STATEMENT OF WORK
Oakland Air Route Traffic Control Center (ARTCC)
5125 Central Avenue, Fremont, CA 94536
General Requirements The Contractor shall furnish all labor, supervision, equipment, and materials necessary to provide grounds maintenance services in accordance with the requirements specified. The operations to be performed shall include cutting grass, edging, and fertilization, maintaining sprinkler heads and replacing them as needed, collection and disposal of litter and trash, vegetation cutting and removal, and other miscellaneous services as described.
The Contractor will be responsible in determining the number of employees required to accomplish the work required in this contract to ensure the grounds have a well-kept, cared for appearance at all times. Overall results will be a major consideration in the acceptability of contractor performance.
Work Hours All work shall be performed between the hours of 7:00 AM to 3:30 PM, Monday through Friday. No Holiday work is allowed. All work shall be scheduled and coordinated with the COR.
Holidays observed by government employees during the term of this contract are as follows:
New Year’s Day, Martin Luther King Day, Washington’s Birthday/President’s Day, Memorial Day, Juneteenth Independence Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day, and Christmas Day.
Grounds Data Approximately nine (9) acres are covered by this contract, divided as follows:
Asphalt parking and driveways 5.0 acres Concrete sidewalks, pads, etc. .4 acres Lawn and landscaped area 2.5 acres Perimeter including fence and cul-de-sac .5 acres
Measurements are approximate and are to be verified by the Contractor.
Management The Contractor shall provide on-site supervision for all work performed as described herein. That supervisor cannot be subcontracted out and must be directly employed by the Prime contractor. The Contractor shall manage the total work effort associated with the grounds maintenance services required herein to assure fully adequate and timely completion of these services. Included in this function will be a full range of management duties including, but not limited to, planning, scheduling, report preparation, and quality control.
The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices.
Work Control The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor shall plan and schedule work to assure labor, equipment, and material are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein.
Written scheduling and status reports shall be provided when requested by the Contract Officer Representative (COR) or through coordination of the Contracting Officer.
Herbicides The Contractor shall be licensed by the applicable State agency to provide vegetation control in the categories specified in this contract. All work shall be under the superintendence of a certified, responsible individual, and in accordance with Federal, State, local, and activity laws and requirements.
Proposed methods of application as well as the MSDS sheets are to be submitted for approval no later than 2 weeks in advance of application. Should submittals result in non-approval, the contractor will provide an alternative product and/or method of application at no additional cost to the government.
Contractor's Superintendent During the execution of all work involving the handling and/or use of herbicides, the Contractor shall give the job his personal supervision or shall have on the job a responsible and competent representative with the authority to speak and act for him. The whereabouts on the activity of the supervisor shall be made known to the Government Representative at all times when work is performed.
Inspections Monthly inspections of all areas will be made jointly by the Contractor and the Contracting Officer’s Representative or the person designated as the Facility Point of Contact.
Mowing (Grass Cutting) All grassed areas located within this maintenance area shall be cut to a uniform height between two (2) and three (3) inches as specified. Mowing of lawn areas will be done each time the Contractor is on-site. Partial or patch mowing is not acceptable unless inclement weather prevents the Contractor from finishing work after it has been started. Grass cutting is to be accomplished free of scalping, rutting, bruising, and uneven and rough cutting. The Contractor’s cutting equipment shall have sharp cutting edges which produce a neat, clean, even cut.
Edging All sidewalks, driveways, street edges, curbs, other paved areas, and shrubbery areas located within this maintenance area shall be edged. Trimming of edges shall be done at each mowing and to maintain a neat and uniform line separating the lawn from header boards, sidewalks, buildings, fences, and/or obstacles. All edging will be done to retain the original size and shape of planter areas.
A cleared circle, at least 24” in diameter shall be maintained free from grass and weeds at the base of each tree to reduce the possibility of damage from equipment. A cleared circle, at least 24” in diameter, shall be maintained free from grass and weeds around each sprinkler head to provide maximum water coverage and reduce the possibility of damage from equipment. All vegetation growing in the following areas shall be removed during the edging operation:
(1) Sidewalk and driveway expansion joints and cracks.
(2) Street/driveway curbing expansion joints.
(3) Cracks between curbing and street/driveway pavement.
For continued maintenance of vegetation growing in cracks and expansion joints, herbicide treatment may be utilized to reduce the amount of mechanical work. The use of herbicides shall not be allowed for the purpose of eliminating or reducing normal mechanical edging along straight paved edges
(sidewalks, etc.). Debris generated by edging operations, which falls on or is thrown on sidewalks, on curbs, in gutters, streets, or is thrown on nearby sod, causing an unsightly appearance, shall be removed from the site the day of the edging operation and disposed of offsite from the activity.
Shrub and Tree Pruning ALL shrubs, bushes, and hedges shall be pruned. All clippings and debris shall be removed from the site the same day and disposed of offsite from the activity. Remove vines, tree sprouts, or any other extraneous vegetative growth from under or on the shrubbery. Prune or remove growth in front of windows, over entrance ways or walks, or where vision is obstructed at street intersections. Pruning shall be done each month to maintain existing shape and size.
All shrubs, bushes, and hedges from the perimeter fence to twenty (20’) feet inward toward the facility are to be trimmed, pruned and maintained to two (2’) feet high. Trim back and maintain all neighboring property trees, trees along the front entrance fence line, trees that impede the views of the security cameras and trees that impede walkways, as well as and shrubs from encroaching on the FAA facility side of all fencing including cement fence (wall) on the northeast side of the property. All neighboring property and FAA owned trees are to be trimmed so that they do not touch nor be closer than five (5) feet above the top of the FAA cyclone perimeter fence. Specifically notify and coordinate this event with the neighboring property owners and the COR. Maintain the overgrown ivy along the back fence also known as (the dog run). Keep the ground between all fences vegetation free.
Once every 2 months, inspect all shrub and planter areas for missing or loss of bark/mulch ground covering and replace with new equal to existing to keep ground areas covered.
Fertilization Fertilizer shall be granular, containing the specified amounts of nutrient elements (Nitrogen, Phosphorus, and Potassium), and conform to Federal Specification O-F-24l, Type l, Class 2. Fertilizer shall be delivered to the site in the original, unopened containers bearing the manufacturer's chemical analysis, name, trade name, trademark, and indication of conformance to State and Federal laws. At least four times a year a weed-free fertilizer will be applied in accordance with the manufacturer’s directions and recommendations. The application schedule must be coordinated with the Contracting Officer’s Representative. Proposed methods of application as well as the MSDS sheets are to be submitted for approval no later than 2 weeks in advance. Should submittals result in non-approval, the contractor will provide an alternative product and/or method of application at no additional cost to the government.
Grounds Clean-Up The Contractor shall collect and dispose of trash and litter in all grassed areas, sidewalks, streets, and curbs in maintenance area. Sidewalks, outside stairs and/or stairwells, and driveways shall be swept clean. Dead rodents will be picked up and disposed of offsite by the Contractor. All rubbish, debris, wastepaper, and other litter shall be removed from parking areas, driveways, and grounds inside the perimeter fence, including inside the double fenced area, and hauled to an approved dump site offsite the FAA facility.
Weed Abatement and Control All unwanted plant growth shall be controlled by approved chemical treatment methods and all remaining debris to be removed from the facility premises at least twice a month.
All weed control products shall be provided by the Contractor and be commercially recognized herbicide manufactured for this purpose. Application shall be as directed and recommended by the manufacturer. All local, state and federal environment laws shall be observed. The Contractor shall furnish MSDS sheets for all chemicals utilized for weed control and must be pre-approved by the COR two (2) weeks prior to use.
All lawns, planting beds, and non-planted areas shall be cultivated, weeded, and/or treated as frequently as is necessary to control noxious weeds by preventing their growth and spread.
Areas outside the fence along Central Avenue (from fence to curb) and between the double fences are to be kept clear of all vegetative growth.
In the area outside the perimeter fence, all weeds and other vegetation will be removed and then prevented from regrowth with the application of herbicide which will be used as directed and recommended by the manufacturer.
At least twice each month, all unsightly vegetation (weeds, grasses, etc.) shall be removed from parking islands, parking lot area, curbs, fence lines, around cooling towers, antenna tower area, between cracks in concrete and asphalt, etc.
Parking Strip Area, Cul-de-sac at Rear Entrance Weed control, pruning of shrubs, and general cleanup of area inside and outside the fence around the cul-de-sac at the rear entrance to the facility are included in this section of the specifications and will be accomplished at least once each month. At no time will plants in this area be permitted to interfere with the security of the facility by restricting visibility beyond the fence or by providing over-the-fence access to the premises. Keep the area outside of the fence in the Cul-de-sac from curb to fence weed free including all dead vegetation.
Irrigation Water will be furnished by the Government from the most convenient existing source of water. All other required supplies shall be furnished by the Contractor, except that Government owned and permanently installed sprinkler systems may be used where available. Where such installed sprinkler system equipment does not cover the area adequately, the Contractor shall provide hoses and sprinklers to irrigate the entire area uniformly.
Sprinkler riser connections and sprinkler heads shall be maintained, repaired, or replaced by the Contractor as necessary to eliminate obstructions, leaks, and other defects which would prevent proper operation in a timely manner, at no additional cost to the Government. Sprinkler heads shall be maintained clear of dirt and other debris for approximately one inch around their outside circumference.
The Government will provide all other required maintenance to installed sprinkler systems due to normal wear and tear, to include time clocks, valve systems, and underground piping up to, but not including the sprinkler riser connection and sprinkler heads. Any damage to such systems caused by the Contractor shall be repaired or replaced by the Contractor at no expense to the Government.
The Contractor shall promptly report damage to or malfunction of any sprinkler system to the COR.
Hoses, portable sprinklers, portable pipe, and similar irrigation equipment shall be removed from lawn areas at the end of each work day or when not actually in use. All valves, covers, and valve box covers shall be kept closed at all times except when in use.
The Contractor shall abide by any local, state, or other water agency regulations or controls in force at the time of this contract.
Drainage Catch Basins The Contractor shall remove all trash and other debris from the top and inside of two drainage basins on the northeast side of the facility building and maintain them free from trash, debris, etc., to insure unimpeded water passage.
Supplies and Equipment The Government will furnish:
(1) Electrical power at existing power outlets
(2) Water for grounds maintenance use
Rights and Authority of the Government The Government may undertake or award other contracts for additional work, and the Contractor shall fully cooperate with all other contractors and Government employees and schedule his work to accommodate such additional work as may be specified by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.
Failure to Perform If the Contractor fails to accomplish the work described in the contract specifications, the Government may elect to have that work done by other contractors. In that event, the Rights and Authority of the Government will apply and costs incurred will be deducted from the contract price.

1. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 697DCK21R00398 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?

3. The question is what is the maintenance required for this fence line? Merely keep the ivy off the FAA fence? Keep the ground between fences vegetation-free?
Important note: This ivy is likely the source of the Norway Rat problem alluded to in another part of the requirements. Algerian Ivy is a notorious rat sanctuary. The FAA would do well to collaborate with the neighbors to eradicate the ivy.
Unfortunately, I cannot send a photo from the FAA side of the fence due to photo restrictions to which we were bound on the site visit, but the link below shows the ivy growth on the fence from the street view of the neighboring property.

- Please refer to the revised SOW. Other vendors have attempted to remove the ivy throughout the perimeter however, it keeps coming back. We are aware of the area you are referring to and have had issues in the past with effectively removing the ivy entirely.
4. My Question is during our walk through. The site requested the items below to be done. The item are not included the scope of work. Should we included these items in our bid.
Here are the items:
1. The site is requesting all Ivory in the dog run area to be removed.
2. Trees are blocking the Security cameras view all around the site. However, the trees in the front of visitors parking need to be trimmed at least twice a year on central ave.
- We do not expect or request any additional duties outside of the SOW. These items have been addressed in the revised SOW.
