AK Facility Assessments
1. Is the FAA willing to accept other qualified professionals who are not licensed in the State of Alaska?
Answer: No. The FAA will not waive the requirement to be licensed in the State of Alaska.
2. Will the FAA provide existing plans for each of the facilities – scaled floor plans, with room names and numbers; scaled site plan; scaled roof plan; scaled building sections?
Answer: Yes, to the extent possible. The FAA facilities vary in age and ownership. The amount of available drawings differ from site to site.
3. Will the FAA provide haz mat surveys for each facility?
Answer: The FAA has conducted asbestos and lead paint surveys at many facilities. Status and availability of surveys for each facility will be checked during EOSH review process. Conditions, if observed on site, such as improper storage of chemicals or presence of mold, are to be included in Facility Condition Assessment report.
4. Is building space conditioning energy consumption records required to be analyzed for potential savings with building envelope or building lighting upgrades? If so, are the utility consumption records available? Is the energy output of the FAA installed navigation and communications equipment at each site available?
Answer: Not required, but observations on the building envelope, lighting, e.g., LED vs.
fluorescent, and older, less efficient HVAC equipment should be included in the report. The observations should state that energy savings are possible, but would not need to quantify the savings. Energy consumption records are typically available but they include the entire facilities inclusive of the electronics room (communication equipment).
5. What are the normal operating hours and days for access time to the facilities?
Answer: Typical hours are 8:00 am – 5:00 pm, Monday through Friday. Facility access will be coordinated by FAA Engineering Services Project Lead with appropriate facility personnel.
6. Do these buildings have humidification and aviation exhaust filtration systems that need to be evaluated for condition and efficacy?
Answer: Some buildings have humidification systems; if installed, they are to be evaluated.
None of the facilities are known to have an aviation exhaust filtration system.
7. Consultant Subcontracting: We are an architectural firm and would be collaborating with several engineering consultants to provide a well-suited team for these facility requirements:
a) Are OHP markups allowed for sub-consultants? If so, how do we show that on the fixed fee proposal sheet?
b) Do we need customer satisfaction surveys (CSSs) for each sub-consultant included in the team?
Answer(s):
a) No OHP markups allowed. All costs are to be incorporated into and reflected in the hourly rates in Section B.
b) CSSs are not required for subcontractors. The CSS requirement is for the prime firm, however, it is in the contractor’s best interest to vet any subcontractors to ensure quality work and positive past performance.
8. Is an OHP mark-up allowed on travel expenses?
Answer: Refer back to the RFO, Section H002 TRAVEL COSTS and Section I CONTRACT CLAUSES, specifically 3.3.2-2 REIMBURSEMENT FOR TRAVEL AND SUBSISTENCE (APR 2010).
No OHP mark-up allowed, however, general and administrative expenses may be applied to travel expenses.
9. Is travel time to the site billable as a reimbursable expense?
Answer: Yes, travel time during normal work hours/days is billable. No overtime rates will be paid.
10. Does the FAA have current plans for the buildings that inspections are required for? If no, will the chosen contractor be expected to produce a floor plan with the inspection report?
Answer: The FAA facilities vary in age and ownership. The available drawings differ from site to site. Floor plan drawings do exist for each facility.
