Questions and Answers for Guam Consolidated Services

1. Question: Which Health & Welfare (H&W) rate is to be used for this bid?

Answer: Use $4.54

a) HEALTH & WELFARE: Life accident and health insurance plans sick leave pension plans civic and personal leave severance pay and savings and thrift plans. Minimum employer contributions costing an average of $4.54 per hour computed on the basis of all hours worked by service employees employed on the contract.

b) HEALTH & WELFARE EO 13706: Minimum employer contributions costing an average of $4.22 per hour computed on the basis of all hours worked by service employees employed on the covered contracts. *

2. Additional Comment on the solicitation process:

The Federal Government, in particular DOD, is placing restrictions on Procurements using LPTA (Low Price Technically Acceptable). It is our belief that procurement via “Best Value” would enhance FAA’s chances of selecting the best vendor from those that submit responses. Best Value would allow the FAA to select the best vendor, not the cheapest. Best Value is a combination of technical evaluation factors, past experience in similar and like work, price, and more. Price is a factor but not necessarily the determining factor. We encourage FAA to amend this procurement by changing it to a “Best Value” procurement.

Answer: Thank you for your thoughts on this. This solicitation will move forward as issued.

3. Are there any additional buildings for the Janitorial SOW or Additional sites for grounds maintenance from the current contract?

Answer: There are no changes to the locations from the current contract.

4. Can we submit our submission electronically?

Answer: Yes, we only accept submissions via email.

5. What is the Independent Government Estimate (IGE)?

Answer: The IGCE is a government estimate that is used internally to determine price reasonableness and cannot be shared with interested offerors.

6. Is there a guide or template for Cost Estimate?

Answer: No

7. What is the Project Range/Government Statement?

Answer: We do not understand what you are asking.
