1) Question: Provide the make, model, and service provider for the site’s fire alarm system.

Answer: Fire & Life Safety America (FLSA) is the existing service provider for the facility. The make and model of the Fire Alarm Control Panel is not needed to provide accurate pricing for this project and will not be released at this time.

2) Question: Please confirm the makes and models of the panelboards power will be supplied from.

Answer: Square D Company is the manufacturer for existing power panelboards. Schneider Electric is the manufacturer of the majority of DDCP. Additional information will be collected by the contractor following award. Reminder, all aspects of electrical work must comply with FAA-C- 1217H per 26 05 00 – 3.1.A.

3) Question: Confirm that any hazardous materials (lead, mold, asbestos, etc.) encountered during construction will be dealt with as a differing site condition. As a result, a change order will be issued to the contractor for unforeseen circumstances.

Answer: Yes, any hazardous issues (or non-hazardous issues) that arise that are not part of the current contract requirements and that fall under the definition of a “differing site condition” will

be resolved through a contract change order. Please review contract clause 3.2.2.3‐42Differing
SiteConditions (Jul 2004) included in the Request for Offers (RFO).

4) Question: Confirm that the contractors are to follow the provided phasing plan on Sheet G005.

Answer: Contractors are to follow the provided phasing plan on sheet G005. Changes or adjustments to the phasing plan may be submitted to FAA for review after contract award, and must be approved by the Contracting Officer’s Representative (COR) prior to the issuance of the Notice to Proceed.

5) Question: Has a project-specific environmental survey been completed for this project? If so, please provide a copy.

Answer: An EOSH review was completed specifically for this project. No hazardous materials (asbestos, lead paint, etc.) were discovered during the survey. A copy of the survey will not be provided.

6) Question: Confirm 5-year manufacturer extended warranties are to be provided for all installed equipment.

Answer: The Contractor shall warranty material and equipment furnished by the various manufacturers in writing for a minimum period of one (1) year. If any manufacturers provide a standard warranty in excess of one year, the expectation is that the FAA will receive the industry standard warranty for the material and/or equipment. The warranty period will be no less than the manufacturer’s standard warranty period, or one year, whichever is greater, on building systems, finishes or equipment, from the date of final project acceptance by the FAA.

7) Question: Confirm no extended maintenance plans are required past the completion date and FAA personnel will provide maintenance for the installed systems and equipment after project turnover.

Answer: See answer to Question 7.

8) Question: Is the site chilled water to be left as-is and used for this project? Will the contractor be responsible for adding glycol to the system? If so, how much glycol will the contractor be required to add to the system?

Answer: The contractor will not be required to add glycol to the existing chilled water system.

The contractor will not be required to install expansion tanks. Hydronic piping modification is minimal. Review Phase II plans, specifically for AHU 206.

9) Question: Confirm this project does not have temp air requirements. If temp air is required, please specify the tons/BTU and CFM that are to be provided.

Answer: Review G004 Mechanical Note 12. Contractor shall provide temporary air conditioning sufficient to maintain operating zone temperatures and humidity. The G004 phasing plan describes conditions that temporary air conditioning may not be needed. Requirements for tons/BTU and CFM will differ seasonally, refer to the Mechanical Equipment Schedules on M136, M137 and M138.

10) Question: Confirm cutovers and breaker termination will take place after hours (12AM-5AM).

Answer: Landing circuits on critical or energized panels will be required to be performed during 3rd shift. Please review specifications for full details.

11) Question: Confirm moratorium dates for Thanksgiving 2022 and Christmas 2022 when work cannot be performed.

Answer: The dates below are provided for project planning purposes and represent the proposed dates for future holiday maintenance moratoria. Firm dates are set by the Vice President of Technical Operations Services each year. The Maintenance Alert with exact moratorium dates and guidance is released by September 1 of each year.

Thanksgiving Moratorium Period:

November 19, 2022 at 0000Z through November 28, 2022 at 0800Z

Christmas / New Year Moratorium Period:

December 17, 2022 at 0000Z through January 2, 2023 at 0800Z

12) Question: Can Basis of Design be provided for each piece of equipment in the mechanical schedule?

Answer:

AHU 206 – York Solution XTI 54x87 AHU 207 - York Solution XTI 42x63 AHU 208 - York Solution XTI 30x36 AHU 209 - York Solution XTI 48x72 AHU 201 through 204 – (Refurbishment) Existing Equipment is basis of design AHU 301 – York Solution XTI AHU 16, 17, 216. 217, 219, 220, 221 – Basis of design is existing equipment. Contractor may use DATA AIRE DACD-1834 as the basis of design.

For all mechanical equipment not listed, existing equipment is the basis of design (contractor shall confirm new equipment with known acceptable source).

13) Question: Will the FAA provide security escorts for all work at the facility? If yes, will all work at the facility need to be performed under the supervision of a security escort?

Answer: Remove from Specifications Section 01 35 53 1.1.D “Workshallbearrangedsothat
thecontractor’spersonnelcanbeescortedwhenrequiredbytheFAA.” See Attachment 1 –

Specifications, Rev. 1.

The contractor and their subcontractors will be required to escort their project work crew. A discussion between the FAA and the contractor will be had after contract award to determine a practicable number of contractor/subcontractor workers to be badged so they can provide enough escorts for efficiency and to ensure that the project work is not hindered and will progress as reflected in the contractor’s final approved schedule.

14) Question: Confirm work is to be performed during normal business hours.

Answer: See Specification Section 01 10 00 1.8.B On-Site Work Hours. Most work will take place during normal work hours, however, refer to response to question 10 for work that will take place outside of “normal work hours”.

15) Question: Provide shop drawings and product data for the AHUS that are to be refurbished on-site.

Answer: AHUs 201-204 serve the facilities control room and are considered critical equipment. Requested information will not be provided prior to award.. Additional information may be obtained by the contractor following contractor selection and award.

16) Question: Confirm all new equipment will be present on-site prior to work commencement.

Answer: Specification Section 01 10 00 1.4.A states, “All materials and equipment needed for the next phase shall be onsite and ready for use or installation.”

The facility has an exterior storage area so that the contractor may have materials and equipment for the entire project delivered onsite, if desired. The contractor will be responsible for protecting all materials and equipment prior to installation.

17) Question: Confirm the period of performance begins once site work has commenced.

Answer: See RFO Section B PRICE / COST, local clause B002 PERIOD OF PERFORMANCE for estimated timeframes. The Notice to Proceed will be issued once the submittal process has been completed and a preconstruction meeting has taken place. The period of performance begins on the Notice to Proceed effective date (the date the onsite work begins).

18) Question: Distribaire would like to gain acceptance for VTS as an acceptable manufacturer for the AHUs and fan coils on this project.

Answer: Distribaire is added as a known acceptable source for this project.

19) Question: Confirm the make and service provider for the site’s HVAC DDC.

Answer: Service provide for site’s HVAC DDC is Schneider Electric.

20) Question: Can CPARS be provided in lieu of PPQ’s?

Answer: Yes, relevant CPARs evaluations may be submitted in lieu of past performance surveys. The contractor must provide the CPARs documentation in their technical proposal.

21) Question: Does a subcontractor/small business subcontracting plan need to be provided if the offeror is a small business?

Answer: Section Section J (page 46) of the RFO and Contract Clause 3.6.1-4 verbiage. The subcontracting plan requirement only applies if the contract is awarded to a large business.

22) Question: The specifications refer to Attachment B – Site Photos. Please provide site photos.

Answer: See Attachment 1 – Specifications, Rev. 1, with the following changes:

1) Removal of reference to Attachment A: Drawings. The drawings are titled “Attachment 1(a) – Drawings” in the contract documents. This conflicts with the reference in the specifications, so the specification reference has been removed.

2) Removal of reference to Attachment B: Site Photos. Site photos are not being provided, therefore, the specification reference has been removed.
