Reference: 3.2.4-31 2.(b) Past Performance
Question: Will the government consider using CPARs in lieu of Past Performance Surveys, or possibly allow the submission of existing surveys, or just the current survey cover page with our proposal? Requiring Past Performance Surveys submission by government personnel not only strains resources and our relationship with reviewers, it makes submission of a qualified bid reliant upon their timely response. Frequently, government personnel refuse to complete Past
Performance Surveys citing that this is the whole reason that CPARs / PPIRs system was created.
CPARS can be submitted in lieu of the PPS.
