, NAS Electronics Equipment Areas to third shift times between 9 PM and 6 AM.

ii. Coordinate access to those areas identified above, office spaces, and other normally occupied areas 5 business days in advance of the required access.

iii. Ensure all fire alarm system and other facility features impacted by the work are restored to operational condition at the end of each workday and while system is in test mode.

iv. Ensure the fire alarm system is never out of service for more than 24 hours.

4. Impairment Plan

4.1. Introduction

The Danbury Municipal Airport (DXR) Airport Traffic Control Tower (ATCT) and Base Building are served by an existing Simplex 4010 fire alarm and detection system. This project removes and replaces the fire alarm control unit (FACU), the fire alarm system wiring, and the fire alarm system field installed devices and results in an upgraded fully functioning fire alarm. As this is a phased device-for-device replacement and the reuse of existing conduit will be to the full extent as possible.

The fire alarm upgrade includes development of new programming for the fire alarm to control the stair pressurization system, release magnetic door hold-open devices, and perform and monitor other critical life safety functions. This project also includes firestopping of through-penetrations, patching, painting and repair resulting from the fire alarm system work and installation.

This design requires the contractor’s implementation to avoid or limit any planned outages to the absolute minimum, prevent unplanned outages, and provide mitigations to address either. As part of the risk management efforts these mitigation plans have been developed to streamline mitigation implementation, in the case of temporary service outages involving the fire protection and life safety features and systems serving the facility such as temporary service losses of systems or portions thereof, including:

• Fire alarm

• Stair pressurization systems

• Fire and smoke barriers throughout

• Means of egress

All fire protection and life safety systems are expected to remain operational throughout the effort. Any impact the effort has on these or other systems and features, such as temporary loss of stair pressurization control, fire alarm outage, or temporary obstruction of egress components, shall be communicated with the Resident Engineer (RE) for appropriate action as described herein.

4.2. Applicable Laws, Codes and Standards

This impairment plan is designed to meet the requirements of the following:

• The Federal Aviation Administration (FAA) Master Fire Alarm Specification.

• Danbury Municipal Airport (DXR) Airport Traffic Control Tower (ATCT) Fire Alarm

System Replacement scope document and Contract documents

• NFPA 70 – 2020, National Electrical Code

• NFPA 72 – 2022, National Fire Alarm and Signaling Code

• NFPA 92 – 2021, Standard for Smoke Control Systems

• NFPA 101 – 2021, Life Safety Code

4.3. Scope of Impairments

The existing fire alarm system will generally be partially impaired due to this project’s ‘remove and replace’ scope as detailed in the project statement of work. Specifically, the existing FACU and the fire alarm system field devices are to be removed and replaced with new devices in a phased approach.

Except for short durations for the cut over of devices, all detection and integrated systems (e.g., stair pressurization, etc.) are to remain operational. The fire alarm system as a whole will remain active throughout the upgrades and will not be removed from service for any time exceeding 8-hours (based upon a written contractor installation plan) during the project.

During the installation of the equipment, components, and materials involved in these upgrades, ATCT operations will remain continuous, and the floors will remain furnished and occupied. During any impairments, if the RE after consulting with the ATCT Manager determines that occupant safety is at risk, the RE can utilize the Interim Measures documents provided as Attachments 4A, 4B and 4C to this Impairment Plan.

4.4. Goals and Objectives

The goal of this impairment plan is for the building to remain operational and occupied during the Fire Alarm Upgrade project. In order to meet the goals, there are four objectives that need to be met. They are:

• Maintain fire department notification of a fire during impairments.

• Maintain occupant notification of a fire during impairments.

• Maintain fire detection.

• Maintain life safety system controls.

Each of the objectives is discussed in detail below.

A. Maintaining Fire Department Notification

During impairments, an objective is to maintain fire department communications. The existing fire alarm control unit (FACU) is networked to other fire alarm system equipment off-site and arranged to get appropriate information to Fire and Rescue stations.

During installation of new fire alarm system components and devices, an objective is to notify the fire department of the impairments and notify the off-site monitoring location that the fire alarm system will be taken offline.

Prior to work, the fire department will be included in the distribution of impairment notifications called and notified of the systems that will be impaired and when they will be impaired.

During the time when the fire alarm system is impaired and the off-site monitoring location will not automatically receive signals, human action is required. While the equipment is being installed, project personnel will be stationed at the FACU to monitor any and all alarm conditions that may occur. If an actual fire condition occurs while the system is offline, the project personnel monitoring the FACU will immediately inform the FAA Point of Contact via cell phone or radio. The FAA Point of Contact will then notify all tower occupants, the fire department, and the monitoring station of the fire condition.

B. Maintain Occupant Notification

An occupant fire alarm notification plan must be maintained at all times. The fire alarm contractor shall notify the on-site representative (Resident Engineer – RE) when any system impairment is to occur. It is noted that any impairments of the fire alarm system must be isolated to a limited number of interface devices, based upon the installation plan. As a result, fire detection related alarm events in other portions of the facility, or other alarm events of any nature will result in notification of occupant throughout the facility, whether it is served by the existing system or the new system. It is the responsibility of the fire alarm contractor and the RE to post, for all occupants to read, the date and time of when the fire alarm devices and appliances are to be taken offline, should such an event occur.

C. Maintain Fire Detection

In the ATCT, fire detection will be provided on all floors other than the area undergoing fire alarm modifications. In instances where construction poses a risk of nuisance alarms due to dust and debris, the existing smoke detectors, on the floor of construction only, shall be protected by protective dust covers. Manual fire alarm boxes will remain active on all floors other than the area undergoing fire alarm modifications. All integrated systems (e.g., stair pressurization, and door closure) will remain active on all floors other than the area undergoing fire alarm modifications (see Maintain Emergency Control Functions below).

During fire alarm system installation multiple floors are not permitted to be impaired simultaneously. Impairments of fire protection systems shall be avoided, documented, approved, and managed in accordance with this Plan.

D. Maintain Emergency Control Functions

Fire protection emergency control functions, such as stair pressurization control, door closure, etc. will require intermittent planned outages to accommodate the transfer of control between the existing and new fire alarm system devices. Such outages must be specifically planned, scheduled and mitigated in writing with the RE. All planned and mitigated emergency control function impairments must be less than 8-hours in duration and the contractor will be responsible for collaborating with the FAA to implement necessary mitigations. Additionally, the contractor shall restore all outages prior to the close of each workday.

Impairments of fire protection systems shall be avoided, documented, approved, and managed in accordance with this Plan.

E. Impairment

During the remediation and improvement work, there should not be any interruption in fire detection and notification to the floors not under construction (except for the short periods to make final connections to new or relocated equipment). However, if there is an interruption (due to construction work that will create a great deal of dust and debris), the following steps shall be taken to minimize the amount of time that the fire alarm system is impaired, as follows:

1. The existing smoke detectors in areas where construction activities may create dust, shall be covered with protective dust covers, thus minimizing the response of the smoke detector to dust and debris.

2. At no time shall more than one floor of detectors be covered.

3. Under no circumstances shall protective dust covers remain on the existing smoke detectors overnight.

4. Under no circumstances shall the existing manual fire alarm boxes on other floors not under construction be disabled or blocked.

5. The ATCT staff shall have instructions that if a fire is reported during an interruption (impairment) in the fire detection and notification, they shall immediately call 911 for emergency assistance. At no time shall a staff member treat an alarm signal as a false alarm unless the system is being tested. If necessary, a Fire Watch will be invoked.

6. The fire alarm system shall not be generally impaired on the same floor that other construction work is taking place during these upgrades.

During the project the fire alarm system or its interfaces to other equipment shall not be permitted to be impaired without specific approved interim measures. The Contractor shall work efficiently as possible to avoid leaving any areas unprotected for an extended period. All impairments must be reviewed by the RE prior to the impairment and any interim measures required must be determined based on the extent and duration of the impairment. If at any point any one of the following occurs the contractor shall be responsible for providing a fire watch:

1. A full fire alarm system (any level or portion thereof, which is a system) is out of service for more than 8 hours in a 24-hour period, or

2. More than a full floor (any level or portion thereof) is out of service.

In accordance with NFPA 72 (including the Annex), a fire watch should consist of trained personnel who continuously patrol the affected area. The fire watch should have ready access to fire extinguishers and the ability to promptly notify the fire department.

During the patrol of the area, the person should not only be looking for fire, but making sure that the other fire protection features of the building such as egress routes and available fire protection systems and features are available and functioning properly.

There should not be any interruption in the existing fire alarm services, except for planned down time to complete the remediations and modifications. However, if there is an interruption due to unforeseen circumstances the impairment must be reviewed with the RE to determine required interim measures.

4.5. Required Personnel

The Contractor shall designate one person to communicate to the CO, the RE, and the fire department on the progress of the fire alarm system replacement, the fire alarm component installation, and any planned impairments, minimally, on a week-to-week basis.

The occupants of the ATCT must be familiarized with the project to the extent that they know which floors of the building are under construction. The ATCT staff shall have instructions that if a fire is reported they shall immediately call 911 for emergency assistance. At no time shall a staff member treat an alarm signal as a false alarm unless the system is being tested and they have been so notified.

4.6. Requirements of Contractors

The Contractor chosen for the installation of the fire alarm system and other fire protection features is required to read and understand this plan. The Contractor is also responsible for familiarizing themselves with the layout of the building and the steps necessary for compliance with the plan. If a portion or portions of the plan cannot be complied with, the RE shall be notified immediately before any work is started. The Contractor will have the following responsibilities:

A. Appropriately plan the construction phasing and have enough people and materials on site to accomplish the system remediation efforts so that any full system impairments do not take more than one day at a time. The fire alarm system shall be operational except for the floor levels on which the work is being actively being conducted and devices replaced or installed.

B. The impairments shall be planned. Notification shall be issued to the RE, and the fire department at least two weeks prior to the impairments.

C. If the existing full fire alarm system has to be impaired over night or be impaired during a fire alarm system impairment, the contractor shall notify the RE, and the fire department and ensure a plan is in place to notify the fire department in the event of a fire during the impairments. In order to achieve occupant and fire

Design Data Handbook DDH - 25 department notification in these instances, a fire watch shall be required, as stated above.

4.7. Impairment Mitigations

In response to the reduction in fire protection caused by any interruption in fire alarm service to the buildings or floors under construction, or interruption of emergency control functions to any portion of the facility the following necessary precautions shall be followed:

A. Notify the RE at least two (2) weeks prior to the impairments.

B. At least one representative from the ATCT should be on site during the impairments.

C. Prior to the impairment of the full fire alarm system and / or portions of the fire alarm system circuits, the contractor shall have assembled the necessary people and materials to accomplish the job in one day - nonstop. Any preparation required for the disconnections and reconnections shall have been performed ahead of time.

D. Clear and lighted access to all areas of the building shall be maintained during the upgrades and the planned impairments.

E. All doors to the stairwells shall remain closed at all times during the installations and planned impairment.

F. No smoking will be allowed in the building.

G. Few combustible materials from the installations are anticipated in the building.

Combustible materials from the installations will not be allowed to accumulate.

H. An inspection of the building for compliance with this impairment plan will be performed prior to taking any fire protection system off-line.

ATTACHMENT 4B - IMPAIRMENT PLAN FOR FULL OR PARTIAL

OUTAGES OF FIRE LIFE SAFETY SYSTEMS AND/OR FEATURES

Implementation of interim measures is required for a nonfunctional or partially operating fire/life safety (FLS) systems in FAA owned, operated, or occupied facilities. The following Procedure for Fire Life Safety (FLS) Outages, includes steps mandated by the Federal Aviation Administration and nationally recognized FLS codes and standards.

This procedure and the appropriate interim measures should be implemented as soon as fire/life safety systems are out of service. Where the FLS system outage is planned due to construction and maintenance, execution of the procedures identified should be planned and initiated prior to the outage.

FLS Features and Systems.

FLS features and systems are those facility components provided to protect the building occupants, facility, NAS operational continuity, and ultimately the mission of the FAA from the hazards of fire and explosion. A partial listing of FLS systems and features, addressed by this procedure are provided below:

Stakeholders in FLS Outages.

All impacted stakeholders should be notified of outages and be included in the implementation of planned FLS system and feature outages. Potential stakeholders may include facility management and occupants, safety management team, fire department, resident engineer, contractors, and the central fire alarm monitoring station.

Initial communications for unplanned outages should be accomplished as soon as possible and include documentation by memorandum, email, letter or signage postings within the facility, in accordance with FAA policy.

Interim Measures.

1. Inform all facility occupants of the outage or partially functional FLS feature and discuss its effect on daily and emergency operations. The facility Emergency Action Plan should be reviewed to identify necessary modifications. The information should highlight the purpose and importance of the FLS feature, the impact on everyday operations, and the increased responsibility of all personnel.

2. Evaluate the level of risk posed by the non-functioning or partially functioning feature and the hazards present in the facility. Identify any areas that may have a specific risk and may require a fire watch in order to provide appropriate protection to the occupants. Appoint a “fire warden” to oversee implementation and evaluate the effectiveness of the interim procedures. The local safety manager should be consulted for long term, broad reaching or high impact outages. Additionally, FAA safety professionals should be consulted when the proper interim measures are unclear.

3. Conduct daily inspections to ensure the means of egress is not obstructed or compromised. Confirm the egress is free of combustibles or storage of any kind.

4. Ensure all doors opening into the stairs are checked to ensure door hardware is functioning properly. This includes a visual inspection of all doors to ensure the construction has not been compromised and checking all door hardware including latching hardware and self-closing devices to verify proper operation.

Magnetic door holders should be disconnected and not be returned to use until the fire alarm system is functioning normally.

5. Ensure that fire and smoke doors in the facility are not propped open for any reason.

6. Institute the necessary risk reduction actions, which may include the following:

a. Enhancing occupant evacuation procedures by requiring immediate evacuation upon alarm

b. Updating building occupants on the proper use of fire extinguishers

c. Providing additional fire extinguishers

d. Strictly enforcing all working contractors’ site safety plans

e. Implementing a requirement for daily construction activity briefings by the resident engineer

f. Strictly enforcing "hot work", (e.g., welding, cutting, etc.) safety approvals or banning all hot work during FLS outages

g. Maintaining the storage of construction combustibles or flammable and combustible liquids outside of the facility
