Amendment number 0004 to Request for Offer (RFO) number 697DCK-22-R-00556 is issued in order to make the following below updates in the solicitation:

In section L.7 states “eligibility from companies authorized to do work in the state of MASSACHUSETTS”. The state has been updated to reflect Connecticut.
Delete: Section L.7 “NOTE: Where on airfield work maybe required, an Umbrella/General minimum coverage of $5,000,000.00 is required. Where any contradictions occur, the higher coverages will govern”. This does not apply.
Add: Contract clause 3.4.1-10 Insurance – Work on a Government Installation (OCT 2020) to section I.
The uploaded RFO above has been updated with these changes and the date for receipt of offers remains on October 7, 2022 at 5:00 PM EDT

Questions & Answers
1. Is this project a design/build project or has the owner provided bid documents designed by the owner’s design team?
This is not specifically a design build project. The design is provided and shown in the Design Data Handbook (DDH) (pages 6 and 10-17, etc). However, shop drawings need to be created/submitted showing new devices and new conduit run, one line diagram, etc. The contractor can decide whether it is preferable to reuse and modify existing conduit or run new conduit and then demo old conduit.
2. If additional initiating devices or notification appliances are required (not shown on the contract documents), will the owner issue a modification to the contractor?
Additional devices are required, as shown in the DDH on pages 6 and 10-17. No modifications will be issued. The new and deleted devices are clearly shown in the DDH.
3. Who will be the Authority Having Jurisdiction for reviewing plans/submittals and final acceptance?
The FAA project engineer and the LFPE who completed the design and specification will be the AHJ for final acceptance. The fire department will be in attendance and will witness testing, if they are available.
4. Are the two Class A Notification Appliance Circuits and two Class B Notification Appliance Circuits to be connected to the new fire panel as they are currently wired?
The DDH page 4 indicates that the existing conditions show class A and class B NAC circuits. Page 28 31 00 page 13 (or 174) of the document says that “devices or systems being monitored by addressable circuit interface devices shall be wired class A”. Since we are using modules for the purpose of addressability for notification, all devices, wiring and modules shall be class A.
5. Is the existing fire alarm system currently free of any system trouble conditions and free of any wiring issues? Will the owner issue a change order to the contractor to make any repairs to the existing system prior to installation of the new system?
DDH page 20: the fire alarm is not showing any troubles at this time. FAA will not issue any change orders to repair the existing system.
6. How much $$ will the contractor need to include in the proposal for one year of central station monitoring by American Alarm?
Question about American Alarm cost for central station monitoring: Anyone wanting to know about the cost of this third party monitoring can call American Alarm and inquire. The phone number is listed in the specification.
7. This section states to “send offer to CO”. On the Solicitation it says the CO is Larry Hill. Please clarify this is who to send the offer to and supply an email address.
Sending offer to CO means, email offer to Rodgers.l.cox@faa.gov and larry.hill@faa.gov
8. If the FAA going to provide the form that you want us to use to do the detailed offer breakdown?
The FAA does not have a form for a detailed offer breakdown. This is contractor provided information.
9. It is our understanding that the Solicitation is a (RFP) design-bid-build project with the Government’s AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government’s AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract – correct
The FAA is not going to provide a full and complete set of plans. What was provided in the DDH and specification, is enough for contractors to come up with shop drawings and other submittals required. As stated above, the design data handbook shows which devices are to stay and which need to be added and where. The contractor needs to decide if they want to/can reuse existing conduits, if they deem practical. Another option is they can install new conduits, and do a side by side system, commission new system and then demo old system, if this is preferable to the contractor. Please note: the location of the FACP shall be the same place as the existing FACP, so if a side by side system is preferable, measures must be taken to get the new FACP in place during cutover.
10. States “The fire alarm system means of transmission being one telephone and the secondary replacement will be a phased installation with the main approach reusing existing conduit.
Question: is it the owner’s method of installation to reuse existing conduit and existing wiring?
Question: Shall the contractor pull new wiring in existing conduit with existing fire alarm cabling? If this is the case how will the system be maintained due to the fact all devices must be removed from the J. Box daily and replaced at the end of the day. This will make the system non-compliant with system certification.
The FAA is leaving the option open to reuse conduit. Conduit will need to be reconfigured to add and delete devices as shown in the design data handbook. Reusing existing wiring will not be permitted. It is up to the contractor to figure out how to cut over the new system (plan must be submitted and approved). Historically it has been done in one long day, replacing all devices and panel, troubleshooting and testing in one long day.
11. The new FACU, DACT and all electronic components shall be pre-programmed, and bench tested prior to installation.
Question: Is it the owner’s intent to have all fire alarm devices bench tested as a fully functioning complete system prior to installation?
Yes, it is the FAA’s intent for the contractor to bench test the major components of the system to ensure we don’t have a bad board or extensive programming in the midst of cutover. The FAA does not expect that all modules and smoke detectors need to be pretested so long as extras are available and can be easily and quickly swapped out, should a bad device be found.
12. Does the owner consider any of the work on this project “Airfield Work”?
The FAA does not consider this “airfield work”.
13. Will the contractor be required to carry the $5,000,000.00 Umbrella/General Coverage on this project?
No. Please refer to contract clause number 3.4.1-10 INSURANCE - WORK ON A GOVERNMENT INSTALLATION (OCT 2020) and SA15 INSURANCE REQUIREMENTS SCHEDULE for insurance coverage requirements
14. Please provide the FAA clause number that applies to this project in reference to the Umbrella/General Minimum Coverage.
Same as question 13 above.
3.4.1-10 INSURANCE - WORK ON A GOVERNMENT INSTALLATION (OCT 2020)
(a) The Contractor must, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the "Schedule" or elsewhere in the contract.
(b) Before commencing work under this contract, the Contractor must certify to the Contracting Officer in writing by letter or certificate of insurance, reflecting the FAA's contract number, that the required insurance has been obtained. The policies evidencing required insurance must contain an endorsement to the effect that any cancellation or any material change adversely affecting the Federal Aviation Administration's interest must not be made effective:
(1) for such period as the laws of the State in which this contract is to be performed prescribe, or
(2) until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer.
(c) The Contractor must insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and must require subcontractors to provide and maintain the insurance required in the "Schedule" or elsewhere in the contract. The Contractor must maintain a copy of all subcontractors' proofs of required insurance, and must make copies (reflecting the FAA's contract number to ensure proper filing of documents) available to the Contracting Officer upon request.
